CALL TO ORDER A regular meeting of the City Council was called to order by Mayor Thiel at 8 : 10 p . m . 2 . INVOCATION Invocation was given by Rev . Christopher Chaney of the First Lutheran Church . 37 ROLL CALL The following Councilmen were present at roll call : Murray Calinson James Heltzer Frank Howard Richard Koch Robert Reynolds Leonard Thiel Also present were the City Manager , City Attorney , Planning Director , Director of Public Works , Finance Director , and Secretary . Councilman Graves arrived at 8 : 15 p . m . 4 . MINUTES On motion of Councilman Koch , seconded by Councilman Reynolds , the minutes of the regular meeting held February 24 , 1969 were approved with the following change by a sic yea vote : Page 56 , Item 8 (b ) , second paragraph . . . motion carried 7 - 0 . " ( Councilman Graves was not present) . 5 . PUBLIC HEARINGS ' (a ) PROPOSED REZONING OF PART OF TRACT A , RLS NO. 916 FROM R - 2 , SINGLE FAMILY RESIDENCE DISTRICT , TO I - 2 , INDUSTRIAL DISTRICT , CEDAR LAKE ROAD AND EDGEWOOD AVENUE , REQUESTED BY PHILIP AND MURIEL JENSEN ( CASE NO . 68 - 60 - Z . ) , AS DESCRIBED IN NOTICE; OF HEARING PUBLISHED FEBRUARY 61 1969 . ( CONTINUED FROM FEBRUARY 17 , 1969 ) . Mr . Lester Drager was present representing residents in the neighborhood . Mayor Thiel opened the hearing . Mr . Larry Griffith , 2400 First National Bank oBuilding ,illustrated present along with hwas is client Mr . Sheldon Brooks . the zoning patterns along Minnetonka Boulevard and the various changes since 1945 by use of composite photographs , graphs and s . various statistics . Council and Staff expressed concern about traffic and sewer problems in the area with more high density zoning . Mr . Howard Peterson , 4604 Minnetonka Boulevard , was present representing an association of home. owners in the neighborhood . They were opposed to the rezoning . Mr . Dale , 4513 Minnetonka Boulevard , was present favoring the rezoning . There was discussion concerning the concept of Planned Adjustment Zoning which would protect the remaining single family development until it is ready for rezoning , Mayor Thiel closed the hearing . Councilman Koch moved to deny the rezoning . Councilman Reynolds seconded and the motion carried unanimously . Robert Ridgway had been notified of the hearing but was not present . There being no one present to speak on this matter , Mayor Thiel declared the hearing closed . Councilman Graves moved to deny the rezoning . Councilman Galinson seconded and the motion carried unanimously . 6 . PETITIONS , REQUESTS , AND COMMUNICATIONS None 7 . RESOLUTIONS AND ORDINANCES ( a ) RESOLUTION DESIC: NATING DEPOSITORIES FOR CIT f FUNDS It was suggested by Council that checking accounts be placed in different local banks at times convenient for staff . RESOLUTION NO, 3672 It was moved by Councilman Howard , seconded by Councilman Graves , to waive reading and adopt Resolution No . 3672 entitled , " Resolution Designating Depositories for City Funds - 19691 ' . Motion carried unanimously . (b ) RESOLUTION APPROVING SECURITIES FOR COLLATERAL, FROM FIRST PLYMOUTH NATIONAL BANK OF MINNEAPOLIS RESOLUTION NG. 3673 It was moved by Councilman Howard , seconded by Councilman Graves , to waive reading and adopt Resolution No . 3673 entitled , " Resolution Approving Securities for Collateral from First Plymouth National Bank of Minneapolis , Minnesota . " Motion carried unanimously . ( c ) RESOLUTION APPROVING SECURITIES FOR COLLATERAL FROM PARK NATIONAL BANK OF ST , LOUIS PARK RESOLUTION NO. 3 674 It was moved by Councilman Howard , seconded by Councilman Graves , to waive reading and adopt Resolution No . 