1 . CALL TO ORDER
A re alar meeting of the City Council was called to order by Mayor

Thiel at 8 : 19 p . m .
2 . INVOCATION -
Invocation was given by Rev . Edwin Hollen of the First Assemblies of
God Church.
3 . ROLL CALL
The following Councilmen were present at roll call :
Murray Galinson
Richard Graves
James Heltzer
Frank Howard
Richard Koch
Robert Reynolds
Leonard Thiel
Also present were the City Manager , City Attorney , Planning Director ,
Director of Public Works , and Secretary .
Mayor Thiel presented plaques honoring the service of the following :
George Gibson , Assistant Fire Chief , 1938 - 1969 ; A . J . Wright , Jr .
Planning Commission , 1960 - 1968 ; and Keith N'eland , Planning Commission ,
February 1968 to December 1968 ,
4 . MINUTES
On motion of Councilman Galinson , seconded by Councilman Graves , the
minutes of the regular meeting held October 13 , 1969 , were approved by
a seven yea vote .
5 . PUBLIC HEARINGS
(a ) PROPOSED VACATION OF PORTION OF DART AVENUE ( CASs✓ NO .
69 - 17 - VAC . ) - REQUESTED BY GENE AND NMARCELLA BORMES

Mr . Gene Bormes , 4131 Colorado Avenue , was present .

The Planning Director explained the proposed vacations
that Lot 8 would be cut Off from n aindicating
y access if this street were vacated .
The City Attorney explained that even though two lots had combined for tax purposes the d been
y could be separated and sold
individually If this were to happen one lotwould be without
access . any
1\,` r . Bormes said that the owner of Lot 8 does object to the vacation .
There being no one else present desiring to speak to this matter
Mayor Thiel declared the hearing closed . ,,
It was moved by Councilman Heltzer , seconded by Councilman
Graves , to deny the requested vacation . The motion carried
unanimously .
6, PETITIONS , REQUESTS , AND COMMUNICATIONS

7 , RESOLUTIONS AND ORDINANCES
(a ) RESOLUTION AUTHORIZING THE CITY MANAGER TO FILE AN
APPLICATION FOR A FEDERAL GRANT TO DEVELOP A WATER
POLLUTION PREVENTION PROGRAM .
RESOLUTION NO. 3855
It was moved by Councilman Howard , seconded by Councilman
Reynolds , to waive reading and adopt Resolution No . 3855 entitled ,
" Resolution Authorizing the City Manager to File an Application for
a Federal Grant to Develop a Water Pollution Prevention Program . "
The motion- carried unanimously .
(b ) RESOLUTION AUTHORIZING THE CITY MANAGER TO FILE AN
APPLICATION FOR A FEDERAL GRANT TO DEVELOP A WORKABLE
PROGRAM FOR AIR POLLUTION CONTROL.
RESOLUTION NO. 3856
It was moved by Councilman Heltzer , seconded by Councilman
Howard , to waive reading and adopt Resolution No . 3856 entitled ,
" Resolution Authorizing the City Manager to File an Application
for a Federal Grant to Develop a Workable Program for Air
Pollution Control . " The motion carried unanimously .

