CALL TO ORDER Council Was called to order by Mayor A regular meeting of the City Howard at 8 : 15 p • me 2 . INVOCATION • Everett Tande of the Ascension Lutheran Invocation was given by Rev . MINUTES On motion by Councilman Galinson , seconded by Councilman Graves , the minutes of the regular meeting held March 9 , 1970 and special in held February 26 , February 28 , March 2 , and March 9 , 1970 , were approved by a seven yea vote . 5 . PUBLIC HEARINGS ( a ) DETERMINATION OF NEED FOR A HOUSING AND REDEVELOPMErjT AUTHORITY TO FUNCTION IN ST , LOUIS PARK , MINNESOTA , AS DESCRIBED IN NOTICE OF HEARING PUBLISHED FEBRUARY 199 1970. Mayor Howard opened the hearing . 51 Council Minutes , March 16 , 1970 5 . ( a ) Mr . Joel G=ot , representing the Citizens Advisory Committee , presented tuncil with facts and evidence { attached to minutes as an addendum ) to indicate the need for housing for low income families and the elderly . It was brought out that the estimated number of needed units for the elderly is approximately 200 and that there are approximately 250 families with incomes which would qualify them for low income housing . y Mr . Glotter stated that the 1960 United States Census indicated the , City had 24 dilapidated housing units , 201 deteriorating housing units , and 37 sound units which "lack some or all plumbing facilities . He further pointed out , that the Neighborhood Analysis Survey conducted in December of 1968 indicated that there is a total of 737 structures located in ten "pockets of deterioration " and blighted . A total - of 225 of these structures are deteriorating amounting to 30 . 516 of the structures . The 225 structures contain approximately 237 families and 181 children . Seven per cent of the population in these units is retired . About 63 % of the population in these units is receiving welfare . Based upon the facts as researched by the subcommittee on Housing and Urban Renewal of the Citizens Advisory Committee , Mr . Glotter , on behalf of the Committee , recommended to the Council that a Housing and Redevelopment Authority be formed to conduct additional studies and bring to the Council the results of their investigations and surveys so that a program for housing can be initiated . Mayor Howard asked if anyone present at the , hearing wished to speak on the formation of a Housing and Redevelopment Authority . Mrs . Paul Tschida , representing the Human Rights Commission , indicated that the Commission was in favor of the formation of a Housing and Redevelopment Authority. The Mayor again. asked if there were any other interested persons who wished to state their position. There being no one else present wishing to speak , Mayor Howard declared the hearing closed . RESOLUTION NO. 3923 After discussion by members of the Council , it was moved by Councilman Ga.linson ; seconded by Councilman Graves , to waive reading and adopt Resolution No . 3923 entitled , " Resolution Declaring Need for Housing and Redevelopment Authority in the City of St . Louis Park , Minnesota " . The motion carried unanimously . 7 . J , Karlson . 5844 Abbott Avenue South , Bruce Construction Company , was present expressing concern about eliminating below grade units , It was explained to him that Subdivision 17 of the ordinance allowed for exceptions to be made in certain instances . After reading the subdivision , Mr . (f ) RESOLUTION REQUESTING MINNESOTA DEPARTMENT OF HIGHWAYS PARTICIPATION IN COST OF CONSTRUCTION OF CENTRAL STORM SEWER 66 - 17 , CENTRAL STORM SEWER AREA RESOLUTION NO, 3926 It was moved by Councilman Heltzer , seconded by Councilman Graves , to waive reading and adopt Resolution No . 3926 entitled , " Resolution Requesting Minnesota Department of Highways Participation in Cost of Constructing Storm Sewer 66 - 17 Central Storm Sewer Area . " The motion carried unanimously . 8 . REPORTS OF OFFICERS , BOARDS , AND COMMITTEES ( a ) REPORT ON STOP SIGN STUDY - WEST 34TH STREET AND XYLON Councilman Heltzer moved that a resolution be prepared placing stop signs at Yukon and 34th stopping east and west bound traffic and that playground sign be placed at Xylon and 34th . ( a ) Councilman Galinson asked that the question of criteria for placement of stop signs be referred to the Planning Commission Highway Committee , with specific attention to be given to traffic volumes and location of parks . RESOLUTION NO, 3928 It was moved by Councilman Graves , seconded by Councilman Thiel , to waive reading and adopt Resolution No . 3928 entitled , " Resolution Receiving Reports and Calling Hearing on limprove - ment Nos . 70 - 01 , 70 - 279 and 70- 12 and Consolidating Proceedings Into Improvement No . 