Kenneth Anderson , 3737 Oregon Avenue , was present to request
a deferment .
On motion of Councilman Galinson , seconded by Councilman Graves ,
the hearing was continued to August 26 , 1968 . Motion carried with
four yeas . ( Councilman Heltzer was not present ) .

Mr . Graber of Twin City Lines was present to answer questions

Manager , explained the routing of the busses .

Mr . Walter Klinefelter , 2701 Xenwood Avenue , was present favoring
a four-way stop sign at 27th Street and Xenwood Avenue .
RESOLUTION NO, 3 ,568
It was moved by Councilman Graves , seconded by Councilman
Galinson to waive reading and adopt Resolution No . 3568 entitled ,
" Resolution Authorizing Placement of Yteld Right of Way Signs
for Traffic Control at Intersection of Utica , Vernon , Webster ,
Xenwood , and Yosemite Avenues Before Entering 27th Street . "
Councilman Koch moved to amend the resolution to install two - way
stop signs on Vernon , Webster and Xenwood Avenues controlling
north and south bound traffic . Councilman Graves seconded .
Councilman Koch further amended the resolution to install a
four - way stop at 27th and Xenwood . The vote on the resolution
as amended carried with four yeas . ( Councilman Heltzer was not
present ) .
Councilman Galinson moved that the Mayor ' s Safety Committee set
up a criteria for stop signs . Councilman Graves seconded and the
motion carried with four yeas . ( Councilman Heltzer was not pre5ent ) •

There was discussion between Mr . Quinn and the City Attorney as
to definitions of special permit , variance and rezoning .

After some discussion as to nuisance of traffic and odors , Councilman
Koch moved to deny . Councilman Graves seconded and the motion
lost ,3 - 1 , Councilman Galinson voting nay , ( Requires 4 votes to
pass ) . ( Councilman Heltzer was not present ) .

ING TRAFFIC CONTROL AT 16TH AND 18TH STREETS AND

for this area - referred to Parks and Recreation

4 . Feasibility report on the area in regard to widening
Colorado Avenue and placing guard rails along the
east side of the road , as a barrier between the roadway

( DEFERRED FROM JULY 29 , 1968 ) .
The City Engineer described the proposed study and explained the
need for the project because of capacity being used and possibly
soon to be exceeded . He also explained that Hopkins has engaged
Orr - Schelen- Mayeron to study their needs for relief.
After discussion about the cost of the study and questions concerning
its urgency , Councilman Galinson moved to defer to August 12 , 1968
and to have the consulting engineer present at that meeting . Council
man Graves seconded and the motion carried with fivey eas .
(d ) REPORT OF CITY MANAGER CONCERNING ADJUSTMENT

Councilman Heltzer moved and Councilman Koch seconded , to
authorize and direct Staff to prepare the necessary resolutions in
connection with the sale of 1968 bonds and to employ the firm of
Piper , Jaffray & Hopwood to act as consultants in connection with
this bond issue at a fee not to exceed $ 6 , 000 in accordance with
their offer , as included in M. & C . No . 68 - 26 , and * the Mayor
and Acting City Manager were authorized to sign such agreement.
Motion carried with five yeas .
(b ) RESOLUTION GRANTING TEMPORARY USE OF CITY PROPERTY ,