3674 entitled , " Resolution Approving Securities for Collateral from Park National Bank of St . Louis Park , Minnesota . 11Motion carried unanimously . (f ) RESOLUTION APPROVING SECURITIES FOR COLLATERAL FROM PARK PLAZA STATE BANK OF ST . LOUIS PARK , MINNESOTA RESOLUTION NO. 3677 It was moved by Councilman Howard , seconded by Councilman Graves , to waive reading and adopt Resolution No . 3677 entitled , " Resolution Approving Securities for Collateral from Park Plaza State Bank of St . Louis Park , Minnesota , " Motion carried unanimously . ( g ) SECOND READING OF PROPOSED ORDINANCE AMENDING SECTION 3 : 120 , ENTITLED GENERAL PARKING RESTRICTIONS - RE1,ATINO TO PARKING O� VEHICLES , Mr . Joseph Langer of Barrett Moving & Storage sent proposed Opposing the ordinance as b o age was pre . Councilman Galinson objected to the twelve hourarkin restriction . Mr . Councilman Galinson moved to waive second reading and adopt with the following amendment : Sectio the cessation of s n 3 : 120 " . . . hours , after time . ( g ) Councilman Heltzer pposed the amendment because it was his feeling that it was not enforceable . Vote on the amendment lost 5 - 2 , Councilmen Heltzer , Graves , Howard , Reynolds and Thiel voting nay . Councilman Galinson withdrew his motion . ORDINANCE NO, 1066 Councilman Reynolds moved to waive reading and adopt Ordinance No . 1066 entitled , " An Ordinance Amending Section 3 : 120 , Entitled ' General Parking Restrictions ' , of the St . Louis Park Ordinance Code , as Amended by Ordinance No . 965 , Adopted March 7 , 19662 Relating to Parking of Vehicles . " Councilman Heltzer seconded and the motion carried 5 - 2 , Councilmen Galinson and Howard voting nay . ( h ) SECOND READING OF PROPOSED ORDINANCE AMENDING SECTION 3 : 135 ENTITLED " SNOW REMOVAL PARKING RESTRICTIONS " . ORDINANCE NO, 1067 Councilman Reynolds moved to waive second reading and adopt ordinance amending it to put back Section 3 : 135 . 10 which was removed at the first reading . Councilman Heltzer seconded . Councilman Graves asked that the motion be divided , taking the amendment separately. Vote on the amendment carried 6 - 1 , Councilman Galinson voting nay . Councilman Reynolds moved to amend Section 3 : 135 . 30 , second sentence beginning , " Such signs . . . 24 hours" (instead of 4 hours Councilman Heltzer seconded but after discussion Councilman Reynolds withdrew his amendment . Vote on the original motion to waive second reading and adopt Ordinance No . 1067 entitled , "An Ordinance Amending Section 3 : 135 , Entitled ' Snow Removal Parking Restrictions ' , of the St . Louis Park Ordinance Code , Relating to Regulating Parking " carried unanimously . ( i ) SECOND READING OF PROPOSED ORDINANCE AMENDING PARKING REQUIREMENT SECTIONS OF THE ZONING ORDINANCE . It was moved by Councilman Graves , seconded by Councilman Heltzer , to waive second reading and adopt ordinance proposed . The PlanningDirector pointed out several areas in which he ! could make specific recommendations concerning the parking f requirements . The City Manager mentioned the effect that doubling requirements would have on buildings presently in the planning stage . Vote on the original motion carried unanimously , Mr . Stan Henneman , representing Baker Properties , offered to help the City with figures they have compiled concerning parking requirements . 