ST . LOUIS PARK , MINNESOTA
February 13 , 1969
A special meeting of the City Council was called to order at 4 : 10 p . m . by
President Pro Tem Frank Howard .
The following Councilmen were present at roll call :
Richard Koch
Robert Reynolds
Richard Graves
Frank Howard
Also present were the City Manager , City Attorney , Deputy City Clerk ,
Police Chief , Sgt . Morris , Sgt . Stimson , Mrs . Rodberg , and Acting
Secretary , Mayor Thiel arrived at 4 : 45 P . m .
Mr . George Schaumburg was present as spokesman for Park Terrace
Supper Club , Inc . Also present and representing Park Terrace Supper
Club , Inc . were attorneys William Geimer and John Rice .
The City Attorney gave a summary of the situation and explained that the
meeting was called as a hearing on revocation or suspension of the Sunday
sales liquor license of Park Terrace Supper Club , Inc . dba George ' s in the
Park , 4700 Excelsior Boulevard , St . Louis Park , Minnesota due to recent
alleged violation of the intoxicating liquor licensing ordinance involving sales
at the bar on Sunday .
After consultation between representatives of the City , the licensee , and
their attorneys , it was stipulated and agreed that the factual basis of the
hearing with respect to the violation claimed by the City would be based
upon the documentary evidence to be presented by the City Attorney to the
City Council , consisting of the Notice of Hearing with proof of service
attached , a certified copy of Ordonance No . 1011 dealing with Sunday
liquor sales , and a copy of the offense reports of the Police Department.
All of these documents were marked as exhibits and were received in evidence
by the President Pro Tem on behalf of the City Council and declared to be
findings of fact.
The question was raised as to the necessity of a court reporter at the
proceedings and both the City Attorney and the licensee agreed to waive the
need for such a reporter .
The second phase of the hearing having to do with the consideration of
mitigating circumstances and the imposition of disciplinary action , if any ,
were fmund to be necessary was also stipulated and agreed to be presented
to the Council by the representatives of the various parties involved ,
reserving the right to take evidence as to any aspects of the hearing which
