CALL TO ORDER A regular meeting of the City Council was called to order by Mayor Thiel at 8 : 09 P . m . 2 . INVOCATION Invocation was given by Rev . Robert Bardy of the Westwood Lutheran Church . 3 . ROLL CALL The following Councilmen were present at roll call : Murray Galinson Richard Koch James Heltze r Frank Howard Robert Reynolds Leonard Thiel Also present were the City Manager , City Attorney , Planning Director , Director of Public Works , and Secretary . 4 f Councilman Graves arrived at 8 : 28 P . m . 4 . MINUTES j 1 On motion of Councilman Galinson, seconded by Councilman Koch , the minutes of the regular meeting held December 23 , 1968 , were approved I by a six yea vote . ( Councilman Graves was not present ) . S . PUBLIC HEARINGS (a ) PROPOSED PRELIMINARY PLAT OF WESTWOOD ESTATES FOURTH ADDITION ( WESTWOOD HILLS DRIVE AND FRANKLIN AVENUE ) - REQUESTED BY ROBERT J . MCNULTY COMPANY , ( CONTINUED FROM SEPTEMBER 301 NOVEMBER 49 NOVEMBER 18 , AND DECEMBER 16 , 1968 ) . Councilman Galinson moved to continue to January 20 , 1969 . Council - man Reynolds seconded and the motion carried with six yeas . ( Councilman Graves was not present ) . (b ) IMPROVEMENT NO. 65 - 46 , STORM SEWER , NORTH CENTRAL AREA BOUNDED IN GENERAL BY THE MN &S RAILWAY ON THE 1 Council Minutes , January 6 , 1969 5 . (b ) EAST ; WEST 22ND STREET AND CEDAR LAKE ROAD ON THE SOUTH ; LOUISIANA AVE NUE ON THE WEST ; AND To H . 12 ON THE NORTH , AS DESCRIBED IN NOTICE OF HEARING PUBLISHED DECEMBER 12 AND 19 , 1968 . Mayor Thiel opened the hearing . He explained the Council ' s assessment policy on storm sewers . The director of public works explained the successive stages of storm sewer construction , illustrating by use of maps the past construction and proposed future construction , as well as projects approved but not yet constructed . He also gave specific details concerning the method by which the drainage is to be engineered . Mr . Louis Balster , 1622 Edgewood Avenue , expressed concern about the ponding adjacent to his back yard . Mayor Thiel explained it is the intention of the City , with the cooperation of the neighbor - hood , to beautify these ponding areas . Councilman Galinson said he had received a letter from Mr . Neal Perry , 1610 Edgewood Avenue , stating the same concern , especial - ly with regard to small children in the area and asked that the ponding area be fenced . I K There being no one else present wishing to speak to this item , Mayor Thiel closed the hearing . a RESOLUTION NO, 3654 I It was moved by Councilman Koch , seconded by Councilman Howard , j to waive reading and adopt Resolution No . 3654 entitled , " Resolution Ordering Improvement and Ordering Preparation of Plans Improve - ment No . 65 - 46 . " Motion carried with seven yeas . (c ) APPLICATION FOR OFF SALE NON - INTOXICATING LIQUOR LICENSE - BY SAMUEL OKRENT , MINIT MARKET GROCERY STORE , 6300 WEST LAKE STREET , AS DESCRIBED IN NOTICE OF HEARING PUBLISHED DECEMBER 12 , 1968 . Mayor Thiel opened the hearing , There being no one present interested in this matter , Mayor Thiel declared the hearing closed . It was moved by Councilman Howard , seconded by Councilman Galinson , to approve issuance of license . RESOLUTIONS AND ORDINANCES ( a ) SECOND READING OF ORDIMANCE AMENDING SECTION 4 : 607 AND REPEALING SUBDIVISION 2 OF SECTION 4 : 803 OF THE CITY OF ST , LOUIS PARK ORDINANCE, CODE RELATING TO VISUAL OBSTRUCTIONS AT INTERSECTIONS , ORDINANCE NO, 1057 i It was moved by Councilman Graves , seconded by Councilman J i Koch , to waive second reading and adopt Ordinance No . 1057 entitled , "An Ordinance Ameadin Subdivision 2 of Section 4 : 803 of the ction 4 : 607 and Aepealing Ordinance Code Relating to Visual Obstructions of St . ( c ) FIRST READING OF AN ORDINANCE AUTHORIZING THE TRANSFERS OF FUNDS AND PROVIDING APPROPRIATIONS FOR SALARY ADJUSTMENTS FOR YEAR ENDING DECEMBER 31 , 1969 . It was moved by Councilman Graves , seconded by Councilman Galinson , to waive first reading and set second reading for January 13 , 1969 . Motion carried unanimously . (d ) SECOND READING OF AN ORDINANCE AMENDING THE FOL- LOWINGSECTIONS OF THE ST . LOUIS PARK ORDINANCE CODE RELATING TO THE POSITION CLASSIFICATION PLAN , COM - PENSATION PLAN , BASIC PERSONNEL POLIC V AND CONDITIONS OF ALL CITY EMPLOYMENT : SECTION 1 : 308 COMPENSATION PLAN ; SECTION 1 : 315 'VACATION LEAVE ORDINANCE NO, 1059 It was moved by Councilman Graves , seconded by Councilman Galinaon , to waive second reading and adopt Ordinance No . 