LOUIS PARK , MINNESOTA September 30 , 1968 The meeting was called to order by Mayor Leonard Thiel at 7 : 10 p. m, to continue the review of the annual budget .'or 1969 . The following Councilmen were present at roll call . Murray Galins on Richard Graves James Heltzer Frank howard Richard Koch Robert Reynolds Leonard Thiel Also present were the Acting City Manager , Assistant City Manager , Director of Finance and Secretary. Councilman Howard moved to transfer $ 25 , 000 from the general fund into the 1 building reserve fund for a Municipal Garage to be built in the future . Councilman Graves seconded and the motion carried 6 - 1 , Councilman Galinson voting nay. +1 Nir s . � Vernon Olson , 1632 Princeton Avenue , was present to express her interest in the proposed budget and urge Council to be prudent in their budget action. ' The meeting recessed at 3 : 05 P. m . and resumed at 10 : 00 p. m. The City Attorney was present , at the request of Council to ex lain his need for an assistant in his office . 1-=e indicated that the changes in court procedures have measurably increased the work load in his office . g Councilman Reynolds moved to increase Mayor Is salary 0 and CounclO" " salaries to $ 3 , 600 annuall y to $ 4 , 80 y ! Personal Services , Mayor and Council Budget* Councilman Graves seconded. Councilman Howard this increase . After discussion d expressed his opposition t0 moved to set hearing for November Councilman Reynolds withdrew his motion and Council and Mayor ' s salaries , 4 ' 1963 , for consideration of increasing was defeated 5 - 2 Councilman Graves seconded and the mot' on IvlaYor Thiel , Counci Koch voting nay. lmen Howard ! Heltzer , GalinsonPd 3 271 I i 1 i Cocil Minutes , September 30 , 1968 i councilman Koch moved that the Personal Services Legal Department , Assistant Cltn Aottorney be changed to a figure of $ 12 , 000 with that, beginning January 1st , if there are no applicants for this understanding that the Cit Attorney a posit * ion , City y ppoint a firm or individual of his choosing that will perform municipal court tasks until such time as an attorney can be found. Councilman Howard seconded and the motion carried unanimously, It was moved by Councilman Galinson , seconded by Councilman Koch , to remove $ 5 , 500 from Professional and Consulting Services in the Legal Department Budget and that the City Attorney understand that Council is creating a position so that he may be free for other work . Motion carried 6 - 1 , Mayor Thiel voting nay . Councilman Reynolds moved to increase Item 49 in the Legal Department Budget from $ 1 , 200 to $ 2 , 000 . Councilman Heltzer seconded and the motion carried with seven yeas . It was moved by Councilman Reynolds , seconded by Councilman Koch , to place the total amount of Personal Services in the Human Rights Ludget into Profe s - sional and Consulting Services and remove the Capital Outlay from the budget. Motion carried with seven yeas . Councilman Reynolds moved that Item 23A , Travel and Conferences be adjusted to $ 250 . 00 and the balance be allotted accordingly to other departments , with $ 35 . 00 removed from the amount to be placed in the Mayor and Council budget , leaving a total of $ 6 , 335 to be distributed to all departments . Councilman Koch seconded and the motion carried with seven yeas . It was moved by Councilman Galinson , seconded by Councilman Koch , to approve the Police Budget as amended* iv otion carried 5 - 2 , Mayor Thiel and Councilman Reynolds voting nay. Councilman Reynolds moved to approve the additional employees as requested for the following departments , subject to the review and recommendation of theCity Manager : Protective Inspection , Engineering , Street Maintenance , health Tree Maintenance , Central Garage and Water City Hall Iviaintenance , Utilin 'raves and the motion carried ty. Motion was seconded by Councilma 2 'Thiel voting nay. Councilman R eynolds 5 ' , Councilman Koch and Mayor amended the motion to request that Protective Inspection , Engineering and Health be the first to be reviewed. Councilman Koch moved to delete $ 3 , 200 for the two automobiles from Protective Capital Cutlay , because of the availability of eight Inspection , p 272 r -- Council Minutes , September 30 , 1968 cars being traded y in b the Police Department . Councilman Graves seconded and the motion carried with seven yeas . 343 for traffic line striper It was moved by Councilman Reynolds to delete $4 # , n s and add to COAtrac - from Capital outlay , Traffic Signs , Signals and Markings tual ServicesCode 26 , $ 1 , 750 . Councilman Graves seconded and the motion , carried with seven yeas . Councilman Howard moved that the legislators be informed that the electric utility should be placed under control . Councilman Koch seconded and the motion carried 7 - 0 . Councilman Koch moved to approve the Human Rights budget with the reduction of Item 23A to $ 250 . 00 . Councilman Reynolds seconded . Councilman Galinson moved to amend the motion to exclude Item 51 , $ 1 , 000 and Item 52 , $ l , 065 . Councilman Howard seconded and the amendment was defeated 4 - 2 , CounCil - men Howard , Koch , Heltzer and Reynolds voting nay . The vote on the original motion carried 6 - 1 , Mayor Thiel voting nay . Councilman Galinson moved to amend the motion, approving additional employ ees to include the Human Rights Department. Councilman Graves seconded and the motion carried 6 - 1 , Mayor Thiel voting nay . It was moved by Councilman Heltzer , seconded by Councilman Reynolds , to put into unallocated general expense $ 5 , 286. 