CALL TO ORDER A regular meeting of the City Council was called to order by Mayor Howard at 8 : 09 p , m . 2 . INVOCATION Invocation was given by Councilman Frank Fleetham . 3 . ROLL CALL The following Councilmen were present at roll call : Frank Fleetham Murray Galinson James Fieltze r Robert Reynolds Leonard Thiel Frank Howard Councilman Richard Graves arrived at 8 : 15 p . m . Councilman Thiel left the meeting at 10 : 00 p . m . Also present were the City Manager , Assistant City Manager , City Attorney , Planning Director ; Sanitarian , Director of Public Works , and Secretary . Mayor Howard presented Councilman Thiel with a gavel - plaque in recognition of his term served as Mayor . 4 . MINUTES On motion of Councilman Graves , seconded by Councilman Fleetham , the minutes of the regular meeting held February 2 , 1970 , were approved by a six yea vote . 5 . PUBLIC HEARINGS ( a ) PROPOSED AMENDMENT TO ZONING ORDINANCE PROVIDING FOR IVAA LTING OPERATION IN I - l INDUSTRIAL DISTRICT , SECTION 6 : 142 . 6 ( CASE NO. 69 - 34 - Z . ) . Robert Ehrenberg , 2320 r11 Charles Friedheim , 1652 Virginia Avenue , and , Parklands Road , spoke in favor of the proposed amendment to the zoning 4, 1 ordinance . Iver . Norton Neff , 2700 Xenwood , also spoke in favor of the operation because of the taxes it would bring to the city . i Mr . S . Ledin , 5912 Hamilton , inquired about the source of the water for the plant and was told that they would have their own well which should not affect the water supply of St . Louis Park . He also inquired about traffic that might be created . It was explained to him that all transportation of i the product would be by rail . Nirs . Curt Anderson , 3431 Yosemite ; Al Lieberman , 4210 Sunset ; Mr . Price , 3275 Xenwood ; and Earl Sunde ; 3049 Jersey Avenue spoke in opposition to the matter . j Mr . Eugene Hickok , consulting hydrologist , explained that their source of water would not appreciably affect the city ' s water supply for at least 100 years , i a s is The City Sanitarian stated that he had investigated several malting plan I and felt that problems of dust and sulphur dioxide could be controlled , that he would do his best to enforce the ordinances but could make no guarantee as to what would happen in the future . There being no one else present wishing to speak on this matter . Mayor Howard declared the hearing closed , i i 32 Council Minutes , February 16 , 1970 5 . ( a ) Councilman Reynolds moved to waive first reading of proposed ordinance and set date for second reading March 2 , 1970 . Council man Thiel seconded . After discussion , the motion lost 1 - 6 , Councilmen Fleetham , Galinson , Graves , I-Ieltzer , Thiel , and Mayor Howard voting nay , 6 . PETITIONS , REQUESTS , AND COMMUNICATIONS ( a ) PETITION OF W OLFE LAKE TOWERS , INC . TO ELIMINATE PROPOSED QUENTIN AVENUE NORTH OF 39TH STREET FRONL ThE THOROUGHFARE: PLAN Councilman Graves moved to refer this matter to Planning Com - mission and staff for study and recommendation . The motion was seconded by Councilman Galinson and carried 6 - 0 . ( Councilman Fleetham was not present ) . 7 . RESOLUTIONS AND ORDINANCES ( a ) RESOLUTION CALLING BEARING ON NEED FOR HOUSING AND REDEVELOPMENT AUTHORITY IN THE CIT Of OF ST . LOUIS PARK RESOLUTION NO , 3910 It was moved by Councilman Reynolds , seconded by Councilman Graves , to waive reading and adopt Resolution No . 3910 entitled , " Resolution Providing for a Hearing to Determine the Need for a Housing and Redevelopment Authority to Function in St . Louis Park , Minnesota , " The motion carried 6 - 0 , setting hearing Iviarch 16 , 1970 . ( Councilman Fleetham was not present ) . (b ) RESOLUTION OF APPRECIATION - EUGENE STROMM. EN RESOLUTION NO. 3911 It was moved by Councilman Graves , seconded by Councilman Reynolds , to waive reading and adopt Resolution No , 3 911 entitled , " Resolution of Appreciation - Eugene Strommen . " The motion carried 6 - 0 . ( Councilman Fleetham was not present ) . 8 . E . 1warlin to Fire Civil Service Commission to fill unexpired term of Steven Lange ( expires 9 / 20 / 72 ) . Councilman Reynolds seconded and the motion carried 6 - 0 . It was moved by Councilman Heltzer , seconded by Councilman Graves , to reappoint Mrs . Phyllis Watson to a full term on the 411 Citizens Advisory Committee . The motion carried 6 - 0 . Councilman Heltzer moved to appoint Curt Anderson to the Citizens Advisory Committee . Councilman Graves seconded the motion . After some discussion relative to Council ' s having had no oppor - tunity to review applications , Councilman Galinson moved to defer the appointment of Iver . Anderson to March 2 , 1970 , Councilman Heltzer seconded and the motion carried 5 - 1 , Councilman Reynolds voting nay . Councilman Fleetham moved to appoint Mr . Charles Wright to fill the unexpired term of Mrs . Rose Albertson on the Human Rights Commission ( expires 6 / 3 / 70 ) . Councilman Galinson seconded and the motion carried 6 - 0 . Councilman Reynolds moved to appoint Mr . Robert Rietow to replace lair . Robert Erickson ( expires 12 / 31 / 71 ) on the Building Construction Codes Advisory Commission. * Councilman Graves seconded and the motion carried 6 - 00 10 . " The motion carried 6 - 0 . (c ) DISCUSSION OF RECREATIONAL FACILITIES ( REQUESTED BY C OUNCILIviAN GALINSON ) Councilman Galinson moved that Council go on record supporting art indoor skating facility and retain an architect for this and for future addition of outdoor swimming pool . Councilman Heltzer seconded the motion . After considerable discussion concerning necessary steps to be taken concerning the financing of such a facility and priorities of recreational needs , Council - man Heltzer moved to defer to 7 : 00 p . m * , March 2 , A970 . Councilman Galinson seconded and the motion carried 6 - 0 . Mr , Robert Mueller , 9244 Vo est 23rd Street , urged Council ' s action to build indoor skating arena and offered assistance to expedite this project . Mrs , Rose - Iviary Griak of the Parks and Recreation Commission requested that before March 2 information concerning " Lighted School Program " from Flint , Michigan , be made available . (d ) RESOLUTION OF S YMPA THY - A NDREV NELSON RESOLUTION NO, 3916 It was moved by Councilman Galinson , seconded by Councilman Graves , to waive reading and adopt resolution No . 3916 entitled , " Resolution Extending Sympathy to the Family of Andrew Nelson .