1059 entitled , " An Ordinance Amending the Following Sections of the St . Louis Park Ordinance Code Relating to the Position Classifica - tion Plan , Compensation Plan , Basic Personnel Policy and Conditions of City Employment : Section 1 : 308 Compensation Plan ; Section 1 : 315 Vacation Leave . " Motion carried unanimously . 8 . REPORTS OF OFFICERS , BOARDS AND COMMITTEES ( a ) REPORT OF CITY MANAGER CONCERNING LAMPE PROPOSAL REGARDING SOLUTION TO TRAFFIC PROBLEM Mayor Thiel suggested that this matter should be limited to one hour or less with a spokesman representing each interested group . Councilman Howard questioned whether anyone in the chambers was recording the proceedings and if they were whether or not they would supply Council with a copy of the tape . A gentlemen representing Mr . A . W . Lampe said that he was recording and that he would supply a copy if Council would pay him the cost of the reproduction . Councilman Heltzer made the following motion : 1 . to remove the barricade at 36th Street and Aquila 2 . to install through - stop signs at the following intersections : 31st Street and Aquila Lane , Boone Avenue and Aquila 4 cil Minutes , January 69 1969 Coun 34th Street and 34th Street and Aquila Lane , Lane , 34th Street and Aquila Avenue , and 8 . Councilman Koch expressed concern about the erection of for them . proliferation of stop signs thereby creating dis rout routing or controlling He felt they would not be an effective means of g t raffic . The City Manager said stop signs should not be placed indiscriminately without justification but felt that a study should be made to determine their affect . He was of the opinion that they could be dried and later modified . He also suggested that radar traffic enforcement should be increased to encourage reduced speeds and discourage outside traffic . Mayor Thiel said there was no doubt that considerable relief will be felt with the extension of 36th Street to 18 and the extension of Flag Avenue to 36th Street . He felt that there is an excellent chance that these connections would be made by this summer . He also informed Council that stop signs would have to be erected by resolution passed by Council . Councilman Howard said that although the barricade may have caused some inconvenience it had also been effective in cutting traffic volumes on Aquila Avenue , Mr . Ken Johnson , 3521 Aquila Avenue , was against the barricade and when questioned by Councilman Howard whether sidewalks should be installed for safety answered that obviously if children are kept off the street it would be safex for the children . Mr . Roy Gummeson , 8448 West 35th Street , represented residents on 35th Street . He said that the present barricade should be rem°ved reduced speeds to discourage traffic He and there should be presented a petition with 484 signatures protesting n the barricade YAM S Council Minutes , January 6 , 1969 8 . ( a ) Sherman Friedman , 3319 Aquila Lane , represented people in that area . He said that the barricade should remain until the two lanes of County Road 18 are connected to extended 36th Street . Mr . A . Mi . Lampe , 3924 Dakota Avenue , asked when the barricade would be removed . Mayor Thiel and Councilmen Howard and Heltzer assured him that if the motion passed the barricade would be removed after the installation of the stop signs . Mr . Lampe presented Council with the following statement : " Traffic Control and Safety Measures that Can Be Used Without Closing Streets . These are Fair to All Residents Wishing to Use the Streets , and Most Can Be Done at Once with a Minimum of Cost 1 . Stop Signs - two on Aquila Avenue north and south of 31st Street intersection ; one on Boone Avenue west of Aquila Lane Intersection ; three - way on 34th Street and Aquila Lane Intersection ( one now up ) ; two on Aquila Avenue north and south of 35th Street ; one on Aquila Avenue north of 36th Street . 