Paul Obenauf of the Wooddale Lutheran Church . 3 . Since Council has control over residential development units with the device of the special permit , Mayor Howard felt there was not a need for this ordinance . (f ) APPLICATION FOR CERTIFICATE OF CONVENIENCE AND NECESSITY - SUBURBAN YELLOW CAB COMPANY ( REMOVED FROM TABLE FEBRUARY 16 , 1970 AND CONTINUED TO THIS DATE ) . jvir . Julian Hook , attorney representing Yellow Cab Company , reviewed what has taken place concerning this application . He cited various statistics to substantiate the need for more taxicabs . Mr . Tom Reiersgord , attorney representing Town Taxi , spoke Ian opposition to the granting of licenses to Yellow Cab Company . It was his contention that the operation of Yellow Cab in this communixy could drive Town Taxi out of business . 42 Council Minutes , lvlarch 2 , 1970 5 . (f ) Iv P Mr . Joseph VanAsh , 2640 13th Avenue South , Valley Cab Was Company , was present stating his opinion that Town Taxi giving poor service . r Mr . Bob McGraw , Mr . Charles Fuller and Mr . Winton Barker , all of Town Taxi , were present in opposition to the licensing of Yellow Cab Company . There being no one else present interested in this matter , Mayor Howard declared the hearing closed . Y It was moved b Councilman Reynolds , seconded by Councilman Heltzer , to deny authorization of Certificate of Convenience and Necessity for Taxicab Operation for Suburban Yellow Cab Company. The motion was defeated 2 - 5 , Councilmen Fleetham , Galina ° n , Graves , Thiel , and Mayor Howard voting nay . RESOLUTION NO . 3919 It was moved by Councilman Galinson ,, seconded by CouncilmanThiel , to waive reading and adopt Resolution No . 3919 e " Authorizing Certificate of Convenience and Necessity For Taxi - cab Operation . 41 The motion carried 5 - 2 , Councilmen Heltzer and Reynolds voting nay . 6 . PETITIONS , REQUESTS , AND COMMUNICATIONS ( a ) APPLICATION FOR SUNDAY SALE - INTOXICATING LIQUOR - ST . LOUIS PARK VETERANS OF FOREIGN WARS It was moved by Councilman Reynolds , seconded by Councilman Thiel , to set date for public hearing March 30 , 1970 . The motion carried unanimously . T. RESOLUTIONS AND ORDINANCES (a ) RESOLUTION AUTHORIZING THE CITY MANAGER TO FILE AN APPLICATION FOR A FEDERAL GRANT TO ACQUIRE OPEN SPACE AND REPEALING RESOLUTION NO . 3881 RESOLUTION NO, 3920 It was moved by Councilman Reynolds , seconded by Councilman Heltzer , to waive reading and adopt Resolution No . 3920 entitled , " Resolution Authorizing the City Manager to File an . Application for a Federal Grant to Acquire Open Space Land . The motion carried unanimously . 43 r Council Minutes , March 2 , 1970 7 . (b ) RESOLUTION APPROVING AN AGREEMENT FOR JOIN: AND COOPERATIVE USE OF FIRE PERSONNEL AND EQUIPMENT AND DESIGNATING A REPRESENTATIVE TO THE SOUTH - WEST FIRE LEAGUE The City Manager explained the mutual aid pact and standardisaw tion of the services made possible by joining the Southwest Fire League . RESOLUTION NO. 3921 It was moved by Councilman Reynolds , seconded by Councilman Fleetham , to waive reading and adopt Resolution No . 3921 entitled , " Resolution Approving an Agreement for Joint and Cooperative Use of Fire Personnel and Equipment and Designating a Representa - tive to the Southwest Fire League . " The motion carried unanimously . This resolution names the Mayor and City Manager as the City ' s representative . 8 . REPORTS OF OFFICERS , BOARDS , AND COMMITTEES ( a ) REPORT OF PLANNING COMMISSION ( CASE NO. 70 . 2 . Z . ) RECOMMENDING UNFAVORABLY UPON REQUEST Or JAMES REFRIGERATION TO CHANCE ZONING OF PROPERTY AT 4607 EXCELSIOR. BOULEVARD FROM R - 2 , SINGLE FAMILY RESIDENCE DISTRICT , TO B - 2 , BUSINESS DISTRICT It was moved by Councilman Graves , seconded by Councilman Heltzer , to deny the rezoning request . After discussion concerning the history of the zoning in that area , Councilman Graves withdrew his motion and Councilman Heltzer his second . It was moved by Councilman Thiel , seconded by Councilman Graves , to set date for public hearing March 16 , 1970 . The motion carried unanimously . (b ) REPORT OF PLANNING COMMISSION MISSION ( CASE NO. 70 - 4 - ST . ) RELATIVE TO IMPROVEMENT AND WIDENING OF AQUILA AVENUE FROM WEST 36TH STREET TO TARGET ROAD Councilman Graves moved to approve preliminary layout of plan of Aquila Avenue . Councilman Heltzer seconded . Councilman Gaiinson moved to amend the motion to include that benefitting property owners would be assessed for the cost of the project . Councilman Graves seconded and the amendment 44 Council Minutes , March 2 , 1970 8 . ( b ) passed unanimously. The vote on the original motion also carried unanimously . c REPORT OF STOP SIGN STUDY - WEST 16TH STREET AND PENNSYLVANIA AVENUE AND WEST 18TH STREET AND PE N NS Y LVA NIA AVENUE Mr . Charles Cook , 1644 Pennsylvania Avenue , was present f urging Council to erect the stop signs . He expressed concern sylvania Avenue and safety of the of the speed of cars on Penn children . Councilman Galinson moved to defer to the first meeting in May (May 4 , 1970 ) when a traffic study could be made of the number and speed of vehicles