LOUIS PARK , MINNESOTA February Z4 , 1969 1 , CALL TO ORDER A regular meeting of the City Council was called to order by Mayor Thiel at 8 : 04 p . m . 2 . INVOCATION Invocation was given by Rabbi Abelson of the Beth El Synagogue . 3 , ROLL CALL The following Councilmen were present at roll call : E James Heltze r Frank Howard Richard Koch t Leonard Thiel Also present were the City Manager , City Attorney , Planning Director , Director of Public Works , Supervisor of Zoning and Inspection, and Secretary . Councilman Galinson arrived at 8 : 091 Councilman Graves at 8 : 15 , and Councilman Reynolds at 8 : 45 p . m . 4 . MINUTES On motion of Councilman Howard , seconded by Councilman Koch , the minutes of the special meeting held February 13 , 1969 and the regular meeting held February 17 , 1969 , were approved by a four yea vote with the following change : Item 9a - " The vote on the amend - ment carried 6 - 1 , Councilman Galinson voting nay . " ( Councilmen Galinson , Graves , and Reynolds were not present ) . 5 . Councilman Heltzer moved to approve ( subject to the approval n edeand State Liquor Control Commission ) . Councilman Galinson sec the motion carried with six yeas . 6 PETITIONS , REQUESTS AND COMMUNICATIONS None 7 . RESOLUTIONS AND ORDINANCES l i None 8 . REPORTS OF OFFICERS , BOARDS AND COMMITTEES ( a ) REPORT OF PARKING RESTRICTIONS - SECOND STREET NORTHWEST AND GORHAM AVENUE . ( Councilman Reynolds arrived at 8 : 45 p . m . RESOLUTION NO. 3671 It was moved by Coulacilman Howard seconded by Councilman Graves , to waive reading and adopt Resolution No . 3 671 entitled , " Resolution Authorizing Placement of Traffic Control Sins Regulating Parking . � � Motion carried withy seven eas . g �'� 5 5 Council Minutes , February 24 , 1969 8 . (b ) REPORT OF ORR - SCHELEN - MAYERON - SANITARY SEWER STUDY Mr . Harry Mayeron of Orr - Schelen - Mayeron gave an oral summation of the detailed written report that was given to the Council . Mr . Sam Huston assisted in the presentation by showing in some detail Ion maps the sanitary sewers that are presently very nearly approaching their capacity . It was recommended that St . Louis Park utilize the new Hopkins force main and build a new Cambridge lift station . This was indicated to be the least expensive of two alternatives . Councilman Howard moved that Council accept the recommendation of the consultant and that negotiations be carried on by the City Manager with Hopkins with a report on distribution of costs to be given to Council . Councilman Heltzer seconded and the motion of carried 6 - 1 , Councilman Reynolds abstaining . 03 ' Mr . Bob Frye of the Burdick Grain Co . was present explaining that surveys were being made relative to the construction of a malting company in this area . Since this had not been to the Planning Commission and since the Planning Director and Supervisor of Zoning and Inspection indicated that the proposed site was not properly zoned for this kind of operation , Council felt it was premature to discuss the sewer and water facilities for this company at this time . 9 . UNFINISHED BUSINESS ( a ) REPORT OF SUPERVISOR OF ZONING AND INSPECTION ON ILLEGAL USES OF STRUCTURES AND LANDS ( DEFERRED FROM FEBRUARY 3 , 1969 ) . ( M . & C . 69 - 2 ) . It was moved by Councilman Howard , seconded by Councilman Graves , to authorize the Supervisor of Zoning and Inspection to proceed with enforcement following the recommendation of Staff . Mr . Gene Strommen of the Chamber of Commerce suggested that there be some liaison between business men and Council before enforcement begins . The City Manager briefed the Council on the background of these illegal uses and explained the recommended procedure . Councilman Galinson amended the motion to include that "overt violation of land uses be prosecuted within sixty days on a city - wide basis . Councilman Koch seconded the amendment and it carried 6 - 1 , Councilman Graves voting nay . The vote on the original motion carried unanimously . 56 Council Minutes , February 24 , 1969 10 . (b ) FIREMEN ' S PENSION FUND Councilman Howard brought to the attention of the Council the problem of the deficit in the firemen ' s pension fund and the recommendations of the committee for its solution . Councilman Reynolds moved to accept the committee recommendation on firemen ' s pensions and that a proposed bill , together with cost information , be submitted to the Council at its March 3 meeting for consideration . Councilman Galinson seconded and the motion carried unanimously . f 11 . MISCELLANEOUS ! ( a ) JOINT MEETING WITH PARKS AND RECREATION COMMISSION AND COMMUNITY CENTER ARCHITECT Councilman Koch moved that meeting date be set for March 13 , 1969 at 7 : 30 p . m . Councilman Galinson seconded the motion and it carried 6 - 1 , Councilman Reynolds voting nay . 12 .
