1 . CALL TO ORDER
A regular meeting of the City Council was called to order by Mayor
Frank Howard at 8 : 04 p . m .
2 . INVOCATION
Invocation was given by Rev . Larry Houseman of the Aldersgate Methodist
Church .
3 . ROLL CALL
The following Councilmen were present at roll call :
Frank Fleetham
Murray Galinson
Richard Graves

Leonard Thiel
Also present were the City Manager , Assistant City Manager , City
Attorney , Planning Director , and Secretary .
4 . MINUTES
On motion of Councilman Graves , seconded by Councilman Fleetham ,
the minutes of the regular and special meetings held January 19 , 1970
were approved by a six yea vote .

It was moved by Councilman Graves , seconded by Councilman
Galinson to deny the variance since the applicant did not respond
to communication from the staff . The motion carried 6 - 0 .

Councilman Graves moved ' a set date for public hearing February 16 ,
1970 . The motion was seci �Ided by Councilman Thiel but after
discussion concerning the desire of the applicant , Councilman
Graves withdrew his motion and moved to defer to March 2 , 1970 .
Councilman Galinson seconded and the motion carried 6 - 0 .

It was moved by Councilman Graves , seconded by Councilman

9 . ( a ) It was moved by Councilman Heltzer , seconded by Councilman
Galinson , to appoint Howard Sidnam to the Planning Commission .
Councilman Fleetham objected to the motion because of the
deferment of the appointment of Karen Michael on January 19 ,
1970 , The Council asked the City Attorney for a ruling concerning
the priority of these moticns ., While the City Attorney researched
this matter ; Council took up other appointments .
Councilman Graves moved tc reappoint Iv,. r , Ken Born to the Fire
Civil Service Commission fer a term Expiring September 20 , 1971 .
Councilman Thiel seconded and the motion carried unanimously .
Mayor Howard announced the resignation of Ivirs . Rose Albertson
( term expiring 6 / 3 / 70 ) from the Human Rights Commission . He
also said he would talk to two people who had indicated an interest
in serving on the Building Construction Codes Advisory Committee .
The City Attorney informed Council that the effect of postponing
a question is to give that matter the right of consideration ove r
another question on the same subject .
Vote on the deferred motion to appoint Karen Michael to the
Planning Commission ( Councilman Thiel ' s motion seconded by
Councilman Reynolds 1 / 19 / 70 ) was defeated 2 - 4 , Councilmen
Galinson , Graves , Heltzer , and Mayor Howard voting nay .
Councilman Galinson voted nay on the appointment of lvlrs . N.Lichael
because Mr . Sidnam had served on the Citizens Advisory Committee
and was now interested in serving on the Planning Commis s ion and
that he was not voting against the person .
Councilman Heltzer moved to appoint Mrs . Karen Michael to the
Citizens Advisory Committer , Councilman Graves seconded but
after some discussion Coun � _lman Heltzer withdrew and moved to
appoint hire Howard Sidnam to the Planning Commission ( term
expiring 12 / 31 / 70 - Mrs . Reva Haining ) . Councilman Galinson
seconded and the motion carried 5 - 1 , Councilman Fleetham voting
nay .
Councilman Galinson moved to appoint Mrs . Karen Michael to the
Citizens Advisory Committee ( term expiring 12 / 31 / 70 - Howard
Sidnam ) . Councilman Graves seconded and the motion
carried unanimously . Mr ,, Sidnam ' s resignation was accepted by
the Council .
(b ) PROPOSED MALTING OPERATING AS A SPECIAL USE IN I - 1

9 . (b ) It was moved by Councilman Craves , seconded by Councilman
Thiel , to remove this matter from the table . The motion carried
unanimously .
Councilman Graves moved to set date for public hearing
February 16 , 1970 . Councilman Heltzer seconded the motion .
It was then moved by Councilman Heltzer to amend the motion
to require that notices be mailed to people within one mile
radius of the proposed operation . Councilman Graves seconded
the motion to amend . Councilma. , i Galinson moved to amend to
state that notices be mailed to people within one - half mile of
proposed site .: The maker of the motion and the second accepted
this amendment . Vote on the amendment carried 6 - 0 . The vote
on the original motion as amended carried 6 - 0 .
( c ) SNOWMOBILL• TRAIT., - 1vlEADOWBROOK GOLF COURSE
Mr . Ralph Bennett , 114 IvAeadowb .P • ook Road , Hopkins , was
present objecting to snowmobiles being used on the Meadowbrook
Golf Course .
RESOLUTION NO. 3 909
It was moved by Councilman Galinson , seconded by Councilman
Fleetham , to waive reading , with conditions suggested by City
Manager , and adopt Resolution No , 3909 entitled , " Resolution
Authorizing Snowmobile Trail V - Portion of Meadowbrook Golf
Course " o Councilman Meltzer moved to amend resolution to
designate the use for 75 days , Councilman Craves
seconded . Vote on the resolution as amended carried 6 - 0 .
10 . NEW BUSINESS
( a ) EMPLOYEE APPOINTIViENTS AND PROMOTIONS
Councilman Graves moved to concur with the appointments
and promotions as follows : Ivir , Donald C . Schober , Electrical
Inspector ; Mrs Kern A . Anderson , Right of �,� ay Agent - Appraiser ;
Mr , Norman Crosby promoted to Water & Sewer Maintenanceman
II ; Mr . Richard Hamer promoted to Water & Sewer Maintenanceman
I ; and Mr . Thomas L . Anderson , Meter Reader I .
Councilman Heltzer seconded and the motion carried unanimously .
(b ) LAND ACQUISITION - E.ASEMENT FOR STREET PURPOSES FROM

10 . (b ) Councilman Hel tier moved to accept deed and authorize City
Clerk to file same for record . Councilman Graves seconded and
the motion carried unanimously .
11 . MISCELLANEOUS
( a ) METRO TRANSIT MEETING
Councilman Thiel suggested that Metro Transit Committee have
an informational meeting with Planning Commission , Citizens
Advisory Committee and Council : o make a presentation a few
months from now concerning thei1r future plans . He said they
had agreed to do this ,
(b ) JOINT MEETING WITH PARKS AND RECREATION ADVISORY
COMMISSION
Council set date of February 11 , 1970 for joint meeting .
( c ) MEE TING W ITH C OUNT Y HIGHWA Y DE PAR TME NT
Council set date of February 23 , 1970 for meeting with County
Highway Department . It was suggested that the Planning Commission
be invited to attend this meeting ,
12 . CLAIMS , APPROPRIATIONS , AND CONTRACT PAYMENTS
( a ) VERIFIED CLAIMS
On motion of Councilman Galinson , seconded by Councilman
Graves , the lists of verified claims prepared by the Director of
Finance and presented to the Council dated February 2 , 1970 in
the total amounts of $ 4 , 936 . 30 for payroll , and $ 75 , 919 . 80 for
vendors were approved , ana the City Manager ; City Clerk , and
City Treasurer were authorized to issue checks covering same by
a six yea vote .
(b ) CONTRACT PAYMENTS
On motion of Councilman Graves , seconded by Councilman
Fleetham , the following payments on contract work presented
by the City Engineer were approved , and the City Manager , City
Clerk and City Treasuxer were authorized to issue checks
for their respective amounts by a six yea vote :
