SPECIAL CITY COUNCIL NIEETING
ST . LOUIS PARK , MINNESOTA
October 19 , 1970
meeting of the City Council was called to order by Mayor Howard

at 7 : 15 pm .
The following Councilmen were present at roll call :
Frank Fleetham
Murray Galinson
Richard Graves
James Heltzer
Robert Reynolds
Leonard Thiel
Frank Howard
Also present were the City Manager ,
Assistant City Manager , City Attorney,
Planning Director , Director of Parks and Recreation , Supervisor of
Building and Zoning , and Secretary .
Messrs . Matsumoto , Gish , and Olander represented S . C . Smiley & Associates .
After much discussion concerning the brine vs freon system of ice making ,
Mr . Robert Gish stated that he would guarantee the freon system based upon
his professional experience and background .
The City Attorney stated that the matter of awarding the mechanical portion
of the contract had been analyzed in the light of the competitive bidding
statute and applicable law and in the over - riding concern of protecting the
public funds it was his opinion that the bid of Metropolitan Mechanical Contrac -
tors is a qualified bid as to the freon system . The bidder did not follow
instructions to contact the architect when he felt he had an equivalent bid.
Mr . Melvin Harris , 2231 South Hill Lane , attorney for Metropolitan
Mechanical Contractors , said that he felt the part of the bid for the ice
maker was not competitive , that the brine system was the best , and sug -
gested that Council survey the various ice arenas to get their opinions .
Mr . Omar Schmidt of the Minneapolis Welfare Council was present to
explain the bequest of the late Mr . Freidheim to the elderly of St . Louis
Park , The Assistant City Manager explained the proposed addition to the
new recreational facility for the senior citizens . Mr . Cmar Schmidt was
to bring this proposed schematic plan to the Board of the Minneapolis Goksenting
on October 20 , 1970 for their consideration . Iver . Palmer Reitan , represent
one of the Senior Citizens Clubs in St . Louis Park was present urging the
acceptance of the plan . lvir . Schmidt suggested that an advisory committee
be appointed for the Senior Citizens Center .

Councilman Reynolds moved that the figure of approximately $ 1 , 8040 178 be
accepted and also include the senior citizens wing conditional upon acceptance
of the 1V� inneapolis Foundation , referring it to the Planning Commission , and
delay the mechanical award for one week ; and that Item 3 G - 3 , plexiglass
guard around ice rink deduction be reduced to $ 2 , 500 ; Omit Item 4 G - 4 ,
Husky machine and 4 G - 5 Zamboni machine , Item 2 G - 2 '
tile ; 6 G - 6 , include ceramic
leave in concession equipment , removing the deduct item ; Item
6 1V1 - 4 , mechanical and electrical connection of concession equipment , deduct ;
and Item _ A _ leave in the blacktopping . Councilman Graves seconded the
motion .
Councilman Thiel asked that items of deductions and / or additions be made
as Separate motions . Mayor Howard granted the request .
Councilman Galinson moved to include ceramic tile . Councilman Heltzer
seconded and the motion carried 4 - 2 - 1 , Councilmen Fleetham and Galinson
°ting nay and Councilman Thiel abstaining .
Counci�an Galinson moved to change the recommendation on deduction
from $ 6 , 000 to $ 2 , 500 , retaining the plexi -glass guard around the ice rink
6 the spectator side . Councilman Reynolds seconded and the motion carried

Councilman Galinson moved that $ 12 , 350 be added , retaining the concession
e9u'Prnent and mechanical and electrical connections . Councilman Reynolds
seconded and the motion carried 6 - 0 , Councilman Thiel abstaining .
Councilman Galinson moved to add to the deduction the cost of the sound
equiPment from the contract , leaving in the cost of wiring in the meeting

tThe motion failed for lack of a second .
Councilman Galinson moved to eliminate equipment for the sound system
around the pool and leaving in the wiring and conduit . The motion failed
for lack of a second .
COuncUrnan Reynolds moved to leave in the 2 " blacktop wearing surface and
curbs at parking lots and drives . Councilman Galinson seconded and the
motion carried 6 - 0 , Councilman Thiel abstaining .
Councilman Galinson moved to deduct $ 2 , 200 for the scoreboard . Councilman
Graves seconded and the motion carried 6 - 0 , Councilman Thiel abstaining .
COun011rnan Fleetham moved to leave the operable wall in the meeting room .
COunc '1man Graves seconded and the motion carried 6 - 0 , Councilman Thiel
abstaining .

eon systems and because the bids were $ 100 , 000 over the amount originally
