LOUIS PARK , MINNESOTA September 29 , 1969 A special meeting of the City Council was called to order by Mayor Thiel at 7 #015 p . m . The following Councilmen were present : Murray Galinson James Heltzer Richard Graves Richard Koch Frank Howard Leonard Thiel Also present were the City Manager , Director of Public Works , Director of Finance , City Accountant , Water and Sewer Superintendent and representa - tives from the consulting firm of Orr - Schelen - Mayeron & Associates . It was moved by Councilman Galinson , seconded by Councilman Heltzer , that James Miceli be appointed acting secretary for the meeting . Motion carried by a six yea vote . At the request of the City Council , Mr . Harry Mayeron gave a presentation on the need for water treatment plants at 29th and Idaho and 16th and Lancas - ter in St. Louis Park . At the close of his remarks he answered questions for the City Council . After discussing the matter at length , it was moved by Councilman Galinson , seconded by Councilman Graves , that the City accept the bid of Watson Construction Company in the amount of $ 8602 000 . 00 as the lowest responsible bid and instruct the Mayor and City Manager to enter into contract for the completion of project 69 - 41 . The motion carried 6 - 0 . Councilman Reynolds was not present during the vote . Councilman Reynolds arrived at 7 : 45 p . m . The nextitem of business discussed by the Council was the matter of setting fees for certain business licenses by the City . Report memorandums were given to the Council by the City Manager and " these were discussed .