70 - 01 . " Votes were taken separately on each improvement . The motion carried unanimously on Improve - ments No . 70 - 01 and 70 - 27 and on Improvement No . 70 - 12 the vote was 6 - 0 , Councilman Fleetham abstaining . ( ) e (f ) MINUTES OF PARKS AND RECREATION ADVISORY COMMISSION MEETING HELD MARCH 11 , 1970 Upon hearing no objection , the minutes were ordered by the Mayor to be received for filing . ( g ) MINUTES OF HUMAN RIGHTS JOINT MEETING HELD FEBRUARY 25 , 1970 Councilman Galinson moved that a letter from the Human Rights Commission concerning the removal of the book " Minnesota , Star of the North " be forwarded to the Director of Elementary Education without comment , The motion was seconded by Councilman Reynolds . Councilman Heltzer objected to this practice as an undesirable way to promote principles of freedom and equality and expressed objection to government attempting to purge books from schools or libraries . Councilman Galinson felt the letter should be sent so that Human Rights Commission would not be discouraged in their operation . Vote on the motion was defeated 2 - 5 , Council ' men Fleetham , Graves, Heltzer , Reynolds , and Thiel voting nay . Later in the meeting Councilman Reynolds moved to refer the letter from the Human Rights Co-r�.mis si •Dn to the Director of Elementary Education with the stipulation that the City Council does not feel it is proper to request removal of materials from the educational system . Councilman Fleetham seconded and the motion carried unanimously , Upon hearing no further discuss ion , the minutes were ordered by the Mayor to be received for filing , 9 . Councilman Heltzer seconded and the motion carried unanimously . It was moved by Councilman Graves , seconded by Councilman Heltzer , to appoint Tom Sv * hlik to Sanitarian position in the Health Departmen* . The motion carried unanimously . ( c ) PARKS AND RECREATION FACILITY Councilman Galin son moved that Council ' s action of two weeks ago , when recreational facilities were discussed , be amended to delete the auditorium in view of the apparent likelihood that school facilities may be used in the Lighted School Program . Councilman Reynolds seconded and the motion carried unanimously . (d ) ASPO CONFERENCE Councilman Reynolds moved to authorize Chairman of Planning Commission to attend ASPO Conference in New York April 4 - 91 1970 . Councilman Galinson seconded and the motion carried unanimously , 11 . MISCELLANEOUS ( a ) MOTOR VEHICLE LICENSE REGISTRATION The City Manager explained that St . Louis Park was one of the communities selected to sell state license plates . The Director of Finance explained the proposal as it related to financial expenditures and revenue . Councilman Reynolds moved that the City Manager be directed to communicate with the state that St . Louis Park does not wish to sell license plates , Councilman Fleetham seconded and the motion lost 3 - 2 , Councilmen Graves and Heltzer voting nay and Councilmen Galinson and Reynolds abstaining . After further discussion concerning space for the proposed service , Councilman Galinson moved that the Cit not accept Y istration. the offer of the State concerning motor vehicle license reg Councilman Reynolds seconded and the motion carried 5 - 2 , Councilmen Graves and Heltzer voting nay . 59 Council. (b ) MAYOR ' S CONFERENCE IN DENVER - JUNE 16 AND 17 In view of the fact that Mayor Howard will be unable to attend , Councilman Reynolds moved to approve the attendance of Councilman Thiel . Councilman Graves seconded and the motion carried unanimously . 12 . CLAIMS , APPROPRIATIONS , I.. ND CONTRACT PAYMENTS ( a ) VERIFIED CLAIMS On motion of Councilman Graves , seconded by Councilman Thiel , the lists of verified claims prepared by the Director of Finance and presented to the Council dated March 16 , 1970 in the total amounts of $ 3 , 269 , 54 for payroll , and $ 199 , 219 . 82 for vendors were approved , and the City Manager , City Clerk , and City Treasurer were authorized to issue checks covering same by a seven yea vote . (b ) PAYMENTS ON CONTRACT WORK On motion of Councilman Graves , seconded by Councilman Thiel , the following payment on contract work presented by the City Engineer was approved , and the City Manager , City Clerk and City Treasurer were authorized to issue a check for the amount by a seven yea vote , Payment No . 2 , repairs to deep well ## 14 and replacement of pump , E . H . Renner & Sons , Inc . - $4 , 355 . 00 . 13 , ADJOURNMENT On motion of Councilman Graves , seconded by Councilman Galinson , the meeting was adjourned at 1G : 30 p . m . by a seven yea vote . nk J .
