CALL TO ORDER F E G A regular meeting of the City Council was called to order by Mayor Thiel at 8 : 09 P . m . 6 2 . INVOCATION r Invocation was given by Rev . Ralph Erickson of the Prince of Peace Lutheran Church . 3 . ROLL CALL The following Councilmen were present at roll call : E Murray Galinson Richard Graves f: James Heltze r r Frank Howard Richard Koch Leonard Thiel Also present were the City Manager , City Attorney , Planning Director . Director of Public Works , and Secretary . Councilman Reynolds arrived at 8 : 40 p . m . L f 4 . MINUTES On motion of Councilman Galinson , seconded by Councilman Graves , the minutes of the regular meeting held March 10 , 1969 , were approved by a six yea vote . ( Councilman Reynolds was not present , ) 5 . PUBLIC HEARINGS ( a ) PROPOSED REZONING OF PART OF T ��ACT A , REGISTERED LAND SURVE Y NO . 916 , FROM R - 2 , SINGLE FAMILY RESIDENCE DISTRICT , TO I - 2 , INDUSTRIAL DISTRICT , CEDAR LAKE ROAD AND EDGEWOOD AVENUE , REQU . STED BY PHILIP AND MURIE L JENSEN ( CAS ; NO, 68 - 60 - Z , ) . ( CONTINUED FROM FEBRUARY 17 AND MARCH 31 1969 ) . Mayor Thiel opened the hearing . Mr . Harlan Strong , 600 Midland Bank Building , represented the applicant . He reviewed the reason for the request and the back - ground of events leading up to the present Council hearing . Les Drager , 6520 Eliot View Road , represented residents He said that residents hwould not bd met e the in the neighborhoods Jensens and were satisfied that this expressed concern about detrimental to the neig hborhood , b P patterns at that intersection . ( Councilman Reynolds traffic p arrived at 8 : 40 P . m . ) • Mayor Thiel declared the hearing closed . Councilman Galinson moved to waive first reading of proposed 1969 . e ordinance and set set second reading f char March the size of the parcel then moved to amend the ordinance to g P to be rezoned to coincide with the realignment of that intersection, Councilman Koch seconded the motion and it carried 4 - 31 Councilmen Howard , Reynolds , and Graves voting nay . 6 . PETITIONS , REQUESTS AND COMMUNICATIONS None 7 . RESOLUTIONS AND ORDINANCES ( a ) RESOLUTION AUTHORIZING FILING OF APPLICATION WITH THE UNITED STATES OF AMERICA FOR AN ADVANCE TO PROVIDE: FOR THE PLANNING OF PUBLIC WORKS UNDER THE TERMS OF PUBLIC LAW 560 , 83RD CONGRESS OF THE UNITED STATES , AS AMENDED, RESOLUTION NO, 3683 It was moved by Councilman Galinson , seconded by Councilm&n Reynolds to waive reading and adopt Resolution No . 3683 entitled ) "Authorizing Filing of Application with the United States of America for an Advance to Provide for the Planning of Public 1k orks under the Terms of Public Law 560 , 83rd Congress of the United States , as Amended . (b ) REPORT OF DIRECTOR OF PUBLIC WORKS AND ASSESSMENT REPORT , IMPROVEMENT NO, 69 - 18 , ASPHALT PAVING , CONCRETE CURB , CUTTER AND SIDEWALK FROM FRANCE AVENUE TO EXCELSIOR BOULEVARD ON WEST 38TH STREET RESOLUTION NO , 3685 It was moved by Councilman Graves , seconded by Councilman Heltzer , to waive reading and adopt Resolution No . 3685 entitled , " Resolution Receiving Repos is and Calling Hearing on Improvement No . 69 - 18 . " Motion carried unanimously . Mr . R . Sandberg , 3750 Inglewood Avenue South , asked whether petitions would be considered regarding this improvement at the time of the public hearing . He was told that they would be in order at that time . ( c ) MINUTES OF CITIZENS ADVISORY COMMITTEE MEETING HELD FEBRUARY 13 , 1969 Upon hearing no objection , the minutes were ordered by the Mayor to be received for filing . ( d ) PRELIMINARY REPORT OF THE DIRZCTOR OF PUBLIC WORKS AND ASSESSMENT REPORT WITH RESPECT TO THE FOLLOWING IMPR OVE ME NTS : 1 . (f ) REPORT ON PARKING RESTRICTIONS - EAST SIDE OF DAKOTA AVENUE NORTI-i OF EXCELSIOR BOULEVARD . RESOLUTION NO* 3 687 It was moved by Councilman Howard , seconded by Councilman Graves , to waive reading and adopt Resolution No . 3687 entitled, " Resolution Authorizing Placement of Traffic Control Signs Regulating Parking . " Motion carried unanimously . 9 . UNFINISHED BUSINESS � ( a ) LOUISIANA PAVING PROJECT - M & C No . 69 - 6 ( Deferred from March 3 , 1969 ) . Councilman Heltzer moved that Council approve the recommendatl " of the City Manager as follows : 1 . Have Portland Cement Association roadmeter test the Louisianaavin f P g project to determine the surface deviations ; i Z . Authorize services of the Twin City Testing Co . to mace analyses of this pavement as to how they met specification" dividing the cost on a 50 - 50 basis ; and 3 . (b ) EXTENSION OF ARCHITECTURAL SERVICES FOR COMMUNITY CENTER . 1 RESOLUTION NO, 3 688 i It was moved by Councilman Reynolds , seconded by Councilman Galinson , to waive reading and adopt Resolution No . 3688 entitled , " Resolution Amending Agreement for Architectural Services for Community Center Building . " Mdtion carried unanimously . (c ) BASSETT CREEK WATERSHED DISTRICT � RESOLUTION NO, 3689 It was moved by Councilman Galinson , seconded by Councilman Graves , to waive reading and adopt Resolution No . 3689 entitled , " Resolution requesting County Board to Institute Proceedings for Establishment of Bassets Creek Watershed District . " Motion carried unanimously . (d ) LAND ACQUISITION - JACKLEY PARK r Councilman Reynolds moved to accept deed and authorize City Clerk to file same for record . ( e ) REFERENDUM FOR COMMUNITY CENTER BOND ISSUE Councilman Heltzer moved to designate June 3 , 1969 as the date for the referendum for the new community center bond issue . Councilman Galinson seconded and the motion carried with six yeas . ( Councilman Reynolds was out of the chambers ) . 10 . NEW BUSINESS ( a ) EMPLOYEE APPOINTME NT - PARKS DEdPARTMENT It was moved by Councilman Howard , seconded by Councilman Galinson , to concur with the appointment of Theodore Douthitt to position of Laborer II in the Parks and Recreation Department . Motion carried with six yeas .
