RESOLUTION NO , 3940 It was moved by Councilman Heltzer , seconded by Councilman Graves , to waive reading and adopt Resolution No . 3940 entitled , " Resolution Ordering Improvement No . 70 - 10 be not Iviade . " The motion carried 6 - 0 . Mayor Howard opened the hearing . Mr . Sigurd Johnson , 6220 Goodrich , spoke in opposition to the improvement and presented a petition in opposition with seven signatures . Mr . Ron Machel , 3754 Brunswick Avenue , also spoke in opposition to the alley paving . There being no one else present interested in this matter , Iviayor Howard closed the hearing . RESOLUTION NO. 3941 It was moved by Councilman Reynolds , seconded by Councilman Fleetham , to waive reading and adopt Resolution No . 3941 entitled , " Resolution Ordering Improvement No . 70 - 28 be not Iviade . Louis Park Sanitary Sewer Force Main . " The motion carried 6 - 0 . (c ) RESOLUTION AUTHORIZING APPROPRIATION OF MUNICIPAL STATE AID FUNDS TO STATE OF MINNESOTA PROJECT S . H . 12 AND TURNER ' S CROSS ROAD RESOLUTION NO , 3943 It was moved by Councilman Heltzer , seconded by Councilman Graves , to waive reading and adopt Resolution No . 3943 entitled , "Appropriation of Iviunicipal State Aid Funds to State of IvAinnesota Project S . " The motion carried 6 - 0 . ( h ) REPORT OF PLANNING COMIN.JSSION RECOMIvi . NDING CONCEPT PLAN FOR LOUISIANA AVENUE ( CASE NO. 70 - 9 - St . ) The Planning Director explained with the aid of a map the extension of Louisiana Avenue from Excelsior Boulevard to Oxford . After discussion concerning the desirability of acquiring 120 feet of right - of -way , Councilman Heltzer moved that Council establish as a standard 120 feet right - of - way for Louisiana Avenue . Councilman Graves seconded and the motion carried 4 - 2 , Councilman Fleetham and Mayor Howard voting nay . ( i ) REPORT OF PLANNING COMMISSION ( CASE NO. 69 - 74 - S . Pe ) RECOMMENDING FAVORABLE UPON THE REQUEST OF (METHODIST HOSPITAL FOAR AMENDMENT TO SPECIAL PERMIT TO ALLOW TFIREZ STORY ADDITION . It was moved by Councilman Graves , seconded by Councilman Thiel , to defer to May 4 , 1970 . The motion carried 6 - 0 . 9 . UNFINISHED BUSINESS ( a ) AGREEIViENT FOR ARCHITECTURAL SERVICES - RECREATIONAL FACILITIES ( DE3'�'ERRED FROM APRIL 6 , 1970 ) . Councilman Fleetham moved to amend contract , 1st page , 5th line " . . . to construct certain recreational facilitles consisting of an indoor facility with ice making capabilities . . " The motion failed for lack of a second . Councilman Thiel at this time gave a report of the Steering Committee . At a meeting on the site it was determined that part or all of the ball field would have to be used for the facility . Councilman Heltzer moved to reconsider the payment to Stephens Buick Co . Councilman Reynolds seconded and the motion carried 6 woo0 . After discussion concerning the Stephens Buick Co . claim , Councilman hleltzer moved to approve lists , with the exception of the payment of $ 745 . 60 to Stephens Buick , snaking the total for vendors $ 35 , 522 . 36 .
