1 . CALL TO ORDER
A regular meeting of the City Council was called to order by Mayor
Thiel at 8 : 19 P . m *
Z . INVOCATION
Invocation was given by Rev . Douglas Norris of the Aldersgate Methodist
Church .
3 . ROLL CALL
The following Councilmen were present at roll call :
Murray Galinson
Richard Graves
Frank Howard
Robert Reynolds
Leonard Thiel
Also present were the City Manager , City Attorney , City Assessor ,
Planning Director , Director of Public Works , and Secretary .
4 . MINUTES
On motion of Councilman Howard , seconded by Councilman Galinson ,
the minutes of the regular meeting held June 2 , 1969 and the special
meeting held June 5 , 1969 , were approved by a five yea vote .
5 . PUBLIC HEARINGS
( a ) IMPROVEMENT NO. 69 - 06 , STORM SEIi ER , IN AREA BOUNDED
BY TRUNK HIGHWAY 100 CITY LIMITS , NATCHEZ AVENUE AND
EXCELSIOR BOULEVARD, AS DESCRIBED IN NOTICE OF HEAIRINC
PUBLISHED MAY 22 AND MAY � 9 , 1969 .
Mayor Thiel opened the hearing .

Harry Mayeron of Orr - Schelen - Ma eron described the prop
storm sewer project . He explained that this project would rem °ve .
a number of sumps and maintain the water level in Browndale `

Highway No . 100 , City Limits , Morningside Road , and Brow
Lake be omitted from this project ndale

concerning the assessment of this project . Winifred Angier , 4014

Coolidge questioned the assessment of this project and generally
were in opposition to the improvement .
Mayor Thiel declared the hearing closed .
Councilman Galinson moved to defer this matter until later in
the evening when possibly another councilman would arrive .
Councilman Graves seconded and the motion carried unanimously.
Later in the evening Councilman Galinson amended his motion to
defer for one week . Councilman Graves seconded and the motion
carried unanimously .
(b ) IMPROVEMENT NO . 69 - 071 STORM SEWER IN AREA BOUNDED BY
MINNEhAHA CREEK , TRUNK HIGHWAY NO, 100 , EXCELSIOR
BOULEVARD , AND DAKOTA AVENUE , AS DESCRIBED IN
NOTICE OF HE ARINC PUBLISHED MAY 22 AND NIAY 29 , 1969 .
Mayor Thiel opened the hearing .
Mr . Ingve Olson , 42nd & Alabama ; Mr . Raymond Schieber , 4152
Brunswick; Mrs . Dorothy Donning , 4700 V! , 42nd Street ; and
Mr . Martinson , 4065 Colorado expressed opposition to the project .
The Director of Public Works explained that storm sewers will
save the City much money nova needed for street maintenance .
Mr . D . R . Fossum , 4106 Brunswick , presented a petition of
forty - eight signatures opposing the proposed storm sewer project .
Mr . A . w Lampe , 3924 Dakota Avenue , owner of commercial
property in the area expressed opposition to the higher assessment
charged to commercial districts . It was explained to him by Mr .
Mayeron that there is more water run - off in commercial areas
because of the more intense development.
Mr ' Donald C . Sheldon 4129 Brunswick Avenue , asked for a
deferral in order to have more time to obtain signatures of people

Mayor Thiel opened the hearing .
Mr . Maurice Dorton , representing the Metropolitan Council ,
expressed concern regarding traffic in the area and asked that
a study be made by the State of Minnesota .
Mayor Thiel expressed appreciation of the help of the Metropolitan
Council and explained of the need of the City for assistance in
other problem areas .

Mr . Deane M. Wenger , representing General Mills as a traffic
consultant , expressed concern about the traffic problem that
could be created by the development but that General Mills was
not opposed to the development . He indicated that the traffic
study that is being made by General Mills could be available to
St . Louis Park.
Mr . Gerald Splinter , Administrator of Village of Plymouth ,
represented the Plymouth Council He explained their concern
about the traffic problem and offered to cooperate in such a study *
Mr . Don Asmus , Minnetonka Village Engineer , expressed the
three concerns of the Village of Minnetonka : intensity of the
development ( single family area adjacent to and west of this area ) '
storm sewer ; and traffin
ic . He felt that the major thoroughfaresofe
area could take care of the traffic but was concerned about points
access .

5. (c ) Mr . Wenger presented a letter from General Mills ex ressin
their concern for the traffic problem and indicating that the g
are not opposed to the development . y
Mr . George Gubbins , adjacent property owner , inquired as to
how this zoning change might affect the use of his property . The
Planning Director explained that his land use would not be affected
since it was not included in the zoning change presently under
consideration .
Mr . Robert Bloomquist , employee of General Mills , asked about
storm sewer plans for the area and was told by the Director of
Public Works that this was not in the regular storm sewer schedule
and would have to be moved up if the development takes place .
Mayor Thiel declared the hearing closed .
It was moved by Councilman Reynolds , seconded by Councilman
Galinson , to waive first reading and set date for second reading
on June 16 , 1969 . Motion carried unanimously .
Councilman Reynolds moved that the Metropolitan Council ,
d in conjunction with St . Louis Park , instigate a traffic study in
this area but that this does not extend the 60 - day period of the
Metropolitan Council . Councilman Galinson seconded the motion
which carried unanimously .

Councilman Reynolds moved that work proceed on the full
development of Wolfe Lake Park . Councilman Howard seconded .
After discussion , Councilman Reynolds withdrew this motion
and asked that staff submit park development schedule at next
week ' s meeting .
(b ) COMMUNITY CENTER BOND ISSUE
Councilman Reynolds moved that Council , Parks & Recreation
Commission and the Steering Committee set up a meeting date
to evaluate the bond issue and determine what course should be
taken in the future , Councilman Galinson seconded and the motion
carried unanimously .