40 , Account 82 , Refunds and Reimbursements . Motion carried 4 - 2 , Mayor Thiel and Councilman Howard voting nay and Councilman Graves abstaining . Councilman Reynolds moved that the Civil Defense Budget be included in the list of departments to be reviewed and recommended by the City Manager * Councilman Heltzer seconded and the motion carried 6 - 1 , Mayor Thiel voting nay . It was moved by Councilman F, oward , seconded by Councilman Galinson, to raise Day Camp fees to $ 15 . 00 with scholarships available through City Ham ' Motion lost 4 - 3 , Councilmen Howard , Galinson , Reynolds and Thiel vot4ng nay . Councilman Reynolds moved to amend the motion to increase the fee to $ 22 . 00 . Motion failed for lack of a second . Councilman Heltzer moved that fees remain the same and that a scholarship program be added to the n„jVL ( Day Camp Program . Councilman Reynolds seconded and the motion carried 6 - 1 , Mayor Thiel voting nay . Councilman Reynolds moved to establish a committee to determine a scholarship program composed of Parks and Recreation Director , newspaper re r ti P rct . p esenta _ive and Chamber of COn Motion was defeated for lack of a second . It was moved by Councilman Galinson thatplay i allocated costs in Capital for Municipal Parks be increased to $ 18 000 . After discussion Councilmo Galinson withdrew his motion . 273 I Council Minutes , September 30 , *1968 Councilma the ch moved to adopt the proposed budget with revisions outlined minutes. Councilman Galinson seconded and the mot as carried 4 - 3 , Mayor Thiel , Councilmen Reynolds and Howard motion d voting nay. It was moved by Councilman Galinson , seconded by Councilman Graves to reconsider the above motion . Moti nay * on carried 6 - 1 Councilman Koch voting Councilman Hwvard moved to purchase land adjacent to Wolfe Park for the maximum as indicated by Staff , Motion was seconded by Councilman Graves and carried 5 - 2 , Councilmen Galinson and Koch voting nay . Councilman Howard moved that all money for additional employees , $ 92 , 429 . 00 be removed from the department budgets and added to the unallocated fund . Councilman Graves seconded but no vote was taken on the motion . It was moved by Councilman howard , seconded by Councilman Graves , to change the Human Rights Director and Secretary , Personal Services , to Professional and Consulting Services and deduct the $ 1 , 000 from Capital Outlay for Wall Partitions , Motion carried unanimously. Councilman Howard moved and Councilman Galinson seconded to eliminate three Engineer Aides II and one Engineer Aide I , add $ 10 , 000 to Professional and Consulting Services , and increase the temporary salaries to $ 9 , 000 . Motion carried unanimously . Councilman Howard moved to change the additional employees for police to eight new men . Councilman howard withdrew this motion . 'It was moved by Councilman howard , seconded by Councilman Heltzer , to deduct $ 4 , 281 for Personal Services , Civil Defense , position of Deputy Director and $ 500 from Pensions and insurance . Motion carried unanimously . Councilman Howard moved to deduct $ 250 000 from the building reserve fund . Councilman Galinson seconded and the motion carried 5 - 2 , Councilmen Graves and Heltzer voting nay . It was moved by Councilman Graves that $ 12 , 000 for Personal Services , sferred to Professional and Assistant Attorney , Legal Department , be tran Consulting Services . Councilman Graves withdrew this motion . Motion carried unanimously . It was moved by Councilman Graves , seconded by Councilman Heltzer , to change the number of new police patrolmen from ten to nine . Motion carried 4 - 3 , Councilmen Galinson , Heltzer and Reynolds voting nay. Councilman Reynolds moved to decrease the additional Firefighters , Personal Services , Fire Protection , from 3 - 1 . Councilman Graves seconded and the motion failed 4 - 39 Councilmen 1-ieltzer , Koch , Howard and Mayor Thiel voting nay . Councilman Koch moved to adopt the 1969 budget as amended . Councilman Howard seconded and the motion carried unanimously. RESOLUTION NO. 3 605 It was moved by Councilman Galinson , seconded by Councilman Koch , to waive reading and adopt Resolution No . 3605 entitled , " Resolution A roving 1968 Tax Levy , Collectible in 1969 . " Motion carried unanimously. Pp g RESOLUTION NO. 3 606 It was moved by Councilman Galinson , seconded b waive reading and adopt Resolution No . 3606 entitled Councilman Koch , e 1968. Tax Levy for General Obligation RefundingBonds " Resolution Canceling 1964 , Maturityin Year 1 S Dated December 1 , ` 9 9 . " Motion carried unanimously. It was moved by Councilman Galinson , seconded by Councilm waive first reading and set second reading of ordian Graves , to ordinance entit Ordng e Budget for the Fi inance Adoptith scal year 196 a led , "An Budget as Adopted by Ordinance 1010 and A 9 nd Amending the 1968 Ordinance 10311; for October 7 1 mended by Ordinance 1014 and 968 .
