LOUIS PARK , MINNESOTA September 9 , 1968 1 , CALL TO ORDER A regular meeting of the City Council was called to order by Mayor Thiel at 8 : 05 p . m . Z , INVOCATION Invocation was given by Rev . Douglas Norris of the Aldersgate Methodist Church . 3 , ROLL CALL The following Councilmen ;were present at roll call : Murray Galinson Richard Graves James Heltzer Frank Howard Richard Koch Leonard Thiel Also present vlere the Acting City Manager , Assistant City Manager , City Assessor , Planning Director , Director of Public Works , and Secretary. Councilman Reynolds arrived at 8 : 10 pm . `io MINUTES On motion of Councilman Foward , seconded by Councilman Graves , the minutes of the regular meeting held August 26 , 1968 were approved by a six yea vote . " Motion carried with seven yeas . 6 . PETITIONS , REQUESTS AND COMMUNICATIONS ( a ) COMMUNICATION F ROM HUMAN RIGHTS COMMISSION CONCERNING RESIDENCY REQUIREMENTS OF E M P LOYEFES . Councilman Galinson moved that the Mayor appoint a committee to discuss this matter and give its recommendation to the Council , this committee to include two members of Council , the new City Manager , and two members of the Human Rights Commission as designated by the Chairman of the Human Rights Commission . Councilman Graves seconded the motion. Councilman Koch amended the motion to include the instructions that the following findings, as recommended by the Public Safety Committee , be given to this new committee : ( 1 ) Officers residing in the community have a great It de corps " for their own profession itself . on and the community By living in the City the officers can avail themselves of many voluntary organizations which bring them into contact with the residents of the City , ( 2 ) If a general emergency should occur , resideIIcY in the community decreases the response time ; ( 3 ) By living in the community , an officer may be more aware of the problems which will aid in the enrorcement process ; ( 4 ) St . Louis Park has a great availability of housing for alb. income levels throughout the city; and ( 5 ) It is not necessary to live in the City to apply for a position and they are allowed 12 to 15 months to move into the City after hired • There are also excelptions to this in case the patrolman demonstrates hardship . The motion carried with seven yeas . 7 . (f ) BARRICADE - 36TH STREET AND AQUILA AVENUE A petition was presented with 177 signatures of persons opposing the barricade . Those in attendance who spok . in opposition to the barricade were : Mr . & Mrs . A . W . Lampe , 3924 Dakota Avenue ; Jerry McFarlane , 3520 Zinran ; James Bratten , 3540 Yukon ; M , W . ( g ) AIR POLLUTION ORDINANCE; Councilman Galinson requested that the discussion of Section 4 : 815 . 82 of the Air Pollution Ordinance be placed on the next agenda . (h ) VACANCIES ON BOARD OF ZONING APPEALS Councilman Galinson requested that vacancies on the Board of ? oning Appeals be filled as soon as possible so that they will be able to hold meetings . (i ) CITIZENS ADVISORY COMMITTEE Councilman Heltzer suggested that a temporary chairman be appointed to the Citizens Advisory Committee so that the committee could be activated . Mayor Thiel appointed Don Turkington to be temporary chairman . It was moved by Councilman Reynolds , seconded by Councilman Heltzer , to approve this appointment . Motion carried with seven yeas . Councilman Graves volunteered to represent Council at the Citizens Advisory Committee meetings Councilman Reynolds suggested a joint meeting with Council . 10 • NEW BUSINESS ( a ) TABULATION OF BIDS ON IMPROVEMENT NOS . 68 - 16 , 68 - 17 , 68 - 46 AND 62 - 65 FOR. STREET SURFACING . Councilman Reynolds moved to designate bid J . VGleason amount ltInc . as the lowest responsible bidder , to accept $ 33 , 458 . 80 and to authorize the mayor and City anager to execute the necessary contract , Councilman Graves seconded and the motion carried with seven yeas . (d ) PROPOSED BUDGET - 1969 It was moved by Councilman Graves , seconded by Councilman Heltzer , to set date for first budget hearing at 10 : 00 a . m . , September 14 , 1968 . Motion carried with seven yeas . 11 . MISCELLANEOUS (a ) DAMAGE CLAIMS 1 . Gerald E . Toberman , 2524 Monterey Avenue 2 . Philip J . Stern , 4421 West 25th Street Councilman Howard moved to file the above claims with the City Clerk for proper action by the City Manager and City Attorney. Councilman Graves seconded and the motion carried with seven yeas . 12 . CLAIMS , APPROPRIATIONS AND CONTRACT PAYMENTS (a ) VERIFIED CLAIMS On motion of Councilman Howard , seconded by Councilman Graves , the lists of verified claims prepared by the Director of Finance and presented to the Council dated September 9 , 1968 in the total amounts of $ 8 , 241 . 72 for payroll , and $ 92 , 996 . 21 for vendors were approved , and the City Manager , City Clerk , and City Treasurer were authorized to issue checks covering same by a seven yea vote . (b ) CONTRACT PAYMENTS On motion of Councilman Graves , seconded by Councilman Reynolds ► the following payments on contract work presented by the City Engineer were approved , and the City Manager , City Clerk and City Treasurer were authorized to issue checks for their respeCtive amounts by a seven yea vote , 1 .
