MINUTES
CITY COUNCIL MEE TING
ST . LOUIS PARK , NkINNESOTA
December 14 , 1970
1 . CALL TO ORDER
A regular meeting of the City Council was called to order by President
Pro Tem Thiel at 7 : 35 p . m .
2 . ROLL CALL
The following Councilmen were present at roll call :
Frank Fleetham
Murray Galinson
Richard Craves
James I- eltzer
Robert Reynolds
Leonard Thiel
Also present were the City Manager , City Attorney , Director of
Finance , Chief of Police , Planning Director , Birector of Public
Works , and Secretary .
3 . MINUTES
On motion of Councilman Galinson , seconded by Councilman Craves , the
minutes of the special meeting held November 30 , 1970 and regular
meeting held december 7 , 1970 , were approved by a six yea vote .
4 . PUBLIC HEARINGS
( a ) APPLICATION FOR LICENSE TO SELL NON - INTOXICATING
MALT LIQUOR ON - SALE AT IHICKOR Y V! J.-E; ZL , AS DESCRIBED
IN NCTICE OF HEARING PUBLISHED DECEMBER j , 1970 .
President Pro Tem Thiel opened the hearing .
Mr . Phillip Eder , 3335 Douglas Drive North , was present to
urge the approval and answer questions directed to him from
the Council .
There was discussion concerning the establishment remaining
open for serving food after 1 : 00 a . m . when non - intoxicating liquor
cannot be sold legally . The applicant understood that he would risk
revocation of his license if beer is sold or consumed after 1 : 00 a . m .
There being no one else present wishing to speak , President Pro
Tem Thiel closed the hearing .

(b ) RESOLUTION REQUESTING CONVEYANCE OF STATE FAIGHWAY

RESOLUTION NO. 4103
It was moved by Councilman Fleetham seconded by Councilman
Galinson , to waive reading and adopt Resolution No . 4103 entitled ,
" Resolution Requesting Conveyance of State Highway Department
Lands " . The motion carried 6 - 0 .
( c ) POLLUTION CAUSED BY INTERNAL COMBUSTION ENGINES
Councilman Galinson requested that staff be directed to investigate
and report on the following possibilities concerning the use of propane
gas in this community : conversion of all of the city owned vehicles
so that they can use propane gas , purchasing only vehicles with
propane gas capacities , the construction of a propane gas pump and
tank at the time of building the municipal garage , the feasibility
of requiring all new applicants for gasoline stations to have at
least one propane gas tank , and a joint meeting with the Chamber
of Commerce and other interested business leaders to discuss with
them a program for all businesses within the city to educate them
in the desirability of converting their vehicles and other equipment
to propane gas . He stated that he would like a preliminary report
by January 18 , 1971 .
7 . ADJOURNMENT
On motion of Councilman Graves , seconded by Councilman Fleetham , the
meeting was adjourned at 8 : 15 p ,, m . by a six yea vote .
