1 , CALL TO ORDER
A regular meeting of the City Council was called to order by Mayor Thiel
at 7 : 40 p . m , y
2 . INVOCA TION
Invocation was given by Councilman Frank Howard .
3 . ROLL CALL
The following Councilmen were present at roll call :
James Heltzer
Frank Howard
Richard Koch
Robert Reynolds
Leonard Thiel
Also present were the City Manager , City Attorney , Planning Director ,
Director of Public Works , and Secretary.
Councilman Galinson arrived at 8 : 00 p . m . and Councilman Graves at
8 : 15 P . M .
4 . PUBLIC HEARINGS
(a ) IMPROVEMENT NO. 69 - 04 , STORM SEWER , IN AREA BOUNDED
IN GENERAL BY FRANCE AVENUE ON THE EAST , WEST 34TH
STREET ON THE SOUTH , HUNTINGTON AVENUE ON THE WEST
AND RANDALL AVENUE ON THE NORTH , AS DESCRIBED IN
NOTICE: OF HEARING PUBLISHED AUGUST 149 1969 AND
AUGUST 21 , 1969 .
Mayor Thiel opened the hearing .
The City Manager gave a report concerning past special assessments
and improvements in the area and explained that a boring test had
been made on Randall Avenue showing two inches blacktop on two
feet of sand and gravel .
Mrq Wayne Long of Orr - Schelen - Mayeron explained the engineering
Of the project and various alternatives for solution of the drainage
problems in the area . He recommended that the low point be picked
Up and taken directly over the west end of Randall to drain into Bass
Lake .

RESOLUTION NO. 3818
It was moved by Councilman Reynolds , seconded by Councilman
entitled ,
Heltzer , to waive reading and adopt Resolution No . e8aration of
" Resolution Ordering Improvement and Ordering Preparation
six yeas ,
Plans Improvement No . 69 - 04 . " Motion carried y
Councilman Graves was not present .
5 . RESOLUTIONS AND ORDINANCES
(a ) RESOLUTION PROVIDING FOR THE EMPLOYMENT OF GEO OREBS
M . HANSEN COMPANY TO AUDIT THE ACCOUNTS AND RE
OF THE CITY FOR THE 1969 FISCAL YEAR
RESOLUTION NO . 3819
It was moved by Councilman Howard , seconded by Councilman
Koch , to waive reading and adopt Resolution No . 3819 entitled ,
" Resolution Providing for the Employment of George M. Hansen
Company to Audit the Accounts and Records of the City for the
1969 Fiscal Year . " Motion carried with six yeas . Councilman
Graves was not present .
(b ) RESOLUTION SETTING ANNUAL GARBAGE AND REFUSE RATES
RESO �UTION NO . 3820
It was moved by Councilman Heltzer , seconded by Councilman Koch ,
to waive reading and adopt Resolution No . 3820 entitled , " Resolution
Setting Annual Service Charge for Collection of Garbage and Refuse
from Dwellings . " Motion carried with six yeas . Councilman
Graves was not present .
6 . MISCELLANEOUS
(a ) REPORT BY METROPOLITAN TRANSIT COMMISSION REpRESEj%j,IA .

It was moved by Councilrnan Howard , seconded by Councilman

(c ) EASEMENT FO STREET RIGHT • 0F •- V,7AY 26TH AND
MONTEREY
Councilman Howard moved to, r. e ,jeci. Dr , Howard - s proposal
concerning the acquisition of his property and continue with the
original plan Councilman Reynolds seconded and the motion carried
unanimously .
(d ) JOINT SCHOOL BOARD ! COTJNCIL MEETING
It was moved by Councilman Galinson , seconded by Councilman
Koch , to have a joint meeting N,vith the School Board on Tuesday ,
September 2 , 1969 at 7 : 30 p , m , Motion carried unanimously .
(e ) HUMAN RIGHTS COMMISSION APPOINTMENT ( DEFERRED FROM
AUGUST 11 , 1969 ) 0
It was moved by Councilman Reynolds , seconded by Councilman
Graves , to table this matter . Motion carried 4 3 , Councilman
Koch , Galinson , and Heltze r voting nay ,
� ADJOURNMENT
1011 motion of Councilman Galinson , seconded by Councilman Graves ,
the meeting was adjourned at i I : 15 ps m � by a seven yea vote .
