MINUTES OF SPECIAL CITY COUNCIL MEETING
ST . LOUIS PARK , MINNESOTA
February 28 , 1970
A special meeting of the City Council was called to order by Mayor Frank
Howard at 12 : 30 p . m . for the purpose of continuing the February 26 , 1970 ,
discussion with regard to the alleged liquor violation .
The following Councilmen were present :
Frank Fleetham
Richard Graves
James Heltzer
Robert Reynolds
Leonard Thiel
Frank Howard , Mayor
Also present : City Manager , Assistant City Manager , Acting Secretary .
It was moved by Councilman Heltzer to suspend the on - sale intoxicating liquor
license of Culbertson ' s Inc . , dba / George Faust ' s Restaurant for fourteen ( 14 )
consecutive days . The motion failed for lack of a second .
Councilman Reynolds then moved suspension of the on - sale intoxicating liquor
license for five ( 5 ) consecutive days commencing March 9 , 1970 . The motion
failed for lack of a second .
Councilman Heltzer moved suspension of the on - sale intoxicating liquor license
for thirty ( 30 ) consecutive days commencing March 10 , 1970 . The motion
was seconded by Councilman Reynolds but f ailed I y a 1 - 5 vote ( Councilman
Heltzer voting yea ) .
Councilman Heltzer then moved to revoke the on - sale intoxicating liquor
license . The motion failed for lack of a second .

Councilman Thiel moved suspension of the on - sale intoxicating liquor license
for five ( 5 ) consecutive days commencing March 8 , 1970 . The motion was
seconded by Councilman Graves but failed by a 2 - 4 vote ( Councilmen Thiel
and Graves voting yea ) .
Councilman Reynolds then moved suspension of the on - sale intoxicating
liquor license of George Faust ' s Restaurant for ten ( 10 ) consecutive days
commencing March 15 , 1970 . The motion was seconded by Councilman s
Heltzer and carried by a 4 - 2 vote ( Councilmen Thiel and Graves voting nay ) .