2 On city and school property install sidewalk on 31st Street 'west of Xylon and on west side of Aquila Lane from Boone south along park property . ' 3 . Designate school crossing points on Aquila Avenue and Aquila Lane . 4 . Post speed limits . 5 . Use positive informational signs on Minnetonka Boulevard , with directional arrows pointing east to Texas Avenue " to Knollwood and Target " . " Mr . Lampe questioned whether the motion was tied up with making the connection of 36th Street and Highway 18 . The Mayor and Councilmen Howard and Heltzer assured him that it was not . Bill Aberman , 8900 Minnehaha Circle , indicated that he agreed with the intent but made a plea to Council to listen to staff ' s recommendation concerning the erection of stop signs . Mr . Edward Strand , 8536 West 35th Street , expressed the hope that school children walking to school would be encouraged to walk along old 36th Street as they had. done previously . (b ) REPORT OF CITY MANAGER CONCERNING NON - INTOXI 4530NG MALT LIQUOR OR LICENSE FOR THE PIZZA HOUSE , INC . , EXCELSIOR BOULEVARD ilman Graves moved to deny issuance of the renewal Counc license . Councilman Heltzer seconded the Motson. Mr . Herb Davis , attorney , and Mr . Tom Thielges were present representing the applicant . Councilman Howard explained that this license renewal had been blishent . deferred to investigate calls to police made by this es a r Councilman Galinson said he felt that many of the calls were because of problems in the Pizza House , but did not want to discourage people from calling the police to avoid serious problems . He explained that it was his belief that beer would not help the situation at this establishment . Mr . Thielges said that calls were made to protect Pizza House customers from occurrences in a dark part of the municipal parking lot but that since lights had been installed the trouble had been .f lessened considerably . Mr . Davis also explained that many of the activities in which the police were called were happenings in the municipal parking lot . He also said that the Pizza House propos ( to have officers of a private agency to assist in enforcement of order in the establishment . Councilman Reynolds felt that the motion was not justified and that he would vote against it . Mayor Thiel also said that he felt the calls were normal for the type of business and that t ie explana - tion of their having been activities in the municipal lot was a legitimate one . He said it would be unfair to attach significance to them . ( c ) REPORT CONCERNING PARKING RESTRICTIONS ON HUNTINGTON FROM MINNETONKA BOULEVARD TO SUNSET BOULEVARD RESOLUTION NO4, 3655 It was moved by Councilman Graves , seconded by Councilman Galinson , to waive reading and adopt Resolution No . 3655 entitled , " Resolution Authorizing Placement of Traffic Control Signs Regulating Parking . " Motion carried with seven yeas . (d ) MINUTES OF BUILDING ADVISORY COMMISSION MEETING HELD NOVEMBER 24 , 1968 Upon hearing no objection , Mayor Thiel ordered the minutes to be received for filing . 9 . UNFINISHED BUSINESS ( a ) PROPOSED PRELIMINARY PLAT OF FOURTH COUNTRY CLUB ADDITION OF WESTWOOD HILLS ( UTAH AVENUE , UTAH DRIVE AND 18TH STREET ) REQUESTED BY ROBERT J . MCNULT Y CO . ( HEARING CLOSED , ACTION CONTINUED FROM AUGUST 19 , SEPTEMBER 9 , SEPTEMBER 16 , OCTOBER 79 OCTOBER 21 , NOVEMBER 4 , NOVEMBER 18 , AND DECEMBER 16 , 1968 ) . Councilman Galinson moved to defer to January 20 , 1969 . The motion was seconded by Councilman Graves and carried unanimously . (b ) LEGAL FEES - 1967 ELECTION It was moved by Councilman Heltzer , seconded by Councilman Koch , to table this matter . Motion carried 4 - 2 , Councilmen Howard and Reynolds voting nay and Councilman Graves abstaining . Councilman Howard moved to take the item from the table . Council - man Reynolds seconded and the motion carried 4 - 20 Councilmen Heltzer and Koch voting nay and Councilman Graves abstaining . When a question arose concerning the reason for tabling this matter , Councilman Heltzer said that he needed more time to make his decision and if not given that time would The forced to vote against the matter .
