1 . CALL TO ORDER
A regular meeting of the City Council was called to order by Mayor Thiel
at 8 : 15 p . m •
2 . INVOCATION
Invocation was given by Rev . Quinten Alfors of the St . Louis Park Evangelical
Free Church .
3 . ROLL CALL
The following Councilmen were present at roll call :
James Heltzer
Frank Howard
Richard Koch
Leonard Thiel
Also present were the City Manager , Assistant City Manager , City Attorney,
City Assessor , Finance Director , Planning Director , Director of Public
Works , and Secretary.
Councilman Galinson arrived at 8 : 29 p. m .
4 . MINUTES
On motion of Councilman Koch , seconded by Councilman Howard , the
minutes of the regular meeting held September 15 , 1969 , were approved
by a four yea vote .
5 . PUBLIC HEARINGS

8. REPORTS OF OFFICERS , BOARDS , AND COMMITTEES
(a ) REPORT OF STOP SIGN STUDY - WESTWOOD HILLS DRIVE AND
FRANKLIN AVE NUE ,
Mr . Stanley Chauss , 8208 West Franklin , spoke in favor of stop
signs at this intersection , indicating a preference for afour - way
stop .
RESOLUTION NO. 3833
It was moved by Councilman Koch , seconded by Councilman Howard ,
to waive reading and adopt Resolution No . 3833 entitled , " Resolution
Authorizing Placement of Traffic Control Signs at Intersection of
Westwood Hills Drive and Franklin Avenue and Repealing Resolution
No * 3424 . It Notion carried 5 now 0 .
(b ) MONTHLY FINANCIAL REPORT - AUGUST 1969
UPon hearing no discussion , the report was ordered by the Mayor
to be received for filing .

Councilman Heltzer moved that the Council request of the School
Board that , with the approval of the teachers involved , a member of
the Human Rights Commission be admitted to a meeting with certain
teachers and the School Board relative to discriminatory hiring
practices . Councilman Howard seconded and the motion carried 5 - Oe
Councilman Heltzer moved that Council adopt a position , if it is
in legal concurrence with the Charter , that the recommendation of
the Commission be accepted to consider applications of persons
under 21 years of age to be appointed to Commissions . Councilman
Howard seconded and the motion carried 5 - 0 .
Councilman Galinson asked that the City Attorney prepare the proper
amendment to the ordinance establishing the Human Rights Commission
permitting a representative from the School Board to be a Commissioa
member .

10 . NEW BUSINESS
( a ) TABULATION OF BIDS - IRON REMOVAL PLANT , IIviPROVEMENT
NO. 69 - 41 .
Mr , Harry Mayeron , Orr - Schelen - Mayeron , explained that the
bid far exceeded the engineers ' estimate because of the great
increase in construction costs in the past nine months .
After discussign concerning the priority , financing , and cost
of this improvement , Councilman Galinson moved to reject all
bids . Councilman Howard seconded and the motion carried with 7 ,- �'
five yeas .
(b ) LAND ACQUISITION - Park Purposes - Wolfe Park -
Lot 3 , Block 4 , Westmoreland Park .
Councilman Heltzer moved to accept deed and authorize City
Clerk to file same for record . Councilman Howard seconded and
the motion carried 5 - 0 .
( c ) LAND ACQUISITION - Construction Easement - Retaining Wall 41st Street and Quentin Avenue . Part of Lot 16 , Auditor ' s Subdivision
Number 308 , Improvement No . 69 - 02 .
It was moved by Councilman Howard , seconded by Councilman
Heltzer to accept deed and authorize City Clerk to file same
for record . Motion carried 5 - 0 .

On motion of Councilman Heltzer , seconded by Councilman Howard ,
the lists of verified claims prepared by the Director of Finance and
presented to the Council dated September 22 , 1969 in the total

On motion of Councilman Heltzer , seconded by Councilman Howard ,

were authorized to issue a check for the amount by a five yea vote .
13 . ADJOURNMENT
On motion of Councilman Heltzer , seconded by Councilman Galinson ,
the meeting was adjourned at 9 : 44 p . m . by a five yea vote .
