LOUIS PARK , MINNESOTA March 2 , 1970 A special meeting of the City Council was called to order by Mayor Howard at 7 : 10 p . m . The following members were present at roll call : Frank Fleetham , Iviurray Galinson , Diehard Graves , James Heltzer , Robert Reynolds , Leonard Thiel , and Frank Howard . Also present werJ the City Manager , Assistant City Managers, Director of Finance , and Acting Secretary . Discussion was held by the Council as to the need for certain specific facilities in the City . It was the concensus of the Council that there was a community need for an outdoor swimming pool , indoor ice arena , basic administrative and meeting facilities , and an auditorium to provide the City with a complete recreation program . During the course of the discussion it was made clear that it would be necessary to establish priorities among the various types of facilities . Councilman Heltzer moved , seconded by Councilman Galinson , that the following facilities be constructed in the order listed for a cost not to exceed 1 . 7 million dollars : ( 1 ) Ice Arena ; ( 2 ) Swimming Pool ; ( 3 ) Basic Facilities ; and (4 ) Auditorium, Subsequent to the discussion that followed Councilman Heltzerss motion , Council - man Reynolds moved to amend the motion by naming Wolfe Park as the site for these facilities , by setting the limit on expenditures at 1 . 7 million dollars , by naming S . C . Smiley & Associates as the architect for the initial phase of the project , and to amend the priority listing as follows : ( 1 ) Ice Arena and Swimming Pool ; ( 2 ) Basic Facilities ; and ( 3 ) Auditorium . Councilman Thiel seconded and the motion on the amendment carried unanimously . The vote on the original j motion as amended was taken and it carried unanimously , j i The Council proceeded to discuss alternative methods of financing such a long range construction project , It was moved by Councilman Reynolds , seconded by Councilman Galinson , that , unless other more feasible means be found , the first phase of the constructionof facilities under this long range proJject be financed by General Obligation Bonds .
