LOUIS PARK , MINNESOTA February 9 , 1970 A special meeting of the City Council was called to order by Mayor Howard at 8 : 10 p . m . The following Councilmen were present : Frank Fleetham James Heltzer Frank Howard Murray Galinson Robert Reynolds Councilman Thiel arrived at 8 : 35 p . m . Also present were the City Manager , Assistant , City Manager , Planning Director , Supervisor of Zoning and Inspection , City Attorney , and Acting Secretary . Housing and Redevelopment Authority - The Mayor announced that the primary purpose of the meeting was to discuss the feasibility of establish - ing a Housing and Redevelopment Authority ( HRA ) in St . Louis Park . Present to discuss this matter were : Joen Glotter representing the Housing and Redevelopment Subcommittee of the Citizens Advisory Com - mittee ; Firmus Opitz , Building Inspector for the Hopkins dousing and Redevelopment Authority ; George Howell , Executive Director , Hopkins riousing and Redevelopment Authority . Also present were several rep - resentatives of the St . Louis Park League of Women Voters . Mr . Glotter stated that although St . Louis Park is a young community with only 5 . 3 % of its population age 65 or over , the problem will intensify in time and that the HRA represents a coordinated and professional approach to the problems of providing housing for the elderly and for low - income families . He also stated that a great amount of available federal aid would not be attainable without Program Certification for which the HRA is necessary . Mr . Opitz reported to the Council the problems and progress of the systematic Housing Inspection Program under the HRA in Hopkins . Iver . Opitz said that the program success depends upon its reception by the people in the community . He stated that there has developed a type of voluntary compliance in Hopkins from inspections completed . Discussion followed on the receptiveness of the people to systematic inspection and whether recertification required full compliance with the program . Mr . Opitz indicated that the systematic inspection in Hopkins would require ten years to complete . Mr . Mayor Howard stated that there would be no commitment at this time for establishment of the HRA and instructed the Manager to prepare the necessary resolutions for the Council and to set date for public hearing on the matter . There being no further business , motion was made and seconded that the meeting be adjourned . The motion carried unanimously and the meeting adjourned at 10 : 00 p . m . rank J .
