CALL TC ORDER A regular meeting of the City Council was called to order by Mayor Thiel at 8 : 15 pm . Z , INVOCATION Invocation was given by Reverend Jothen of Westwood Lutheran Church . 3 . ROLL CALL The following Councilmen were present at roll call : Murray Galins on Richard Graves James Heltzer Frank Howard Richard Koch Robert Reynolds Leonard Thiel Also present were the City Manager , City Attorney , City Assessor , Planning Director , Director of Public Works and Acting Secretary . 4 . MINUTES On motion of Councilman Galinson , seconded by Councilman Graves , the minutes of the regular meeting held June 9 , 1969 were approved by a seven yea vote . 5 . PUBLIC HEARINGS (a ) IMPROVEMENT NO . 6 9 -04 , STORM SEVIER , IN AREA BOUNDED IN GENERAL BY FRANCE AVENUE ON THE EAST , WEST 34TH STREET ON THE SOUTH , HUNTINGTON AVENUE ON THE WEST , AND RANDA LL AVENUE ON THE NORTH , AS DESCRIBED IN NOTICE OF HEARING PUBLISHED JUNE 5 AND JUNE 12 , 1969 . Mayor Thiel opened the hearing . Mr . " Resolution Ordering Improvement Motion carried unanimously . (b ) IMPROVEMENT NO . 68 -57 , ALLEY PAVING , BETWEEN AVENUE WEST 351 STREET AND WEST 36TH STREET FROM XENVV OF HEARING TO YOSEMITE AVENUE , AS DESCRIBED IN NOTICE PUBLISHED JUNE 5 AND JUNE 12 , 1969 Mayor Thiel opened the hearing . There being no one present interested in this improvement , Mayor Thiel declared the hearing closed . RESOLUTION NO . 3769 It was moved by Councilman Graves , seconded by Councilman Koch , to waive reading and adopt Resolution No . 3769 entitled , " Resolution Ordering Improvement and Ordering Preparation of Plans Improvement No . 68 - 57 " . The motion carr1ed unanimously . 6 . RESOLUTION NO , 3 770 It was moved by Councilman Galinson , seconded by Councilman Graves , to waive reading and adopt Resolution No . 3770 (excluding Improvement No . 69 - 04 ) entitled , " Resolution Ordering Advertise - ment for Bids Improvement Nos . 69 -05 , 69 - 06 and 69 - 07 . Motion carried unanimously . ( c ) RESOLUTION REQUESTING MINNEHAHA CREEK WATERSHED DISTRICT TO PROCEED WITH DEVELOPMENT OF COORDINATED MULTIPLE COMMUNITY PLAN FOR MINNEHAHA CREEK . RESOLUTION NO . 3771 It was moved by Councilman Heltzer , seconded by Councilman Reynolds , to waive reading and adopt Resolution No . 3771 entitled , " Resolution Requesting Minnehaha Creek Watershed District to Proceed with Development of Coordinated Multiple Community Plan for Minnehaha Creek " . It was moved by Councilman Graves , seconded by Councilman Galinson , to employ Consulting Engineer . Motion carried unanimously . 9 . UNFINISHED BUSINESS (a ) IMPROVEMENT NO , 69 -06 , STORM SEWER , IN AREA BOUNDED IN GENERAL BY TRUNK HIGHWAY NO , 100 , THE CITY LIMITS NATCHEZ AVENUE AND EXCELSIOR BOULEVARD ( DEFERRED FROM JUNE 9 , 1969 ) . RESOLUTION NO . 3777 It was moved by Councilman Galinson , seconded by Councilman Heltzer , to waive reading and adopt Resolution No . 3777 entitled , " Resolution ordering Improvement No . 69 - 06 " . Motion carried unanimously . (b ) IMPROVEMENT NO . 69 - 07 , STORM SEWER , IN AREA BOUNDED IN GENERAL BY MINNEHAHA CREEK , TRUNK HIGHWAY NO . 100 EXCELSIOR BOULEVARD AND DAKOTA AVENUE , ( DEFERRED FROM JUNE 9 , 1969 ) . In addition to a petition of signatures presented at the last Council meeting , several other petitions containing 292 signatures were submitted opposing the proposed storm sewer project . There was a short question and answer period . Mr . L. M . Canfield , 4168 Brookside A venue , requested that the area from 42nd and Brookside to Brunswick be omitted from this project . Mr . Harry Mayeron explained that the main purpose for this area is for drainage and in order to complete the district it should be put in. 184 Council Minutes , June 16 , 1969 9 . ( b ) RESOLUTION NO . 3778 It was moved by Councilman Reynolds , seconded by C ounc ilma n � Koch , to waive reading and adopt. Resolution No . 3778 entitled, " Resolution Ordering Lnprovement No , 69 - 07 " . Motion carried unanimously . ( c ) PROPOSED PRELIMIT�:iALRY PLAT OF FOURTH COUNTRY CLUB ADDITION OF WESTWOOD HILLS ( UTAH AVENUE , UTAH DRIVE AND 18TH STREET ) REQUESTED BY ROBERT J . MCNULTY CO . ( HEAPING C �; OSED . TABLED FEBRUARY 3 , 1969 ) . It was moved by Councilman Galins on , seconded by Councilman Graves to remove from table . Motion carried unanimously . The Planning Director reported on the background information on this proposed plat , After discussion , Councilman Galinson moved to defer this matter for 30 days and requested that report from staff be made that will encompass the feelings of the petitioners and residents . The motion was seconded by Councilman Reynolds and carried unanimously . ( d) APPOINTMENT TOHUMAN RIGHTS COMMISSION ( DEFERRED FROM JUNE 91 1969 ) . It was moved by Councilman Koch , seconded by Councilman Graves , to appoint Mr . Paul Modell to the Human Rights Commission . Motion carried unanimously . 