" Motion carried with seven yeas , 8 . REPORTS OF OFFICERS , BOARDS AND COMIvt, ITTEES 257 Council Minutes , September 23 , 1968 8 (a ) REPORT OF CITY Ad1ANAGER CONCERNING FALL CLEAN - UP ( M . & C . No . 68 - 30 ) . Councilman Reynolds moved to direct the City to burn the refuse from the fall clean - up . Councilman Heltzer seconded and the motion carried with seven yeas . (b ) REPORTS OF CITY MANAGER RELATIVE TO LAND ACQUISITION FOR PARK PURPOSES , 1 . Acquisition of land for Jackley Park ( Ni. & C . No . 68 - 28 ). 2 . Acquisition of land at 27th Street and Dakota Avenue ( M. & C . No . 68 - 29 ) . It was moved by Councilman Reynolds , seconded by Councilman Graves to authorize City Manager and City Attorney to execute the necessary deeds . Councilman Galinson amended the motion to include that the clearing of title to the railroad property costs be borne by the City if those costs. are reasonable . The motion carried with seven yeas . 9 . UNFINISHED BUSINESS (a ) PROPOSED VARIANCE FROM THE PROVISIONS OF SECTION 6 : 064 . 5 OF ZONING ORDINANCE TO PERMIT A REAR YARD DEPTH OF 20 FEET INSTEAD OF THE REQUIRED 35 FEET AT 2224 SOUTH HILL LANE ( CASE NO. 6835 - VAR . ) - REQUESTED BY WEST SUBURBAN BUILDERS , - INC . ( HEARING CLOSED , ACTION DEFERRED FROM AUGUST 19 AND SEPTEMBER 9 , 1968 ). On motion by Councilman Reynolds this matter was deferred to October 21 , 1968 , Councilma=.1. Koch seconded and the motion carried with seven yeas . ( The applicant was not present ). (b ) REPORT OF CITY MANAGER CONCRINC EMPLOYMENT FROM SEPTEMBER 9 , x1968 ) . Motion carried with seven yeas , ( e ) HUMAN RIGHTS ORDINANCE Councilman Koch moved to direct the City Attorney to sign the Human Relations Ordinance or bring in a memorandum explaining his reasons for not signing the ordinance on September 30 , 1968 , COuncila2an Graves seconded and the motion carried with seven yeas . 10 . NEW BUSINESS ( a ) EMPLOYEE APPOINTMENT Councilman Reynolds moved to consent and approve the following appointment to the Parks and Recreation Department : Rodney Stendel , Laborer II , Probationary , PW 6 A , effective September 23 , 1968 Councilman Graves seconded and the motion carried with seven yeas . (b ) APPOINTMENTS TO BOARD OF ZONING APPEALS AND POLICE CIVIL SERVICE COMMISSION Councilman Galinson moved to appoint Joseph C . Wolfe to the Board of Zoning Appeals . Councilman Koch seconded and the motion carried with seven yeas . Councilman Graves moved to appoint Miss Irene Nydam to the Board of Zoning Appeals . Councilman Heltzer seconded and the motion carried 5 - 0 . Councilman Galinson abstained for lack of copy of resume and urged that resumes be furnished to all members of Council before meetings . Councilman Koch also abstained for the same reason, Councilman Graves moved to approve the Mayor ' s appointment of Mr . Frank M . Boulez to the Police Civil Service Commission . CLAIMS , APPROPRIATIONS AND CONTRACT PAYMENTS � g ) VERIFIED CLAIMS Councilman Howard moved to delete the tennis tournament fee of $ 25 . 00 to Chamber of Commerce until Council has further explanation as to the expenditure . Councilman Galinson seconded and the motion carried 5 - 2 , Councilmen heltzer and Graves voting nay, On motion of Councilman Reynolds , seconded by Councilman Graves , the lists of verified claims prepared by the Director of Finance and presented to the Council dated September 23 , 1968 in the total amounts of $ 10 , 173 . 97 for payroll , and $ 255 , 795 . 93 for vendors were approved , and the City Manager , City Clerk , and City Treasurer were authorized to issue checks covering same by a seven yea vote . (b ) CONTRACT PAYMENTS 1 . Final Payment - Storm Sewer Project No . 66 - 02 , Beatson - Kelly , $ 1309 785 . 96 . Councilman Reynolds moved to waive reading and adopt resolution accepting work on Storm Sewer Improvement No, 66 - 02 , Motion was seconded by Councilman Heltzer , 4 After discussion concerning the over - run on the contract Councilman Reynolds withdrew his motion and moved to deferpayment until motion September 30 , 1968 , Councilman Meltzer seconded carried with seven yeas . Councilman Reynolds moved to have Mr , Harr s bstant n , the the ro ect , present to consulting engineer on this p j over - xun on the contract .
