CALL TO ORDER A regular meeting of the City Council was called to order by Mayor Frank Howard at 8 : 25 p . m . 2. INVOCATION iation , no There being no one present from the Ministerial Assoc invocation was given . 3 . ROLL CALL The following Councilmen were present at roll call : Frank Fleetham Murray Galinson Richard Graves James Heltzer Frank Howard Robert Reynolds Leonard Thiel Also present were the City Manager , City Attorney , Planning Director , Director of Public Works , and Secretary. I 4 . MINUTES On motion of Councilman Graves , seconded by Councilman Fleetham , the minutes of the regular meeting held January 12 , 1970 , were approved by a 7 yea vote . 5 . ( a ) ORDINANCE NO. 1101 _ It was moved by Councilman Heltzer , seconded by Councilman 1101 Graves , to waive second reading and adopt Ordinance No . ial Maps and the Effect entitled , " An Ordinance Relating to Officrewith for Thereof , and Establishing Procedures in Connection The The motion Processing Approval , Filing and Appeals Thereunder . carried 7 - 0 . (b ) FIRST READING OF PROPOSED ORDINANCE AMENDING THE D ST . LOUIS PARK ORDINANCE CODE IN SECTION 1 :182 ENTITLE " MEMBERSHIP OF COMMISSION AND TERMS " , RELATING TO THE HUMAN RIGHTS COMMISSION MISSION It was moved by Councilman Galinson , seconded by Councilman Graves , to waive first reading of proposed ordinance and set date for second reading February 2 , 1970 . The motion carried 7 - 0 . 8 . REPORTS OF OFFICERS , BOARDS , AND COMMITTEES ( a ) PURCHASE OF LOT 38 , BLOCK 9 , THORPE BROS . CEDAR LAKE HEIGHTS ADDITION (1v'� & C NO. 70 - 02 ) . The City Manager explained reasons why this project was not eligible for federal funding and suggested that the School Board might be willing to dedicate their lots to the City for park use . Councilman Galinson moved that -the City Manager be authorized to negotiate for purchase of the lot and request that the School Board dedicate the lots they own for park purposes . Councilman Heltzer seconded the motion which carried 7 - 0 . (b ) MINUTES OF PLANNING COMMISSION NXETING HELD JANUARY 7 , 1970 Upon hearing no discussion , the minutes were ordered by the Mayor to be received for filing . 9 . UNFINISHED BUSINESS ( a ) IMPROVEMENT OF WEST 27TH STREET FROM BRUNSWICK AVENUE TO COLORADO AVENUE ( IMP . NO . 70 - 01 ) - DEFERRED FROM DECEMBER 29 , 1969 Councilman Graves moved to authorize necessary steps to set for public hearing utilizing Alternate No . I (providing for 27th date Street to be improved as a 30 - foot width roadway from Dakota to 15 i C( Council Nkinutes , January 19 , 1970 11 pattern for 9 . ( a ) Brunswick . . Councilman Graves moved to appoint Robert Bloomquist to the Citizens Advisory Committee for a new full term and James Hyde to the unexpired term of Paul Gubrud ( expires 12 / 31 / 70 ) . Council - man Feetham seconded the motion which carried unanimously . Councilman Thiel moved to appoint Karen Michael to fill the unexpired term of Reva Haining on the Planning Commissions The motion was seconded by Councilman Reynolds . Councilman Galinson objected to the appointment because the resignation had not been previously announced , giving others a chance to submit resumes , It was then moved by Councilman Reynolds , seconded by Councilman Craves , to defer this appointment to February 2 , 1970 . 1 The motion carried unanimously . Councilman Reynolds moved to reappoint Ken Born to the Fire Civil Service Commission . The motion was seconded by Councilman Fleetham , Since Mr . Born had not been contacted to determine his willingness to continue to serve on this commission , Councilman Galinson. moved to defer to February 2 , 1970 . Councilman Graves seconded and the motion carried unanimously . I In order to give time to determine what technical position Robert Erickson had held on the Building Construction Codes Advisory Commission_ , Councilman Galinson moved to defer the appointment of his replacement to February 2 , 1970 . Councilman Graves seconded and the motion carried unanimously . 4� II 10 . NEW ,,BUSINESS None 11 . MISCELLANEOUS ( a ) COMN-LUNICATIONS FROM CITY MANAGER 16 Council N.Linutes , Januar . 19 , 1970 1 ) ( a Councilman Fleetham moved that staff be directed to carry out any 1 steps necessary to retain the ramps on 36th Street and County Road No . 18 . The motion lost for lack of a second Councilman Galinson moved that staff be directed to communicate to Metropolitan Council St . Louis Park ' s objection to the plat as it relates to 36th Street extension ) with ropy to iv.Linnetonka . Councilman Fleetham seconded the motion . Councilman Heltzer suggested that it might not be legally possible for the County to change. its highway plan without coming to the Council for approval and that the County should be contacted in this regard . Councilman Galinson withdrew his previous motion and moved to contact County concerning their plans , and that staff be directed to communicate in person to the Metropolitan Council St . Louis Park ' s objection to the plat in Minnetonka as it relates to the 36th Street extension . Councilman Fleetham seconded the motion which carried unanimously Councilman Reynolds moved that Councilman Thiel be appointed President Pro Tem of the Council . The motion was seconded by Councilman Graves and carried unanimously . 12 . CLAIMS , APPROPRIATIONS ) AND CONTRACT PAYMENTS ( a ) On motion of Councilman Galinson , seconded by Councilman Fleetham , the lists of verified claims prepared by the Director of Finance and presented to the Council dated January 19 , 1970 in the total amounts of $ 7 , 406 . 15 for payroll , and $ 376 , 324 . 93 for vendors were approved , and the City Manager , City Clerk , and City Treasurer were authorized to issue checks covering same by a seven yea vote . 13 .
