LCUIS PARK , MINNESOTA September 27 , 1969 A special meeting of the City Council was called to order by Mayor Thiel at 9 : 30 a , rn, to review the proposed city budget for 1970 . The following Councilmen were present ; Murray Galinson James 1-ieltzer Frank Froward Richard Koch Robert Reynolds Leonard Thiel Also present were the City Manager , Assistant City Manager , City Accountant and Acting Secretary. Councilman Graves arrived at 9 :45 a . m. Minutes - On motion of Councilman Galinson , seconded by Councilman Koch , the minutes of the September 13 , 1969 meeting were approved unanimously. mal Department - The Council discussed the Legal Department and the fees resulting from legal services of the City. A report was reviewed showing the total legal fees of the City. A discussion involving the use of full - time attorney versus outside consulting firms was held . Following a lengthy discussion , Councilman Heltzer moved , seconded by Councilman Koch , that the full - time Position of City Attorney be eliminated effective December 31 , 1969 , and that staff be directed to prepare a report on consulting firms for Council consideration. Motion carried 6 - 1 , Councilman Howard voting no . Mayor Thiel indicated that his yes vote was conditional and subject to change prior to final decision on this matter and after interview of consulting firmse The Council approved a six - inonth severance pay allowance for the City Attorney and requested him to assist the consultants selected in the handling of City affairs and familiarize the firm ' With all legal actions pending . Notion carried 7 - 0 • Councilman Heltzer felt that a study should a ma a of lighting in parks and in parking lots . w - eltzer moved to transfer the polling place formerly Voting Place Councilman H held at the Community Center to the Central Junior High School . Motion was seconded by Councilman Reynolds and carried 7 - 0 . Park & Recreation - Councilman Howard moved to increase the Day Camp P Councilman da camp fees by $ 5 . iviotion was seconded by Councilman Galinson. y Heltzer moved to amend the above motion to increase day camp fees by $ 20 . Amended motion was seconded by Councilman Reynolds . Motion was followed by a discussion of desirability of fee changes . Motion by Councilman Reynolds to cut off debate failed to carry by a � 2vote, After additional discussion , the amended motion was defeated by a 3 vote with Councilmen Galinson , Howard , Koch , and Mayor Thiel voting nay. After continued discussion , Councilman Koch moved to reconsider the amended motion of a fee increase of $ 20 . Motion was seconded by Councilman Heltzer and failed by a 4 - 3 votes Councilmen Galinson , Howard , and Mayor Thiel voting nay. Councilman Galinson moved to increase the day camp fees by $ 2 to cover costs of food , crafts materials , and bussing costs . Motion was seconded by k Councilman Heltz" er and carried 7 - 0 . Councilman Reynolds moved to amend the day camp fee schedule to increase the day camp fee to $ 25 for non - residents of St. Louis Park or School District # 2830 Motion was seconded by Councilman Galinson and carried by a 7 - 0 vote. Councilman Graves moved to adopt a " generous policy " regarding scholarships to the day camp which would be given at the discretion of the City Manager • Motion was seconded by Councilman Reynolds and carried 7 - 0 . Council Chamber Improvements - Councilman Graves moved to increase by $ 500 the Mayor and Council budget for the purchase of a cork board for visual aid displays for the Council Room. Motion was seconded by Councilman Reynolds but failed to carry by a 3 - 4 vote . ( Councilmen Galinson , Howard , Koch and Mayor Thiel voting nay. ) The City Manager was instructed to investigate audio - visual aids for the Council Chambers to use for public meetings • Equipment Purchase - Councilman Heltzer moved to increase by $ 9 , 000 the Tree Maintenance Department Budget ( 101 - 4752 - 53 ) for the purchase of a tree balling machine , Motion was seconded by Councilman Graves and carried by a 4 - 3 vote . ( Councilman Howard was not ouncilman Heltzer and carried by a present. ) Councilman Reynolds re - quested staff to investigate types of shelter houses for future consideration. purser School - Councilman Galinson moved , seconded by Councilman Graves , that salaries for regular employees (1- . cct. 10 - Parks and Recreation ) of $ 4 , 70 for 1969 and registration fees of $ 3 , 62 6 be deleted from revised budget due to the discontinuance of the nursery school at the Community Center . Motion carried 5 - 0 . ( Councilman Howard was not present and Councilman Reynolds abstained. ) Conference Attendance • • Councilman Heltzer moved to authorize Councilman Howard and the City Manager to attend the National League of Cities Conference in 1969 . Motion failed for lack of a second . Councilman Koch moved to authorize four Councilmen to attend the National League of Cities Conference in 1969 . Motion failed for lack of a second. Councilman Heltzer moved to authorize the Mayor to attend the conference . Motion failed for lack of a second . Councilman Koch moved to reconsider motion of September 13 , 1969 , meeting regarding transfer of $ 1 , 300 from Item 23A , Travel , Conferences and Schools , Mayor and Council Budget for 1969 . Motion was seconded by Councilman Reynolds and carried by a 5 • - 2 vote . ( Councilmen Heltzer and Galinson voting nay. ) Councilman Reynolds moved to restore $ 1 , 800 to Account 101 - 401 - 23A and authorize Councilmen Graves , Howard , Reynolds and Mayor Thiel to attend the National League of Cities Conference in 1969 . Motion was seconded by Councilman Koch and carried by a 5 - 2 vote . ( Councilmen Heltzer and Galinson voting nay. ) Water - Motion was made by Councilman Howard to increase water rates go.from • 20 per 100 cu . ft. ( . 266 per 1 , 000 gallons ) to . 25 per 100 cu . ft. ( . 30 per 11000 gallons ) . The original motion as amended carried was seconded by Co un 5 - 2 - ( Mayor Thiel and Councilman Reynolds voting nay , Councilman Reynolds opposed because of the amendment. ) R ESOLUTICN NO . 3837 Councilman Galinson moved to waive reading and adopt Resolution No . 3837 entitled , " Resolution Approving 1969 Tax Levy , Collectible in 1970 . " Motion ; was seconded by Councilman Heltzer and carried by a 7 - 0 vote . RESOLUTION NO , 3838 It was moved by Councilman Galinson , seconded by Councilman Heltzer , to waive reading and adopt Resolution No . 3838 entitled , "Resolution Canceling 1969 Tax Levy for General Obligation Refunding Bonds Dated December 1 ) 1964 , Maturity in Year 1969 .
