MINUTES On motion of Councilman Koch , seconded by Councilman Galinson , the minutes of the regular meeting held September 8 , 1969 , were approved by a five yea vote . 5 . PUBLIC HEARINGS (a ) PROPOSED SPECIAL ASSESSMENT FOR IMPROVEMENTS COMPLETED WITHIN THE CIT Y , AS DESCRIBED IN NOTICE OF HEARING PUBLISHED AUGUST 21 , 1969 . President Pro Tem Howard opened the hearing . Mr . Robert Greenberg , attorney representing Mr . Henry Lapide5s a property owner in the area was interested in the assessn' ent of the grading project , Improvement No . 66 - 24 , in the area of i West 26th and 27th Streets and Yosemite and Zarthan AVenues • Mr . Greenberg asked that Councils read the payment a ent over a p ten - year period . Mr . (a ) There being no one else present interested in the levying of the assessments , President Pro Tem Howard closed the hearing , RESOLUTION NO , 3827 It was moved by Councilman Galinson seconded by Councilman Koch , to waive reading and adopt Resolution No . 3827 amended to spread the grading ; Improvement No . 66 - 24 , over a ten - year period , and entitled , " Resolution Adopting Assessment " . Motion carried 4 - 1 , President Pro Tem Howard voting nay .