7 . c RESOLUTION STATING POLIC f RELATIVE TO LIQUOR
LICENSING AND SALES
Councilman Howard moved to waive reading and adopt resolution*
Councilman Galinson seconded but no vote was taken on themo on .
Councilman Reynolds moved to amend Item 5 to read , " Encourage
all licensed establishments to install photographic identification
equipment or other approved means to be utilized on a sys sematic
basis to identify and make record on sales to� } questionable
patrons . " Councilman Graves seconded the motion .
After discussion concerning items in the resolution that would
require revision , Councilman Graves moved to table . Councilman
Heltzer seconded but the motion lost 6 - 1 , Councilmen Galinson ,
Heltzer , Howard , Koch , Reynolds , and iv' ayor Thiel voting nay .
Councilman Howard explained that it was his feeling that the matter
should be discussed by the entire Council on November 3 at 7 : 30 p . m .
Alter further discussion , Councilman Reynolds moved to refer this
matter to the committee . Councilman Graves seconded and the
motion carried 6 - 1 , Councilman Galinson voting nay .
(d ) SECOND READING OF PROPOSED ORDINANCE Ar:zENDING
SECTION 6 : 2311 ENTITLED " VIOLATION AND PENALTY " ,
ORDINANCE NO, 730 PASSED DECElvIBER 281 1959 , ENTITLED
" ST . LOUIS PARK ZONING ORDINANCE " , RELATING TO
PENALTY FOR VIOLATION THEREOF , AS AMENDED BY
ORDINANCE NO, 1076 , ADOPTED Sr. PTEMBER 15 , 1969 .
ORDINANCE NO, 1081
It was moved by Councilman Graves , seconded by Councilman
Heltzer , to waive second reading and adopt Ordinance No . 1081
entitled , "An Ordinance Amending Section 6 : 23 .1 , Entitled ' Violation
and Penalty ' , Ordinance No . 730 Passed December 28 , 1959 ,
Entitled ' St . Louis Park Zoning Ordinance ' , Relating to Penalty
for Violation Thereof , as Amended by Ordinance No . 10769
Adopted September 15 , 196911 . The motion carried unanimously.
(e ) SECOND READING OF PROPOSED ORDINANCE AMENDING
ORDINANCE NO, 920 PASSED SEPTEMBER 14 , 1964 , ENTITLED
" AN ORDINANCE REGULATING SALES OF INTOXICATING LIQUOR
AND BEER TO -MINORS " .

8. RE; PORTS OF OFFICERS , BOARDS , AND CONLIITTEES
(a ) REPORT OF STOP SIGN STUDY _ WEST 27TH STREET A
A. LABAhiA AVENUE ND
Councilman Koch moved to amend the resolution as presented to
have stop signs placed on Alabama Avenue rather than on 27th
Street . Councilman Galinson seconded the motion .
The Director of Public Works stated that the stopping of the
heavier volume of traffic on Alabama Avenue will cause disrespect
of stop signs . The reason for installing stopsigns was the accident
record and this was the only reason for installing stop signs at this
intersection .
Miss Karen Zaminski , 1832 Colorado Avenue , suggested that more
use might be made of yield signs .
Councilman Howard said he would like criteria established for
the placement of stop signs '
The vote on the motion to amend the resolution as presented
carried 6 - 1 , Mayor Thiel voting nay .
RESOLUTION NO. 3857
It was moved by Councilman Koch , seconded by Councilman
Galinson to waive reading and adopt amended Resolution No .
3857 entitled , " Resolution Authorizing Placement of Stop Signs
for Traffic Control at Intersection of West 27th Street and
Alabama Avenue . " Iviotion carried 5 - 2 , Councilman Howard
and Mayor Thiel voting nay.
(b ) PRE LIMINAR Y REPORT OF DIRECTOR OF PUBLIC WORKS
AND ASSESSMENT REPORT WITH RESPECT TO INIPROVEMENT

It was moved by Councilman Galinson , seconded by Councilman
Howard , to waive reading and adopt Resolution No . 3858 entitled ,
" Resolution Receiving Reports and Calling Hearing on Improvement
No . 68 - 18 . 11The motion carried unanimously . Hearing date was
set for November 3 , 1969 .
( c ) IViINUTES OF CITIZ11NS ADVISORY COMMITTEE MEETING HELD
OCTOBER 9 , 19690
Councilman Koch asked that the matter of establishing -. a Housing
and Redevelopment Authority be placed on the agenda for
November 10 , 1969 for discussion .
Upon hearing no further discussion , the minutes were ordered by
the Mayor to be received for filing .
( d ) MONTHLY FINANCIAL REPORT - SEPTEMBER 1969
Upon hearing no discussion , the report was ordered by the Mayor
to be received for filing .
( e ) QUARTERLY ACTIVITY REPORT - THIRD QUARTER 1969
Upon hearing no discussion , the report was ordered by the Mayor
to be received for filing .
(f ) REPORT ON FINAL PLAT - KLOCEK ' S ADDITION - 29TH AND
NATCHEZ
Mr . Albin Klocek was present .
The Planning Director , showing a transparency of the plat ,
explained that included with the plat was a variance to allow one
lot to be 68 . 5 ft . wide and this variance would be a part of the
final plat .
RESOLUTION NO, 3859
It was moved by Councilman Galinson , seconded by Councilman
Graves , to waive reading and adopt Resolution No . 3859 entitled ,
" Resolution Giving Approval for Final Plat of Klocek ' s Addition . "
Notion carried unanimously .
9 . UNFINISHED BUSINESS

