LOUIS PA.R K September 28 , 1968 The meeting was called to order by Mayor Leonard Thiel at 10 : 25 a. m. to continue the review of the annual budget for 1969 . The following councilmen were present at roll call : i Murray Galin s on James Heltzer Frank Howard Richard Koch Robert Reynolds Leonard Thiel Assistant City Manager ,Also present were the Acting City iYianag2T , at Director of Finance and Acting Secretary. A proposal was submitted by Councilman Heltzer that the City reim curse Councilman Graves for costs incurred by him re suit ' . f theWatsonvs that Graves in the total amount of $4 , 9 B 6 . �! 0 due to findings o Graves was not guilty of any violations or infractions of the , election laws , and further , that certain allegations made against the City involving election procedures were also unfounded, and for this reason I feel that Grave should not be liable for these costs and that the City should reimburse him , if this be legal. " It was moved by Councilman Galinson , seconded by Councilman Koch tha ftp s matter be referred to the City Attorney for an opinion as to the legality ° payment of these costs by the City or the City Attorney may request an opinion from the State ' s Attorney General or other Legal Counsel relative to l the legality of above payment. The opinion to be submitted to the City Counci not later than Cctober 5 , 1c, 68 . The motion carried unanimously , Counc man Graves abstaining. Councilman Howard moved to delete the mist blower from the Parks Activity Capital Outlay. Motion lost for lack of a second. Councilman Galins on moved that attendance at conferences and schools , Code 23A , must be approved by the City Manager with a report thereof to be submitted to the City Manager and if a Commission Iviember desires to attend , he must first submit the request to the City Manager and the 263 Council Minutes , September Z8 , 1568 Chairman of the Commission must appear before ' the City Council relative to attending the conference . Councilman Graves seconde carried unanimously. d and the motion It was moved by Councilman Howard , seconded by Councilman Koch t the entry fee for all adults ort � hat P progra;.-ns be doubled. 1Vlotion carried � 6 - 1 , Councilman Reynolds voting nay. 1 Councilman Reynolds moved that the City Manager report on the activities of the recreation program and supervision of the playground leaders and their duties by April 1 , 19699 Councilman Toward seconded and the motion carried unanimously. Councilman Reynolds moved that the City Manager ' s Budget, Personal Services , be changed by deleting the Assistants to City Manage r , $ 17 , 406 , and adding one Assistant City Manager , $ 400 - $ 600 bi - weekly , $ 10 , 400 annually , one Administrative Assistant , $ 208 . 154372 . 00 bi - weekly, $ 8 , 703 annually : and add to the Capital Outlay $ 1 , 500 for dictating and transcribing machine . Councilman Koch seconded and the motion carried unanimously. Councilman Koch moved and Councilman Galinson seconded , to request the Charter Commission to review amending the City Charter whereby the office of the City Attorney would be subordinate to and under the supervision of the City Manager . The recommendation from the Charter Commission to be submitted to the City Council by January 1 , 1969 . Motion carried unanimously. It was moved by Councilman Reynolds , seconded by Councilman Graves , to remove from the Planning Department Personal Services $ 7 , 842 for Assistant Planner and add $ 8 , 500 for temporary salaries or professional consultants ; and to delete from the Capital Outlay one bookcase , one drafting table and one drafting chair in the amount of $ 278 . 00 . Motion carried unanimously. Councilman Heltzer moved and Councilman Koch seconded to amend the motion to read $ 10 , 000 instead of $ 8p 500 for professional and consulting services . The motion carried 4 - 3 , Councilman Howard , Reynolds and Mayor Thiel voting nay. Councilman Reynolds moved to change the Personal Services of the Police Budget to hire eight instead of ten new policemen. Councilman r' alinson seconded the motion for purposes of debate . Motion carried 4 - 30 Councilmen Galinson , Koch , Howard voting nay. It was moved by Councilman Heltzer , seconded by Councilman Koch , to change the patrol from 38 to 40 and delete the extra Lieutenant and Sergeant. Motion carried 5 - L , Councilman Rieynolds and Mayor hiel voting nay .
