1 . CALL TO ORDS t
A. regular meeting of the City Council was called to order by Iviayor Thiel
at 8 : 10 p . m .
2 . INVOCATION
Invocation was given by Rev . Quinten H . P . Alfors of the St . Louis Park
Evangelical Free Church .
3 . ROLL CALL
The following Councilmen were present at roll call :
Murray Galinson
James Heltzer
Frank Howard
Robert Reynolds
Leonard Thiel
Also present were. the City Manager , City Attorney , Planning Director ,
Director of Public V'' orks , Public Health Sanitarian , City Assessor ,
Water and Sewer Superintendent and Acting Secretary .
Councilman Graves arrived at 8 : 25 p . m . Mayor Thiel left at 10 : 35 p . m .

Mayor Thiel opened the hearing .
Mr . Carl Wilson , 3351 Louisiana Avenue , felt that the petition for
Project No . 69 - 37 should be recalled . Out of the 13 units of
ownership , he stated that only three persons would benefit .

Ordering Improvement No . 69 - 37 Be Not Made " . The motion carried

RESOLUTION NO . 3897
It was moved by Councilman Howard , seconded by Councilman Galinson, '
to waive reading and adopt Resolution No . 3897 entitled , " Resolution
Ordering Improvement and Ordering Preparation of Plans , Improve -
ment Nos . 69 - 38 , 69 - 39 , 70 - 04 , 70 - 14 , 70 - 15 and 70 - 1611 . Notion

UTILIT f EASEMENT
ORDINANCE NO, 1097
It was moved by Councilman Graves , seconded by Councilman
Reynolds , to waive second reading and adopt Ordinance No . 1097
entitled " An Ordinance Vacating Public Utility Easement " . Motion
carried 6 - 0 .

Councilman Galinson moved to waive second reading and adopt
Ordinance No . 1098 entitled "An Ordinance Amending Ordinance
No . 1093 Passed December 8 , 1969 , Entitled ' An Ordinance Vacating
Public Utility Easement ' Councilman Reynolds seconded and the
motion carried 6 - 0 .

The City Manager explained that there vmre a number of problems
involved in permitting the use of snowmobiles in this park , however ,
they were not insurmountable . One of the major problems would be
parking of the vehicles in the area .

creating a snowmobile park we are then creating several other
problems , including potential usage by persons outside the municipal
area .
Councilman Howard explained that the Council is aware of all the
problems involved and that the City does not have the staff or
facilities to control such an area .
Councilman Galinson suggested that the residents interested in
snowmobiling in this area meet with the City Manager to resolve
the problems mentioned . He felt it would be premature to designated
this area as a snowmobile trail .
The City Attorney was asked if snowmobiling was legal in St . Louis
Park and he replied the City has no authority to prohibit the use of
snowmobiles on public streets , but only to regulate their usage .

Upon hearing no further discussion , the Mayor ordered the report

Councilman Heltzer seconded and the motion carried 4 - 1 with
Councilman Reynolds voting nay .
Councilman Reynolds moved , seconded by Councilman Galinson ,
to appoint Councilmen Frank Fleetham and Richard Graves to the
PLANNING CON%h% ISSION . Motion carried unanimously .
Councilman Galinson moved to appoint Councilman Reynolds to
the PARK AND RECREATION COMM-ISSION with Councilman Galinson
as an alternate . The motion was seconded by Councilman Heltzer
and carried unanimously .
It was moved by Councilman Galinson to appoint himself to the
BASSETTS CREEK COMMISSIONs, Councilman Graves seconded
and the motion carried 5 - 0 .

be permitted in an I - 1 District . Them otion failed 4 - 2 with Councilmen
Galinson , Heltzer , Graves and Mayor Thiel voting nay .
Councilman Galinson then moved to table the matter . Councilman
Craves seconded and the motion carried unanimously .

Equipment Company as lowest responsible bidder and accept 4
