ST . LOUIS PARK , MINNESOTA
May 12 , 1970
A special meeting of the City Council was called to order by Mayor Howard
at 5 : 3 0 p . m .
The following Councilmen were present : Frank Fleetham , Murray Galinson ,
Richard Graves , James Beltzer , Robert Reynolds , and Frank Howard .
Location of Tennis Courts - The City Manager reported that he had received
a report from the Director of Parks and Recreation on the soil boring test
results at Westwood Junior high School . These test borings were made
prior to the taking of bids for the tennis courts as approved by the City
Council in its 1970 operating budget . The soil conditions at the site
recommended for four tennis courts was found to have considerable peat
and very unfavorable soil conditions for tennis court construction . It was
suggested that the City attempt to construct two tennis courts at the northeast
corner of North Side Park . There was some consideration given to adding
two additional courts to the four to be placed in Aquila but it was felt that
each section of the City should be provided with adequate tennis courts to
serve its needs . The Wolfe Park area was discussed but it was considered
to be too early to construct courts in this park inasmuch as recreational
facilities are planned but that tennis courts should be planned for these
courts either in 1971 or 1972 . Browndale Park was discussed as a possible
alternate for two courts but it was felt that insufficient space is provided for
the adequate construction of two tennis courts . Houses abut the park property
and it would be physically impracticable to construct the courtsespecially
with the possibility of lighting them in the future and avoiding any nuisance
to the surrounding properties .
On motion by Councilman Galinson , seconded by Councilman Fleetham , the
Manager was directed to take bids for four courts at Aquila , two at Westwood
Junior High School site , and two at North Side Park . Motion carried unanimously .

agreement relative to State participation in the cost of a portion of cooperative
storm sewer outfall line facilities to be constructed by the City of St . Louis
