A regular meeting of the City Council was called to order by lv.Layor
howard at 8 : 01 p . m .
2 . INVOCATION
Invocation was given by Rev . Lynn Strand of the Prince of Peace Lutheran
Church ,
3 . ROLL CALL
The following Councilmen were present at roll call :
Frank Fleetham

Frank howard
Also present were the City lvlanager , City Attorney , Planning Director ,
Assistant City Ivianager , Director of Public Works , and Secretary .
4 . MINUTLS
On motion of Councilman Galinson , seconded by Councilman Meltzer ,
the minutes of the regular meeting held November 30 , 1970 , were
approved by a six yea vote .

ROAD SALT
Ivir , H . R . lvialott , Field Representative of the Salt institute ,
Alexandria , Virginia , explained that salt on streets properly
applied would not cause pollution and was the most effective
means of promoting safety in the transportation of people . Iver .

Mr . Herbert C . Davis , attorney , 6100 Excelsior Boulevard , appeared
and addressed the Council indicating his objections to the revocation
of the off - sale license of Foo Chu Cafe , Inc .
It was the consensus of the Council that their action was proper and
just .

" AN ORDINANCE REGULATING BURNING : REQUIRING CONTROL AND
CORRECTION OF AIR POLLUTION ; REQUIRING LICENSES AND
PERMITS TO OPERATE CERTAIN EQUIP1%- ENT ; AND PROVIDING
PENALTIES FOR VIOLATIONS OF THE PROVISIONS THEREOF "
RELATIVE TO REQUIRING LICENSES FOR FUEL BURNING
ORDINANCE NO, 1128
It was moved by Councilman Graves , seconded by Councilman r' alinson ,
to waive second reading and adopt Ordinance No . 1128 entitled , "An
Ordinance Amending Section 4 : 815 . 13 of Ordinance No . 1034 , Adopted
May 20 , 1968 , Entitled ' An Ordinance Regulating Burning : Requiring
Control and Correction of Air Pollution ; Requiring Licenses and Permits
to Operate Certain Equipment ; and Providing Penalties for Violations
of the Provisions Thereof ' , Relative to Requiring Licenses for Fuel
Burning . " The motion carried 6 - 0 .

Councilman Calinson moved that staff be directed to enforce the terms
of the special permit regarding parking and report back at the next
meeting of what has been done . Councilman J% eltzer seconded and the
motion carried 6 - 0 .

RESOLUTION NO . 4101
Councilman Galinson asked that Councilman Thiel ' s motion of
November 30 , 1970 be amended to eliminate a permanent cul - de - sac
and construct a cul - de - sac of curbing allowing emergency vehicles to
pass . Councilman Thiel accepted the amendment and the vote on the
motion to waive reading and adopt Resolution No , 4101 entitled ,
" Resolution Amending Resolution No . 3864 Adopted November 3 , 1969
Granting Special Permit Under Section 6 : 176 . 4 of the St . Louis Park
Zoning Ordinance for Residential Development Unit , Apartment
Buildings Planit Development Company ; " carried 5 - 0 , Councilman
Fleetham abstaining because he felt there should be more research .
( c ) APPOINTI�LENT TO FIRE CIVIL SERVICE. COMMISSION ( TABLED
NOVEMBER 2 , 1970 )
Councilman Fleetham moved to remove this matter from the table .
Councilman Galinson seconded and the motion carried 6 - 0 .
Councilman Galinson moved to appoint Elmer Berglund to fill the
unexpired term of Ken Born . Councilman heltzer seconded and the
motion failed 3 - 3 .

RESOLUTION NO, 4102
It was moved by Councilman Galinson , seconded by Councilman
Thiel , to waive reading and adopt Resolution No . 4102 entitled ,
"Resolution Accepting Bid for 65 - 45B ( Part ) , 68 - 18 , 70 - 30 , 70 - 37 ,
70 - 39 , 70 - 36 , 70 - 38 , and 70 - 02 ( Parts 4 , 5 , 6 , 7 , 9 , 10 , 11 , and
12 , " and authorize ivAayor anc. City Manager to execute contract .
The motion carried 6 - 0 .
( c ) TABULATION OF BIDS - CIVIC CALENDAR
Councilman Galinson moved to designate Suburban Newspapers , Inc .
as lowest responsible bidder and authorize acceptance of bid in the
amount of $ 5 , 600 . The motion was seconded by Councilman Graves
and carried 6 - 0e

Councilman Galinson moved to authorize staff to negotiate and recom -
mend consultant for the study . Councilman Graves seconded and the
motion carried 6 - 0 .

ADVISORY COMILMITTE. E ( REQUESTED BY THE MINNEAPOLIS
FOUNDATION )
Councilman Fleetham suggested that this committee should be a
subcommittee of the Parks and Recreation Advisory Commission
and that suggestions for persons to serve be submitted by the Director
of Parks and Recreation .

Councilman Heltzer moved to direct staff to prepare an ordinance
allowing the appointment of School Board representatives to Advisory
Commissions in lieu of members . Councilman Galinson seconded

( c ) JOINT 1wriETING - COUNCIL AND POLICE CIVIL SERVICES
C OIWMISSION
Councilman Galinson had asked that this meeting be called to discuss
a variety of things , among them the fact that there was a feeling of
some on the Council that ivLre Gene Schadow might have a conflict of
interest in serving on the Commission and as an officer of Foo Chu
Cafe , Inc .
Mr . Gene Schadow , Mr . Robert E . Wheelock , and Mr . Ove P: . Gooding
were present at this meeting .
Ivtr . Schadow indicated that he had resigned as an officer of Foo
Chu Cafe , Inc . and that he had not been a stockholder . This
explanation satisfied those members of Council who had questions
concerning the conflict of interests .
Discussion was held concerning the recruitment and testing of
candidates for patrolman . M-utual concern was expressed for the growing
need for high caliber , well trained , emotionally stable persons for
this important job .

( a ) VERIFIED CLAIMS
On motion of Councilman Thiel , seconded by Councilman Meltzer , the
lists of verified claims prepared by the Director of Finance and
presented to the Council dated December 7 , 1970 in the total amounts
of $ 6 ,, 544 * 31 for payroll , and $ 32 , 760 . 73 for vendors were approved ,
and the City Manager , City Clerk , and City Treasurer were
authorized to issue checks covering same by a six yea vote .

On motion of Councilman Thiel , seconded by Councilman Graves , the
