A Special meeting of the City Council was called toorder 'by Mayor Howard
at 5 : 17 p . m .

The following Councilmen were present at roll call :
Frank Fleetham
Murray Galinson
Richard Graves
Robert Reynolds
Leonard Thiel
Frank Howard
Also present were the City Manager , City Attorney , Director of Parks and
Recreation , Supervisor of Building and Loning , Planning Director , Director
of Public Works , and Secretary . Messrs . Matsumoto and Robert Gish
represented S . C . Smiley and Associates , Architects ,
Councilman Heltzer arrived at 5 : 26 p . m .

(a ) Consideration of Recreational Facilities Financing : j
It was moved by Councilman Thiel , seconded by Councilman Fleetham ,
that the City issue bonds to a maximum amount of $ 1 , 7009 000 to
provide financing for the construction costs of the recreational
facilities which include the ice arena , swimming pool , meeting
rooms , and senior citizens addition.
Councilman Heltzer asked what modifications in the proposals made
by the architects would have to be made in order for this motion to
assure that more than the designated would not be spent . The Mayor
indicated that this amount only limited the issuance of bonds and that
other monies could be obtained through grants , leasing of refrigeration
equipment , borrowing from utility funds , inter - fund loans from debt
service fund , ear -marking revenues / funds from the park improvement
fund and such other sources as may become available . Councilman
Heltzer expressed concern about changes that would be made to cut
osts in the
construction costs which would increase maintenance c
future . He felt that this would be false economy . The City Manager
explained that staff and architect would work from the Council ' s last
action in an attempt to eliminate any of the items that could be {
eliminated to reduce the cost without sacrificing the quality of the
building construction .

Vote on the motion carried 7 - 0 .
(b ) Consideration of Recreational Facilities :
Councilman Reynolds moved to accept the bid of Henrany f r eelectricalkln
as General Contractor and Cramer Flectrit act until
work , and defer consideration of mechanical con
November 2 , 1970 to allow staff and architect to explore the costs
and type of equipment . Councilman 'Thiel seconded and the motion
carried 7 - 0 .
Councilman Reynolds moved to authorize architect to design senior
citizens facility to be added to recreational complex . Councilman
Galinson seconded . Motion carried 7 - 0 .
Councilman Galinson moved that Council accept the offer of $40 , 000
or more from the Minneapolis Foundation ( Freidheim Fund ) for
use in construction of a senior citizens ' center in WADIfe Park and
also accept sufficient funds to finance this program . Councilman
Fleetham seconded and the motion carried 7 - 0 .
Councilman Heltzer expressed his thanks for the work done by the
Mayor to get this recreational facility " off dead center " .
( c ) Consideration of Flag 1. venue Improvement :
Councilman Galinson moved to defer this matter to November 2 , 1970 •
Councilman Graves seconded and the motion carried 7 - 0 .
Adjournment :
On motion of Councilman Graves , seconded by Councilman Heltzer , the
meeting was adjourned at 5 : 45 p . m . by a seven yea vote .
