LOUIS P�`� RK , MINNESOTA September 24 , 1969 A special meeting of the City Council was called to order by President Pro Tem lioward at 5 : 00 ps m . in the Community Room , City Hall , to review the pxoposed City Annual Budget for 1970 . The following Councilmen were present : Murray Galinson Richard Graves James Heltzer Frank Howard Richard Koch Also present were the City Manager , Assistant City Manager , Director of Finance , City Accountant , and Acting Secretary, Mayor Thiel arrived at 6 : 50 p . m . Councilman Heltzer moved to discontinue operation of and all activities conducted in the Community Center , except the warming house usage , subject to the approval of the Building Inspector . Motion was seconded by Councilman Graves and carried 5 - 0 . ( Mayor Thiel and Councilman Reynolds were not present ) . Councilman Galinson moved that $ 8 , 178 be deleted from Item 10 , Regular Salaries , Parks and Recreation Department , and to increase Item 12 , Tem - porary Salaries , Parks and Recreation Department , $ 2 , 000 , and to decrease revenue from registration fees $ 8 , 052 , and discontinue operation of the nursery school , Motion was seconded by Councilman Graves and passed 5 " 0 . ( Mayor Thiel and Councilman Reynolds were not present ) . Councilman Galinson moved to increase Day Camp fees by $ 5 . Motion was seconded by Councilman Koch but failed to pass by a 3 - 2 vote , Councilmen Graves and Heltzer voting nay . A report was requested from staff to investigate the cost of food for the Day Camp and to determine the attendance of participants and in what areas Of the City the participants live . A short discussion was held on the adequacy of funds for the proposed central garage to be financed from bonds .
