LOUIS PARI{ , MINNESOTA October 6 , 19b9 1 , CALL TO ORDER A regular meeting of the City Council was called to order by Mayor Thiel at 8 : 12 p . m . Z. INVOCATION Invocation was given by Rev . Arnold Anderson of the V estwood Lutheran Church. 3 , ROLL CALL The following Councilmen were present at roll call : Murray Galinson Frank Howard Richard Koch Leonard Thiel Also present were the City Manager , Assistant City Manager , City Attorney , Finance Director , City Assessor , Planning Director , Director of Public Works , and Secretary . Councilman FAeltzer arrived at 8 : 16 p . m . and Councilman Reynolds at 8 : 23 p . m . 4• h1INUTES On motion of Councilman Galinson , seconded by Councilman Howard , the minutes of the special meetings held September 24 , September 27 , and September 29 , 1969 and the regular meeting held September 29 , 1969 , were approved by a four yea vote with the following amendment: Page 293 , second paragraph from bottom of the page should read , " m.otion was made by Councilman Heltzer , seconded by Councilman Howard , that the on - sale non - intoxicating malt liquor license fees be raised from $ 250 to $ 350 and that the staff prepare the proper ordinance change to accomplish this . P . ) , WESTW OOD NU ,-ZSING HOME . RESOLUTION NO . 3839 It was moved by Councilman Koch , seconded by Councilman Howard , to waive reading and adopt Resolution No . 3839 entitled , " Resolution Amending Resolution No . 3743 Granting Permit under Section 6 : 082 . 2 of the St . Louis Park Zoning Ordinance for Construction of Nursing Home . " Motion carried with five yeas . ( Councilman Reynolds was not present . ) (b ) REQUEST FROM ALLEN CHRISTY" FOR RECONSIDERA 'T'ION OF TAXIDERMIST ( ZONING ) OPERATION . It was moved by Councilman Koch , seconded by Councilman Heltzer , to deny the request to reconsider . No vote was taken on the motion . After discussion , Councilman Heltzer moved to table . Councilman Galinson seconded and the motion carried with six yeas . (c ) NOTIFICATION OF INTENT TO CONDUCT BINGO GAME - FRIDAY AND SUNDAY NIGHTS FROM JANUARY 1 , 1970 TO JUNE 30 , 1970 - BY ST . LOUIS PARK VFW # 5632 . Upon hearing no objection , the notice was ordered by the Mayor to be received for filing . 7 . RESOLUTIONS AND ORDINANCES ( a ) FIRST READING OF PROPOSED ORDINANCE AMENDING ORDINANCE NO. 920 PASSED SEPTLMBER 14 , 19640 ENTITLED " AN ORDI- NANCE REGULATING SALES OF INTOXICATING LIQUOR AND BEER TO MINORS " . It was moved by Councilman Howard , seconded by Councilman KOch , to waive first reading of proposed ordinance and set date for second reading October 20 . 1969 . ORDINANCE NO . 1080 It was moved by Councilman Galinson , seconded by Councilman Howard , to waive second reading and adopt Ordinance No . 1080 entitled , " An Ordinance Adopting the Budget for the Fiscal Year 1970 and Amending the 1969 Budget as Adopted by Ordinance 1042 and Amended by Ordinance 1060 . REPORTS OF OFFICERS , BOARDS , AND COMMITTEES (a ) REPORT OF THE PLANNING COMMISSION ( CASE NO. 69 - 17 - VAC . ) RECOMMENDING UNFAVORABLY UPON THE REQUEST OF GENE AND MARCELLA BORMES TO VACATE A PORTION OF DART AVENUE , RESOLUTION NO, 3843 It was moved by Councilman Reynolds , seconded by Councilman Koch , to waive reading and adopt Resolution No . 3843 entitled , " Resolution for Hearing on Petition to Vacate Street" . Motion carried 6 - 0 . Hearing was set for October 20 , 1969 . (b ) REPORT OF THE PLANNING COMMISSION RECOMMENDING FAVORABLY UPON THE REQUEST OF GENE BORMES ( CASE NO . 69 - 41 - S . P . ) TO FILL LAND ALONG MORNINGSIDE ROAD BETWEEN W OODDA LE AND DART . It was moved by Councilman Reynolds , seconded by Councilman Koch, to waive reading and adopt resolution granting permit . RESOLUTION NO. 3844 It was moved by Councilman Galinson , seconded by Councilman Howard , to waive reading and adopt Resolution No . 3844 entitled , " Resolution Authorizing Pla4 ernent of Traffic Control Signs Regulating Parking . " 'A "otion carried 6 - 0 . 9 , UNFINISHED BUSINESS None 109 NEW BUSINESS ( a ) CHANGE ORDER NO. 1 -- CONTRACT WITH BARBAROSSA & SONS - ADD IMPROVEMENT NO, 69 - 04 , RANDALL AVENUE STORM SEWER , Councilman Reynolds moved to approve the change order and to authorize the City Manager to execute . Councilman Heltzer secon - ded and the motion carried 5 - 0 , Councilman Galinson abstaining due to conflict of interests . (b ) QUENTIN AVENUE - STATUS AS STATE AID STREET Councilman Reynolds moved that Quentin Avenue from Excelsior Boulevard to Wooddale Avenue be referred to the Planning Commission for their advice and recommendation as to whether it should remain an arterial street and in the State Aid Plan . Councilman Howard seconded and the motion carried with six yeas . (c ) COMMISSION APPOINTMENTS Councilman FIeltzer moved that Phyllis Watson be appointed to pired term of the Citizens Advisory Commission to fill the veto the Human Paul Burk ( expiring 12 / 31 / 69 ) and Jane Tschida ( � g iced term of Lorraine Taylor Rights Commission to fill the unexpired Ka h seconded and the motion ( expiring 6 / 1 / 70 ) .
