CALL TO ORDER A regular meeting of the City Council was called to order by Nliayor Howard at 8 : 07 p . m . 2 . INVOCATION Invocation was given by the Rev . Father Joseph Lutgen of the Holy Family Catholic Church . 3 . ROLL CALL The following Councilmen were present at roll call : Frank Fleetham Richard Graves James Fleltzer Robert Reynolds Leonard Thiel Frank Howard Also present were the Assistant City Manager , City Attorney , Planning Director , Director of Public VJorks , City Assessor , Director of Parks and Recreation , Director of Finance , and Secretary. A plaque was presented to Clyde Johnson , firefighter , by the Mayor , He served the Fire Department since 1947 and will retire in January 1971 . 4 . James Samples , chairman of the Human Rights Commission , and Gene Sylvester of George Nelson & Assoc . , were present to answer questions and assured Council they would bareceiving periodic progress reports . ( a ) and that it be made a subcommittee of the Parks and Recreation Commission and placed under their jurisdiction for purposes of coordination . After discussion , Councilman Reynolds withdrew and moved that staff contact the people on the list and others to determine their willingness to serve . The motion failed for lack of a second . Councilman Heltzer moved that the list of persons and others suggested by Councilmen be sent to the Parks and Recreation Commission that that they be authorized to appoint six people to a Senior Citizens Advisory 'Committee . Councilman Graves seconded and the motion carried 4 - 2 , Councilman Thiel and Mayor Howard voting nay. Robert Miller 3106 Rhode Island Avenue , offered three alternatives as solutions to problems of pedestrian safety at the intersection of Salem Avenue and liiinnetonka Boulevard : ( 1 ) Run the center island all the way to the corner of Salem and Minnetonka Boulevard , ( 2 ) A light on the north side of the street to light the corner by St , George ' s Church , and ( 3 ) A blinker warning light on that corner to slow down traffic . Councilman Fleetham moved that the City staff and Council get together with the Coun- y officials and staff concerning this intersection , the one at Joppa and Inglewood and Utah and Minnetonka Boulevard , Councilman Fleltzer seconded and the motion carried 6 - 0 . ( g ) E XCELSIOR BOULEVARD TRAFFIC Councilman Reynolds moved that staff study and report on traffic flow conditions on 38th , 39th , Excelsior Boulevard , and France Avenue , taking into consideration closing the island at Excelsior and putting stop signs on 38th and 39th and removing those on north - south streets ; and rerouting of Westmoreland to 36 -1 Street , and that this be referred to the Planning Commission . Councilman Graves seconded and the motion carried 6 - 0 . (h ) TRIP TO SAN DIEGO INTERPRETIVE CENTER Councilman Thiel moved that Councilmen Galinson and Reynolds and Mayor Howard be sent to San Diego , California for the purpose of researching the interpretive center . Councilman Graves seconded and the motion carried 6 - 0 . ( i ) AIRCRAFT NOISE REDUCTION Councilman Reynolds moved that the City Council go on record supportin retrofit engines for noise reduction and that this desire be made known to the Federal Aviation Administration .
