On motion of Councilman howard . seconded by Councilman Galinson ,
the minutes of the regular meeting held July 14 , 1969 , were approved
by a seven yea vote .

It was moved by Councilman Craves , seconded by Councilman
Galinson , to waive reading and adopt resolution No . 3797 entitled ,

as Agent of City of St ., Louis Park - Improvement of Aquila Avenue
at Trunk Highway No . 7 . " Motion carried unanimously .

It was moved by Councilman Reynolds , seconded by Councilman
Graves , to waive reading and adopt resolution No . 3798 entitled ,
" Resolution Authorizing Agreement No , 56123M With State of
Minnesota Department of highways Relative to Change of Grade -
Trunk Highway No ,, 7 (State Project No . 2706 - 88 ) . " Motion carried
unanimously .
(b ) RESOLUTION AUTHORIZING CITY MANAGER TO OBTAIN
INSURANCE ON CONSTRUCTION CONTRACTS WITH. THE STATE
OF MINNESOTA

It was moved by Councilman Graves , seconded by Councilman
Galinson , to waive reading and adopt resolution entitled , " Resolution
Authorizing and Directing City Manager to Obtain Insurance on
Construction Contracts with the State of Minnesota , " indicating
the amount to be :
Bodily injury liability :
Each person , $ 200 , 000 ; each occurrence , $ 5001 000 ;
aggregate , $ 500 , 000 .
Property damage liability :

Notion carried unanimously .

RESOLUTION NO . 3801
It was moved by Councilman Galinson , seconded by Councilman
Graves , to waive reading and adopt Resolution No . 3801 entitled ,
" Resolution Authorizing Placement of Traffic Control Signs at
Intersection of West 16th Street and H:.11sboro Avenue . " Motion
carried unanimously .
( c ) TRAFFIC STUDY -- ELIOT VIE'h ROAD ANL F, DGEVIOOD AVENUE
RESOLUTION NO , 3802
It was moved by Councilman Graves , seconded by Councilman
Galinson , to waive reading and adopt Resolution No . 3802 entitled '
" Resolution Authorizing Placement of Signs Establishing Load
Limits on Certain Streets in St . Louis Park , Minnesota . " Notion
carried unanimously .
Councilman Galinson expressed concern that the trucks would So
use other nearby streets and suggested that these streets may
need to be posted . The Director of Public IVV orks said his dePa
ment would be checking to see where the truck traffic would go .

(a ) POLICY RELATIVE TO ILLEGAL PARKING IN SETBACKS AND
INADEQUATE PA .& KING (SUGGESTED B Y COUNCILMAN HELTZER )
It was .4vaoved by Councilman Heltzer , . seconded by Councilman Craves ,
to adopt the following policy :

1 . That there should be a professionally conducted study
( consultants ) of the parking needs and recommendations
submitted to the Council ;
2 . Affected owners and proprietors be contacted and informa -
tional mee � ings be held ;
3 . Cooperation of the affected owners and proprietors sought
for the proposed solutions to their parking problems ;
4 . Close cooperation maintaine (I with the Chamber of Commerce
( supporting letters and joint sponsorship of informational
meetings ;
5 . Parking solution be integrated into the plans for public
utility and street improvement plans for the are and

Mr . Harry Mayeron , Orr - Schelen. ••• Mayeron , was present explaining
the bids received and indicated possible reasons for the small
response of bidders and that the bids were considerably higher
than the estimated cost He said that it might be possible to
get a lower figure by combining this with another project in r the t
year , removing the paving portion of the contract or mov g
completion date ahead .
Councilman Heltzer moved that the Mayor appoint a committee of
Council to look into this particular problem in terms of our over - all
policy and come back at the July 28th meeting with regard to action
relative to this specific problem and the over - all picture . Councilman
Graves seconded. and the motion carried unanimously .
Mayor Thiel appointed a committee to include Councilmen Reynolds ,
Howard , and Heltzer , with Councilman Howard as chairman .
(d ) POLICY GOVERNING CITY COUNCIL NET TINGS ( REQUESTED BY
COUNCILMAN GALINSON ) - DEFERRED FROM JUNE 9 AND JULY 14 ,

Councilman Galinson moved to remove this item from the table .
Councilman Graves seconded rand the motion carried unanimously.
After discussion concerning the limiting of debate and scheduling
of Council meetings , ; ouncilman Galinson requested that the City
Manager prepare for July 28th agenda a resolution giving existing
rules limiting debate , in addition . limiting debate after the vote is
cast , items to be discussed not appearing on the agenda , resolutions
and motions to be nand written or typed in advance and that the
schedule for meetings be ; regular meetings on the first , third ,
and fifth (when there i s one ) Monday night and special meetings on

second and fourth Mondays . g

Councilman Calinson moved to reappoint Bruce Aplin and Charles
Lewis to the Human Rights Commission . Councilman 1-ieltzer
seconded and the motion carried unanimously .

On motion by Councilman Graves , seconded by Councilman
Galizison , the following appointments were approved by a
unanimous vote : 1ichard Schrad , Administrative Assistant ;

and Dennis D . Johnson , Engineering Technician I .

It was moved by Councilman Heltzer , seconded by Councilman
Craves , to set date for public hearing August 4 , 1969 . Motion
carried unanimously .

( a ) REQUEST Ftp 0Ny A0 LAMPE C ONCER NINC TAX APPEAL
Mayor Thiel read a letter from Mr . Lampe advising Council
that the Board of Equalization did not allow him enough time
to present his case relative to 8817 Vest 35th Street .
Councilman Galinson moved that Mr . Lampe be allowed to
finish his presentation by furnishing it to the Board in writing
in original and seven copies * Councilman Eeltzer seconded and
the motion carried unanimously .

11 . (b ) TRANSIT COMMISSION REPORT
Mayor Thiel felt that the Transit Commission Meetingzer suggested

c ALTERNATE - BOARD OF ZONING APPEALS MEETING
Councilman Galinson moved that Councilman Graves be the
official alternate for the Board of Zoning Appeals meeting of
July 24 , 1969 , Councilman Heltzer seconded and the motion
carried unanimously .
12 . CLAIMS , APPROPRIATIONS , AND CONTRACT PA fMENTS
( a ) VERIFIED CLAIMS
On motion of Councilman Graves , seconded by Councilman Heltzer ,
the list of verified claims presented to the Council and prepared
by the Director of finance dated July 21 , 1969 in the total amount
of $ 69 , 981 . 42 for vendors was approved , and the City Manager ,
City Clerk , and City Treasurer were authorized to issue checks
covering same by a seven yea vote .
(b ) CONTRACT PAYMENT
On motion of Councilman Galinson , seconded by Councilman
Graves , the following payment on contract work presented by the
City Engineer was approved , and the City Manager , City Clerk
and City Treasurer were authorized to issue a check for the
amount by a seven yea vote :
( 1 ) Partial Payment No . 1 , Bergerson Caswell , Improvement
No . 69 - 30 , Well No . 15 - $4 , 955 . 40 .
13 . ADJOURNMENT
On motion of Councilman Howard , seconded by Councilman Reynolds ,
the meeting was adjourned at 10 : 01 p . m . by a s ven yea vote .
