' ilmen were present at roll call : The following C ounc Murray Galinson Richard Graves James Heltzer Frank Howard Leonard Thiel Robert Reynolds Planning � Director , Also present were the City Manager , City Attorney , Director of Finance , City Assessor and Acting Secretary . Councilman Koch arrived at 8 : 34 p . m . DISCUSSION : Pension Bill : Councilman Howard reported that the bill proposed by Fire e Council on March 3 , 1969 to the State Legislature had been rejected and moved that a new bill be submitted following the state guidelines for police and fire pension funds providing for freezing of the deficit in ten years ' time and that the staff submit the proposed new bill and urge its pass I e • Councilman Reynolds seconded and the motion carried unanimouslye was suggested that Council consider other and / or additional revenue sources to help defray future expenses of the police and fire pension system for the coming years . ! Councilman Galinson moved and Councilman Heltzer seconded that Gouncil go on record , , and the Legislature be notified , that existing interest rates are antiquated , capricious , arbitrary , and in need of updating . Motion carried unanimously . Sidewalk_ Construction Policy - City - wide Program : �_ fter discussion , Council suggested that a comprehensive report be submitted setting f°rtea $ areas in which sidewalks are needed throughout the community , such ar th to include but not limited to state , county , and major thoroughfares wi special emphasis being given to school and park areas . The Director oe type Public Works was instructed to ive s e c ial attention t o a " collector Y p train sidewalk system " to and from schools and in areas of heavy Pedes r volume . Councilman Heltzer sun a reg and consistent guested that Council establish oughoo program of repairs and replacement of sidewalks thr the City , 97 Council Minutes , March 31 , i969 Assessment Policy : The City ' s assessment policy on sidewalk and storm sewer was briefly reviewed by the City Manager and City Assessor . A ! suggested new formula of arriving at paving assessments was outlined to meet increased cost of construction and lower the City ' s increasing cost participation . The City Assessor then reviewed problems that exist i under the present method . The City Manager explained that the trend of construction costs , due to inflation factors , have shown a steady increase in costs which , under the present policy , will require a mcre substantial contribution by the city each year - - especially under the proposed accelerated street paving program . It was felt that the City should consider the possibility of slightly increasing individual assessments to adequately meet rising costs and budgetary limitations . After lengthy consideration , it was moved by Councilman Galinson , seconded by Councilman Graves that this matter be deferred for further study . Motion carried unanimously . Building Permits in Critical Sewer I reas Councilman Heltzer moved ts in that the City Manager be given the authority to deny building pe that the f areas where there are inadequate sanitary sewer facilities and f City Manager advise the Council of all denials and reasons for such denials . Councilman Howard seconded and the motion carried an,a, nimously . A brief discussion was held regarding the proposed Cambrid; e lift station and force main . Council suggested that this matter be discussed at an early Council meeting regarding plans and financing .