8 . REPORTS OF OFFICERS , BOARDS , AND COMMITTEES (a ) MINUTES OF PARKS AND RECREATION ADVISORY COMMISSION MEETING HELD FEBRUARY 12 , 1969 . There being no objection , Mayor Thiel ordered the minutes to be received for filing. (b ) REPORT OF PLANNING COMMISSION REGARDING HIGHWAY PLANS - HIGHWAY No . 100 FROM VO EST 42ND STREET TO CITY LIMITS . The Director of Public Works displayed plans showing the Highway Department ' s layout . Mr . Gordon Anderson who lives on that section of Highway No . 100 asked that a fence be constructed between the fronta a road and the highway . g After further discussion , Mayor Thiel ordered the plan filed . ( c ) MINUTES OF HUMAN RIGHTS M'�. 19699 ETINC HELD FEBRUARY 19 , Councilman Galinson expressed concerntaking about the Human Rights g action without communication with the Council . _n 63 Council Minutes , March 3 , 1969 8 . ( c ) Councilman Reynolds moved that the Council member representing Council at the Commission meetings be instructed to remind the Commission of their duties in that regard . Councilman Graves seconded and the motion carried 6 - 1 , Councilman Koch voting nay . ( d ) FINANCIAL REPORT FOR MONTH OF JANUARY 1969 There being no objection , the Mayor ordered the report to be received for filing . Council commended the City Manager for the revised method of presentation . 9 . UNFINISHED BUSINESS ( a ) REQUEST FOR SPECIAL PERMIT FOR ADDITION TO MLADOtiVJ - BROOK MEDICAL BUILDING ( DEFERRED FROM FEBRUARY 3 FOR SANITARY SEWER REPORT AND DRAINAGE PLANS ) . Since the drainage plans were not -ready , Councilman Galinson moved to table . Councilman Reynolds seconded and the motion carried unanimously . (b ) LOUISIANA PAVING PROJECT Councilman Graves moved to defer to March 17 . Motion was seconded by Councilman Reynolds and carried unanimously . ( c ) FIREMEN ' S PENSION FUND ( M & C NO. 69 - 4 ) RESOLUTION NO. 3678 It was moved by Councilman Graves , seconded by Councilman Howard to waive reading and adopt Resolution No . 3678 , entitled " Resolution Approving and Urging Passage of a Special Law Applicable to the City of St . Louis Park , Relative to the Firemen ' s Relief Association and the Firemen ' s Pension Fund in the City of St . Louis Park . " Motion carried unanimously . r I ( d ) RENEWAL OF SPECIAL PERMIT - ROBERT RIDGWAY A letter was presented by Mayor Thiel requesting extension on of special permit originally granted by Resolution 2896 in September 1965 . NEW BUSINESS ( a ) TABULATION OF BIDS - FOUR WHEEL DRIVE UTILITY VEHICLE WITH BROOM, Councilman Reynolds moved to designate Park Jeep , Inc . as the lowest responsible bidder , to accept bid in the amount of $ 3 , 825 and authorize purchase . ( c ) ROBIN HOOD DAYS ' BLOCK PICNICS Councilman Graves said that he had been contacted concerning block picnics for Robin Hood Days . Councilman Reynolds moved that the Councilmen At - large be designated to take care of the block picnics . Councilman Howard objected . Councilman Reynolds moved that a resolution be drawn designating the at - large Councilmen to be in charge of ward block picnics for Robin Hood Days this summer . Councilman Heltzer seconded and the motion carried 4 - 3 , Councilmen Howard and Graves and Mayor Thiel voting nay . 11 . MISCELLANEOUS Ngne 12 . CLAIMS , APPROPRIATIONS , AND CONTRACT PAYMENTS ( a ) On motion of Councilman Graves , seconded by Councilman Koch , the lists of verified claims prepared by the Director of Finance and presented to the Council dated March 3 , 1969 in the total amounts of $ 3 , 901 . 78 for payroll , and $ 88 , 909 . 51 for vendors were approved , and the City Manager , City Clerk , and City Treasurer were authorized to issue checks covering same by a seven yea vote . 13 .