It was moved by Councilman Koch , seconded by Councilman
Heltzer , to waive reading and adopt resolution ordering improvement
be not made .
Mrs . Pauline Perlman , 5100 West 28th Street , and lairs . George
Amberg , 2701 Salem Avenue , spoke against the improvement , indicating
that they would not benefit .
Councilman Koch explained that he felt that the wall originally placed
was inferior and if it must be replaced it should be paid for from
the general fund . The Director of Public Works said the wall did
have drawbacks but was typical of walls constructed at that time ( 1948 ) .
After discussion as to the responsibility of keeping the alley in a safe
condition , Councilman Koch withdrew his motion to order the
improvement be not made .
RESOLUTION NO, 3860
It was moved by Councilman Koch , seconded by Councilman
Heltzer , to waive reading and adopt Resolution No . 3860 entitled ,
" Resolution Ordering Improvement and Ordering Preparation of
Plans Improvement No . 69 - 21 , " constructing the $ 1 , 100 retaining
wall and taking the money from the general fund . The motion
carried 4 - 3 , Councilmen Howard , Reynolds , and Mayor Thiel
voting nay .
It was Councilman Howard ' s feeling that the entire city should
not pay for an improvement benefitting only the local property
owners . He asked if the dry wall construction would be satisfactory .
The Director of Public Works said that it could be put in this way
but he could not guarantee this wall as the one originally proposed .
(b ) PROPOSED ORDINANCE AMENDING THE ZONING ORDINANCE
TO INCLUDE " TAXIDERMY " UNDER SECTIONS 6 : 122 . 14 AND
6 : 162 . 3 ( CASE NO . 69 - 35 - Z . ) - ( DENIED SEPTEMBER 8 , 1969 -
TABLED OCTOBER 6 , 1969 ) .
Mr . Allen Christy , 6407 West Lake Street , was present expressing
interest in the proposed ordinance amendrnent .

Councilman Heltzer seconded and the motion carried
Councilman Graves moved to appoint Allen Olaisky to fill
the
unexpired term ( 12 / 31 / 71 ) of Jud Harper on the CitizensAdvisory
Committee . Councilman Reynolds seconded and the motion
carried unanimously,
It was moved by Councilman Heltzer , seconded by Councilman Koch ,
to appoint Roger Flatten to the Citizens Advisory Committee .
Councilman Galinson moved to table this appointment . Councilman
Reynolds seconded and the motion carried 4 - 3 , Councilmen Heltzer ,
Howard , and Koch voting nayr
(d ) SPECIAL ASSESSMENT , PAVING, CURB AND GUTTER ,
2600 LYNN AVENUE ( HEARING CLOSED OCTOBER 139 1969 ) .
Mr . I. S . Lott , 2600 Lynn Avenue , explained that he was ill the
night of the hearing and unable to appear to voice his objections .
He indicated that the improvement did not benefit his property and
that he was retired and it would be a hardship to pay this special
assessment .
Councilman Koch agreed that the improvement had a negative
effect in some cases and had caused a hardship on some of the
property owners .
The City Attorney explained that the assessment roll had been
certified to the County Auditor and that the only action that could
be taken is to request a review of that assessment and a possible
abatement .

Committee . Councilman Reynolds seconded and the motion
carried unanimously .

12 . CLAIMS , APPROPRIATIONS , AND CONTRACT PAYME41; NTS
(a ) VERIFIED CLAIMS
On motion of Councilman Reynolds , seconded by Councilman
Graves , the lists of verified claims prepared by the Director
of Finance and presented to the Council dated October 20 , - 1969
in the total amounts of $ 1 , 997 . 79 for payroll , and $ 38 , 121 . 34
for vendors were approved , and the City Manager , City Clerk ,
and City Treasurer were authorized to issue checks covering
same by a seven yea vote
13 . ADJOURNMENT
On motion of Councilman Reynolds , seconded by Councilman Graves ,
the meeting was adjourned at 10 : 45 p . m . by a seven yea vote .