10 . NEW BUSINESS (a ) REQUEST TO PURCIHASE CITY - OWNED PROPERTY . Councilman Galinson moved to refer this matter to the Planning Commission for advice and recommendation. Councilman Reynolds seconded the motion which carried unanimously . ( b ) EMPLOYEE APPOINTMENT Councilman Graves moved to consent and approve appointments of Frank Barsokine , Jr . , Meter Reader I, in the Water and Sewer Department and promotion of William Duschik to Eng ineering Te dh , 1 in the Department of Public Works , Councilman Koch seconded the motion which carried unanimously . 1 185 Council Minutes , June 16 , 1969 10 , ( c ) STOP SIGN STUDY RE '` UEST _ FRANKLIN AVENUE Councilman Howard moved that the Engineering Department be directed to look into the possibility of stop signs on Franklin Avenue at the intersections of Maryland , Nevada , and Pennsylvania Avenues . Councilman Galinson seconded the motion which carried unanimously . ( d) RECOVERY OF FLOOD CONTROL EXPENSE RESOLUTION NO , 3779 It was moved by Councilman Galinson , seconded by Councilman Graves , to adopt Resolution No . 3779 entitled , " Resolution Requesting Reimbursement for the Cost of Expenses Incurred by the City for Flood Control " . The motion carried unandimously. ( e ) REQUEST FOR STUDY CONCERNING NEED FOR ADDITIONAL BALL FIELDS Councilman Reynolds moved that the Park and Recreation Commission study the need for additional ball fields . Councilman Galinson seconded the motion which carried unanimously . (f) COUNCIL MEETING WITH CHAMBER OF COMMERCE After discussion , Councilman Reynolds moved and Councilman Heltzer seconded that the City Manager be directed to set up a meeting with the Chamber of Commerce for Monday , June 23 , 1969 at 800 p . m . The motion carried unanimously . ( g ) JOINT MEETING WITH GOLDEN VALLEY It was moved by Councilman Graves , seconded by Councilman Reynolds that the Council hold a joint meeting with Golden Valley either on July 7 , 8 , or 9 , 1969 with an agenda prepared prior to the meeting . The motion carried unanimously . (h ) BLOCK PARTIES It was moved by Councilman Galinson , seconded by Councilman Howard , that block parties be approved now , with information on rules and regulations forthcoming from the City Attorney in a report on June 30 , 1969 . After further discussion , Councilman Reynolds moved that the City staff be authorized to supervise the 1969 summer swimming program at the schools provided that the City is allowed to supervise the program in future summers and with the under - standing that personnel previously employed will be given equal opportunity for employment . Councilman Graves seconded the motion which carried unanimously . 11 . MISSCELLANEOUS ( a ) DAMAGE CLAIMS - David Warden , 2112 Humboldt Avenue South , Minneapolis , Councilman Graves moved to file above claim with the City Clerk for proper action by the City Manager and City Attorney & Councilman Reynolds seconded and the motion carried unariimous o 12 . CLAIMS , APPROPRIATIONS , AND CONTRACT PAYMENTS ( a ) VERIFIED CLAIYS On motion of Councilman Reynolds . seconded by Councilman Graves , the lists of verified claims prepared by the DireCtor of Finance and presented to the Council dated June 16 , 1469 in the total amounts of $ 2 , 713 . 79 for payroll and $ 318 , 685 ' 81 for vendors were approved , and the City Manager , City Cler same City Treasurer were authorized to issue checks coveri by a seven yea vote . 187 Council Minutes , June 16 , 1969 (b ) CONTRACT PAYMENT On motion of Councilman Reynolds , seconded by Councilman Graves , the following payment on contract work presented by the City Engineer was approved , and the City Manager , City Clerk and City Treasurer was authorized to is check for the respective amount by a seven yea vote &* Martial Payment No . 1 , Improvement Nos . 69 - 02 and 69 - 1 paving curb and gutter , and sidewalk repair , BlacktopService i e Go '.
