CALL TO ORDER A regular meeting of the City Council was called to order by Mayor Thiel at 8 : 20 p . m . The meeting was delayed due to a lack of quorum . 2 . INVOCATION Invocation was given by Councilman Frank Howard . 3 . ROLL CALL The following Councilmen were present at roll call : Richard Graves James Heltze r Frank Howard Robert Reynolds Leonard Thiel Also present were the City Manager , City Attorney , Planning Director , Director of Public V,' orks , and Acting Secretary . 4 . MINUTES On motion of Councilman Howard , seconded by Councilman Reynolds , the minutes of the regular meeting held December 15 , 1969 , were approved unanimously by all members present . 5 . PUBLIC HEARINGS ( a ) APPLICATION FOR LICENSE: TO SELL INTOXICATING LIQUOR , SUNDAY SALES AT NLINNEAPOLIS COLF CLUB , AS DESCRIBED IN NOTICE OF HEARING PUBLISHED DECEMBER 11 AND DECEMBER 18 , 1909 . Mayor Thiel opened the hearing . There being no one present to speak on this matter , the Mayor declared the hearing closed . Councilman Howard moved to approve the issuance of the license . SWENSON , Mayor Thiel opened the hearing , N.. r , John Sponsel , 4225 Wooddale , felt that the recommendation of the Planning Commission was valid and that there was not sufficient hardship to warrant granting such a variance , 1Vlr . Emil Adams , 42- 13 Wooddale , felt that reducing the size of the lots would not be in accordance with the other homes in the neighborhood and therefore would depreciate the value of the homes , Mrs . Florence F. nersen , 4241 Va' ooddale , was present urging approval of the requested variance . There being no one else present wishing to speak on this matter , Mayor 'Thiel declared the hearing closed . Councilman howard moved to deny the variance , Councilman Graves seconded and the motion carried with four votes with Councilman Reynolds abstaining . After further discussion on the adequacy of debate on the issue , Councilman 11eltzer moved to reconsider , seconded by Councilman rioward . The motion carried unanimously , The subsequent vote on the original motion was then carried 5 - 0 . Councilman Reynolds moved to table the matter , The mot .Jon was seconded by Councilman Howard but failed to pass by a 2 - 3 vote . ( Councilmen Heltzer , Craves , and Mayor Thiel voting nay . ) Councilman Heltzer then moved to defer discussion of the resolution until such time as the Councilmen have read the Internal Securities Act Subtitle II and to have I-iuman Rights Commission members avail themselves for discussion of the resolution . The motion was seconded by Councilman Graves and carried by a 5 - 0 vote . Councilman Reynolds moved that a copy of Commissioner Frank Kent ' s letter to Parley Bright , Acting Commissioner of Education , be sent to the Chairman of the St . Louis Park School Board and that the Board be asked for an indication of their position and plans on the matter , and that a reminder be given to the School Board con - cerning the City Council ' s wish that a member of the Schhool Board be appointed as a member of the Human Rights Commission . The motion was seconded by Councilman Graves and carried 5 - 0 . Upon hearing no further discussion , the Mayor ordered the minutes be received for filing , 8 . ( f ) MINUTES OF PLANNING COMMISSION MEETING HELD DECEMBER 17 , 1969 . After considerable discussicn , Councilman % eltzer moved that staff be directed to prepare study on the desirability of canopies and other such structures in all zoning districts . Councilman howard seconded and the motion carried unanimously . Upon hearing no further discussion , the Mayor ordered the minutes be received for filing . 9 . After considerable discussion , Councilman Reynolds moved that the staff be directed to send a letter of urgency to the Minnesota State Highway Department to facilitate immediate installation of lighting on the median strip wall on Highway No . 100 , and that the City Manager attempt to obtain a response as soon as possible from officials of the Highway Department before January 5 , 1970 . Councilman Graves seconded and the motion carried 5 - 0 . ( d ) Councilman Reynolds moved that the registration fee for First V:' and Councilman to attend the Mayor and Councilmen School be paid by the City . NEW BUSINESS ( a ) DISCUSSION CONCERNING ESTABLISHMENT OF YOUTh ADVISORY COMMISSION ( REQUESTED BY COUNCIL NOVEMBER 3 , 19690 ) The City Manager informed the Council that letters were sent to all schools , including student body presidents , principals and the school superintendent regarding the Council ' s interest in forming a youth council in St . Louis Park . Councilman Reynolds moved that the rviayor be directed to visit the schools in the area in order to generate interest in youth participation in City government . Councilman Graves seconded , and the motion carried unanimously . (b ) EMPLOYi1E APPOINTMENT AND PRONLOTION . CLAIMS , APPROPRIATIONS AND CONTRACT PAYMENTS ( a ) Verified Claims On motion of Councilman Reynolds , seconded by Councilman Graves , the lists of verified claims prepared by the Director of Finance and presented to the Council dated December 29 , 1969 in the total amounts of $ 6 , 830 . 28 for payroll , and $ 77 , 614 . 77 for vendors were approved , and the City N.Lanager , City Clerk and City Treasurer were . authorized to issue checks covering same by a 5 - 0 vote .
