ROLL CALL A regular meeting of the City Council was called to order by Mayor Thiel at 8 : 05 p . m . 2 . INVOCATION Invocation was given by Councilman Howard . 3 . ROLL CALL The following Councilmen were present at roll call : Richard Graves James Heltzer Frank Howard Leonard Thiel Also present were the City manager , Assistant City ivlanager , City Attorney , Planning Director , Director of Public Works , City Assessor , Finance Director , and Acting Secretary . Councilman Reynolds arrived at 8 : 25 p . m . 4 . MINUTES On motion of Councilman Heltzer , seconded by Councilman Graves , the minutes of the special meeting held December 22 , 1969 and the minutes of the regular meetings held December 29 , 1969 and January 5 , 1970 were approved by a 4- 0 vote . 5 . VERIFIED CLAIMS On motion of Councilman Howard , seconded by Councilman Heltzer , the lists of verified claims prepared by the Director of Finance and presented to the Council dated January 12 , 1970 in the total amounts of $ 3 , 054 . 85 for payroll , and $ 34 , 204 . 27 for vendors were approved , and the City Manager , City Clerk and City Treasurer were authorized to issue checks covering same by a 4- O vote . 7 Council Minutes , January 12 , 1970 6 . ( b ) ORDINANCE N0 . 1100 Councilman Fleatham moved , seconded by Councilman Graves , to waive second reading and adopt Ordinance No . 1100 entitled , " An Ordinance regulating and authorizing the sealing of defectiva , unsafe or unlicensed food and cigarette vending machines , pinball machines , childrens ' and mech finical amusemento devices and other amusement devices or which being licensed do not have a tag or other license insignia affixed , amending Section 2 : 14 of the St . ( d ) RESOLUTION DESIGNATING DEPOSITORIES FOR CITY FUNDS - 1970 RESOLUTION N0 . 3899 It was moved by Councilman Thiel , seconded by Councilman Graves , to waive reading and adopt Resolution No . 3899 entitled , " Resolution designating depositories for city funds - 1970 " . The motion carried unanimously . Gearty , Attorney , i -iinneapolis Park and Recreation Board , and Del Green , Director of Administration , wera present to answer questions of the Council concerning the operation of snowmobiles on ieadowbrook Golf Course . After considerable discussion , Councilman Heltzer moved to suspend the issuance of tickets for a period of two or three weeks to allow staff to work out an accommodation with the if� inneapolis Park Board . Councilman Grav4s seconded and the motion carried unanimously . ( b ) COV&IISS ION APPOINTMENTS Councilman Fleatham moved , seconded by Councilman Reynolds , to appoint Councilman Thiel to the Board of Zoning Appeals . i�iotion carried unanimously . Councilman Fleetham moved to reappoint Bruce Humphrey to the Citizens Advisory Committee and to appoint James Hyde to the Citizens Advisory Committee for a three year term . Councilman Graves seconded the motion . Councilman Heltzer mov � d for a division of motion . Councilman Graves seconded and the motion carried 6 - 0 . It was moved by Councilman H . ltzer , seconded by Councilman Graves , to amend the motion that James Hyde fill the unexpired term of Paul Gubrud on the Citizens Advisory Committee . The motion failed 3 - 3 with Councilmen Reynolds , Fleetham and Howard voting nay . Councilman Fleetham moved to appoint James Hyde to a three year term on the Citizens Advisory Committee , Councilman Thiel seconded and the motion failed 3 - 3 with Councilmen Raynolds , Howard , and Heltzer voting nay , It was then moved by Councilman Heltzer to reappoint Bruce Humphrey to the Citizens Advisory Committee . Councilman Graves seconded and the motion carried 6 - 0 . Councilman Reynolds moved to defer the reappointment of Robert Bloomquist until January 19 , 1970 . Council - man Haltzer seconded and the motion carried unanimously .