after the apartments are occupied . Councilman Thiel seconded and the motion carried unanimously . (d ) CITIZENS ADVISORY COMMITTEE PROGRESS REPORT - 1969 Councilman Thiel moved that a letter be sent commending the Citizens Advisory Committee on the report and their accomplish - ments and that they be encouraged to continue their efforts . Councilman Heltzer seconded and the motion carried unanimously . The report was ordered by the Mayor to be received for filing . (i ) MINUTES OF HUMAN RIGHTS COMMISSION MEETING HELD FEBRUAR Y 18 , 1970 Councilman Galinson mov . d that the City Manager write a letter to the Superintendent of Schools informing him of the Human Rights Commission ' s view requesting removal of the book , " Minnesota , Star of the North " . Councilman Thiel seconded the motion . After discussion , Councilman Galinson withdrew his motion since the Human Rights Commission indicated they were planning to write a letter relative to this subject . There being no further discussion , the minutes were ordered by the Mayor to be received for filing . 9 . The 1960 United States Census of Population and Housing indicates the City has 24 dilapidated units , 201 deteriorating units and 37 sound units which lack some or all plumbing facilities . 2 . The Neighborhood Analysis Survey , conducted in December , 1968 , indicates the following 524 units with slight deterioration 95 units deteriorating 20 units dilapidated 264 units obsolete ( See Attachment No . 1 ) 3 . There is a total of 737 structures located in the ten pockets of deterioration and blight identified as a result of the Neighborhood Analysis . A total of 225 of these structures are deteriorating , amounting to 30 . 5 per cent of the structures . The 225 structures contain 237 families and 181 children . Seven per cent of the population in these units is retired . About 63 per cent of the population in these units is receiving welfare . ( See Attachment N o . 2 ) 4. The estimated number of elderly persons needing housing assistance in the City , through employing accepted procedures and formulas , is 204 persons . It is estimated that a minimum of 100 units is needed . The probable need is estimated to be approximately 210 units . The Hennepin County Welfare Department gave old age assistance to 93 persons in the City in 1969 . ( See Attachment No . 3 and No . 5 . The 1960 United States Census of Population and Housing shows there are 252 families with income under $ 3 , 000 in the City. 6 . The Citizens Advisory Committee , after reviewing the recom - I mendation of the Subcommittee on Housing and Urban Renewal and after a review of the Neighborhood Analysis , on October 6 , 1969 , recommended that the City Counci4 activate a Housing and Re . development Authority . There is a need for additional research on the magnitude of the need for low income housing and housing for the elderly in the community. Such studies , investigations and surveys are the responsibility of the Housing and Redevelopment Authority . 8 . Oro a i r l 4 Planning Department February 11 , 1970 NEED FOR ELDERLY HOUSING IN ST . LOUIS PARK While it is not possible to calculate with any precision the exact number of elderly persons needing housing assistance in the City , it is possible , through employing accepted procedures and formulas , to calculate the approximate need. Experiences in other communities indicate that a City of the size and character of St. Louis Park would have approximately eight per cent of its population over 65 in need of housing assistance . Using the 1965 census , the City has 2 , 554 persons over 65 years of age . Eight per cent of this figure amounts to 204 persons , the assumed need based on experiences elsewhere . Often times when HUD gives its program reservation , it will only authorize six per cent of the proportion of the population over 65 years of age . On this basis , the community has a need for 153 units . The Hennepin County Welfare Department gave old age assistance to 93 persons in the City in 1969 . It must be recognized that there are many additional elderly people , while not receiving old age assistance , would qualify and probably need housing assistance . The County also gives assistance to persons not included in the above category which may also be elderly. For example , those receiving aid to the blind are not also getting old age assistance , since the categories are mutually exclusive . It is anticipated that the percentage of population 65 years and older will show a significant increase in the coming years . By late fall , when the initial statistics of the 1970 census are available , more exact information will be available . Determining the number of units actll_y_uane can be made through detailed surveys and / or advertising . For example , the community could send out notices in the water bills requesting persons over 65 years old to fill out a housing questionnaire . Or those 65 years and older could be asked to fill out a questionnaire in the local newspaper . Once elderly housing is established , the- need is pretty much determined by the number of eligible applicarts .
