CALL TO ORDLR meeting of the City Council was called to order by President A regular mg Pro Tem Thiel at 8 : 08 p . m .. 2 . INVOCATION Invocation was given by Rev . Ralph Erickson of the Prince of Peace Lutheran Church . 3 . ROLL CALL The following Councilmen were present at roll call : Frank Fleetham Murray Gal in s on Richard Graves James Heltze r Robert Reynolds Leonard Thiel Also present were the City Manager , City Attorney , Assistant City Manager , City Assessor , Planning Director , Director of Public Works , and Secretary . 4 . MINUTES (a ) On motion of Councilman Graves , seconded by Councilman Fleetham , the minutes of the regular meeting held March 16 , 1970 , were approved by a six yea vote . (b ) Census Proclamation - It was moved by Councilman Fleetham , seconded by Councilman Graves , that April 1 , 1970 be proclaimed Census Day . The motion carried 5 - 1 , Councilman Calinson voting nay . Counciinan Galinson voted against the motion because the long forme sent to some , he felt , are not properly placed within a compulsory census . 5 . PUBLIC HEARINGS (a ) APPLICATION FOR SUNDAY SALE , INTOXICATING LIQUOR , VFW CLUB , AS DESCRIBED IN NOTICE OF HEARING PUBLISHED MARCh 5 , 1970 President Pro Tem Thiel opened the hearing . 61 Council Minutes , March 30 , 1970 5 . ( a ) Iver . Joseph Pastorek , 1417 Yorkshire , manager of VFW Club , was present to answer questions concerning the application . There being no one else present interested in this matter , President Pro Tem Thiel declared the hearing closed . It was moved by Councilman Reynolds , seconded by Councilman Calinson , to approve issuance of the license . The motion carried 6 - 0 . (b ) APPLICATION FOR NON - INTOXICATING OFF SALE LIQUOR LICENSE , TVV O CHEFS THRIFT STORE , AS DESCRIBED IN NOTICE OF HEARING PUBLISHED MARCH 19 , 1970 . President Pro Tem Thiel opened the hearing . There being no one present wishing to speak to this matter , President Pro Tem Thiel declared the hearing closed . It was moved by Councilman Heltzer , seconded by Councilman Graves , to approve issuance of the license . The motion carried 5 - 1 , Council - man Fleetham voting nay. (c ) APPLICATION FOR TRANSFER OF INTOXICATING LIQUOR OFF SATE LICENSE FROM SOLE PROPRIETORSHIP TO CORPORATION - KNOLLW OOD LIQUORS , AS DESCRIBED IN NOTICE OF FEARING PUBLISHED MARCH 19 AND MARCH 269 1970 . President Pro Tem Thiel opened the hearing . Iver . John Ralles , 1642 Utah Drive , owner of Knollwood Liquors , was present offering to answer questions of Council . Councilman Galinson brought up the question of the necessity for public hearing when no new stockholders are brought in. There being no one else present interested in this matter , President Pro Tem Thiel declared the hearing closed . It was moved by Councilman Graves , seconded by Councilman lieltzer , to grant transfer of license . The motion carried 6 - 0 . Councilman l=, eltzer moved to send this matter to Liquor Control Committee to determine i f refund or partial refund can be made , with recommendation for future handling of this type of transfer . " , for second reading April 6 , 1970 , Councilman Heltzer seconded the motion which carried 6 - 0 . 8 . REPORTS OF OFFICERS , BOARDS , AND COIvMM.ITTEES a REPORT RELATIVE TO AGREEM% NT WITH EDINA ON HIRING' OF COMMUNITY RELATIONS DIRECTOR After discussion concerning division of time and activities of the reading proposed director , Councilman Reynolds moved to waive and adopt resolution authorizing execution of the agreement • 63 Council Minutes , March 30 , 1970 8 . ( a ) Councilman Graves seconded the motion. Mrs . Rosalie Goldstein , member of the human Rights Commission , was present . She said that the Human Rights Commission has need for an executive director , not a community relations director . Mr . Sy Friedman , 2809 Zarthan , member of the Human Rights Commission , spoke in opposiAon to the hiring of a director , either full or part time at the present time . He felt that not enough ground - work had yet been laid by the Commission to warrant the employment of a director , and that he would like to see the results of the activities of the Golden Valley director . After further discussion , Councilman Reynolds moved to defer this agreement to the second meeting in May or until after a meeting of the Human Rights Commission with the City Council . Councilman Galinson seconded and the motion carried unanimously. (b ) REPORT CONCERNING ASSESSMENT POLICY The City Assessor explained the various assessment policies that might be adopted by the City Council , He advocated the adoption of the 4 - 3 - 2 policy for side street assessments . Mr . VI alter Johnson , 2901 Edgewood Avenue , objected to constructing of sidewalk on the side street and to paying a major share of the cost . Councilman Heltzer moved to go on record in regard to sidewalks , assessing 200/'o against a corner lot , 80 % against interior lots halfway up the block , and where that would cause an interior lot assessment to be higher than corner lot assessment , that amount be taken from the general fund . Councilman Fleetham seconded the motion . After discussion , Council asked that estimates be brought in as to what part of projects would have to be paid from the general fund . Councilman Galinson moved to table this matter . Councilman Reynolds seconded and the motion carried unanimously . (c ) PRELIMINARY REPORT OF DIRECTOR OF PUBLIC WORKS AND ASSESSMENT REPORT WITH RESPECT TO THE FOLLOW - ING IMPROVEMENTS : 1 . CLAIMS , APPROPRIA 'T' IONS , AND CONTRACT PAYMENTS ( a ) VERIFIZ D CLAIMS On motion of Councilman Graves , seconded by Councilman Galinson , the lists of verified claims prepared by the Director of Finance and presented to the Council dated March 30 , 1970 in the total amounts of $ 1 , 962 , 18 for payroll , and $ 14 , 367 . 26 for vendors were approved , and the City Manager , City Clerk , and City Treasurer were authorized to issue checks covering same by a six yea vote . (b ) CONTRACT PAYMENT - Partial Payment No . 4 , Imp , No . 69 - 41 , Vlater Treatment Plants # 1 and # 8 , Watson Construction Company - $ 228 , 059e 10 . On motion of Councilman Galinson , seconded by Councilman Heltzer , the above payment on contract work presented by the Consulting Engineer was approved , and the City Manager , City Clerk , and City Treasurer were authorized to issue a check for the amount by a six yea vote . 13 .
