Half Diamon Interchange - 3 6th Street and County Road No . 18 Following a report by the City Manager on the status of the Metropolitan Council const era - tion of the Highway 18 and 36th Street interchange , Councilman Reynolds moved that the City Manager be authorized to retain the consulting firm of Howard , Needles , Tammen , and Bergendorf to represent the City , if needed in the opinion of the City Manager , at the Metropolitan Council Hearing scheduled for this matter . The motion was seconded by Councilman Thiel and carried by a 6 - 0 vote Councilman Heltzer t::.en suggested that the State Senators and area State Representatives be notified of the actions of St . Louis Park with respect to the interchange . 5 , Approval of Ease-rient Encroachment : Councilman Graves moved that y: authorization be given to the James Refrigeration Company to construct a building cn a pori-don. of. an existing utility easement at 4607 Excelsior Boulevard , Letters were received from- utility companies indicating no objection to such encroachment , The motion was seconded by Councilman Reynolds and carried by a 6 - 0 vote .
