man Reynolds moved to set date for public hearing on April 14 ,
1969 . Councilman. Heltzer seconded and the motion carried with
six yeas , ( Councilman Graves was not present ) .

Mr . Bill Dolan , 5318 Upton Avenue South , was present representing
the applicant ,
The City Manager explained the request and indicated the possible
need for extending Dakota Avenue .
The Planning Director indicated that this application had been
previously tabled by the Planning Commission because of inadequate
community facilities in this area The Commission now felt that
these problems of drainage and traffic had been solved . He also
explained the need for possible additional right - of - way for a cul - de -
sac and the extension of Dakota Avenue to the south .
After discussion concerning traffic , access , parking and drainage ,
Councilman Galinson moved to deny the special permit . Motion was
seconded by Councilman Koch , ( Councilman Graves arrived ) .

AND ASSESSMENT REPORT WITH RESPECT TO IMPROVEMENT
NO. 69 - 02 , PAVINC , CURB AND GUTTER IN SOUTHEAST PORTION
OF THE CITY .
RESOLUTION NO, 3680 -
It was moved by Councilman Howard , seconded by Councilman
Heltzer , to waive reading and adopt Resolution No . 3680 entitled ,
" Resolution Receiving Reports and Calling Hearing on Improvement
No . 69 - 02 , Paving , Curb and Gutter . " Motion carried with
seven yeas .
(i ) REPORT OF DIRECTOR OF PUBLIC WORKS REGARDING SIDEWALK
CONSTRUCTION - SOUTHEAST PAVING DISTRICT , IMPROVEMENT
NO. 69 - 19 .
Councilman Graves moved to hold public hearing on April 7 , 1969 ,
along with Improvement No . 69 - 02 , and that sidewalks in general
be discussed on March 31 . Councilman Reynolds seconded the
motion , but after discussion Councilman Graves withdrew his
motion .
Councilman Heltzer moved that staff prepare resolution and
preliminary report for public hearing on sidewalk repair to be
held at the same time as the paving hearing in the southeast district .
Councilman Graves seconded and the motion carried unanimously .
Council agreed to meet on March 31 , 1969 for a discussion on
sidewalk improvement policy .
(j ) REPORT CONCERNING PARKING RESTRICTIONS AT VARIOUS
LOCATIONS *
RESOLUTION NO. 3681
It was moved by councilman Craves , seconded by Councilman
Heltzer , to waive reading and adopt Resolution No . 3681 entitled ,
" Resolution Authorizing Placement of Traffic Control Signs
Regulating Parking , Repealing Resolution No . 3423 Entitled ' Resolu -
tion Authorizing Placement of Traffic Control Signs Regulating
Parking , ' and Amending Resolution No . 2244 entitled , ' Resolution
Authorizing Placement of Traffic Control Signs Regulating Parking ' . "
Motion carried with seven yeas .
Councilman Koch moved to amend resolution to have " no parking
anytime " on east side of Inglewood Avenue from Sunset Boulevard
to Minnetonka Boulevard only on that part of In lewood Avenue

Councilman Graves moved to accept deed and authorize City Clerk
} to file same for record . Councilman Reynolds sec6nded and the
motion carried with seven yeas .
( m ) REPORT OF SPECIAL STUDY COMMITTEE CONCERNING
RESIDENCY RE QUIREMENTS
Mr . Lou Schoen , 4000 Quentin Avenue , was present representing
the Human Rights Commission and the Committee for Study of
Residency Requirements , He explained that the position of the
Human Rights Commission is to abolish the requirement .
After discussion concerning the efficiency of the operation of
the City government with or without this requirement , Councilman
Reynolds moved to waive all residency requirements and that
Police and Fire Civil Service Commission be advised to do the
same . Councilman Koch seconded the motion .
It was the feeling of Councilmen Calinson , Heltzer and Howard
that the matter should be returned to the committee for a more
detailed study , department by department,

8 . ( m ) Councilman Reynolds withdrew his motion and asked staff bring
in change in Section 1 : 303 ( c ) " . , , that the appointing authority which
requires that all employees essential to public safety , health and �
welfare shall become and remain a resident of the City and that
all non - essential in the above respects be not required to have a
residency in the City . Councilman Heltzer seconded . After
further discussion , Councilman Reynolds withdrew his motion and
asked limited debate until thare was a motion on the floor .
Councilman Galinson moved to refer the matter to the committee
on residency requirements with a report to Council by April 7 .
Councilman Reynolds seconded and the motion carried with six
yeas . ( Councilman Graves was not present ) .
(n ) REPORT OF CITY MANAGER • • EMPLOYEEE PROMOTION AND
APPOINTMENTS
It was moved by Councilman Graves , seconded by Councilman
Reynolds , to concur with the promotion and appointments as
follows : Raymond Alstad promoted to new position of Meter
Reader II , Water & Sewer Department ; Mrs . Roxie Rosa
appointed to vacant Clerk III position in Department of Public
Works ; and Mrs . Bernyce Demko appointed as Clerk II in the
Planning Department . Motion carried with seven yeas .
9 . UNFINISHED BUSINESS
( a ) EXTENSION OF ARCHITECTURAL, SERVICES FOR COMMUNITY
CENTER .
Councilman Graves moved to waive reading and adopt resolution
amending contract . Councilman Koch seconded but after discussion
Councilman Graves withdrew his motion and moved to defer to
March 17 , 1969 . Councilman Galinson seconded and the motion
carried unanimously .

Forrest Clapper , chairman of trustee board of Park Baptist .s
Church , said that their main problem is lack of parking and that
the cul - de - sac would remove four more parking spaces .
It was suggested that if Park Baptist Church could acquire more
land for parking they could bring their plans to the City .

Councilman Howard moved to table the matter . Councilman Reynolds
seconded and the motion carried unanimously .

The City Manager explained that when the improvements were
made on Excelsior Boulevard , an attorney was hired to condemn

Councilmen Howard and Reynolds were opposed in principle to
the settlement of this condemnation .
Councilman Koch moved to authorize settlement and complete
the improvement . Councilman Graves seconded and the motion
lost 3 - 4 , Councilmen Galinson , Heltzer , Howard and Reynolds
voting nay .
Councilman Howard moved to waive reading and adopt a resolution
ordering discontinuance of the condemnation . Councilman Reynolds
seconded and the motion carried 4 - 2 , Councilmen Heltzer and
Reynolds voting nay and Councilman Galin son abstaining .
Councilman Howard moved to reconsider , after discussion .
Councilman Galinson seconded and the motion carried 5 - 2 ,
Councilmen Heltzer and Reynolds voting nay .
Councilman Koch restated his original motion to authorize
settlement and complete the improvement . Councilman Graves
seconded and the motion carried 4 - 2 , Councilmen Reynolds
and Heltzer voting nay and Councilman Galinson a stainin .
( Councilman Galinson was not on the Council when the matter
was previously under consideration ) .

and accept bids . Councilman Reynolds seconded and the motion
carried unanimously .
