INVOCATION Invocation was given by Councilman Howard . 3 . ROLL CALL The following Councilmen were present at roll call ; Murray Galinson Richard Graves James heltze r Frank howard Richard Koch Robert Reynolds Leonard Thiel Also present were the Acting City Manager , Assistant City Manager , City Attorney , Planning Director , Director of Public Works , Supervisor of Zoning and Inspection , City Assessor and Secretary . 4 . MINUTES On motion of Councilman howard , seconded by Councilman Reynolds , the minutes of the regular meeting held August 19 , 1968 , were approved by a seven yea vote . 5* � PUBLIC HEARINGS ( a ) IMPROVEMENT NO, 67 - 52 , SIDEWALK ON WEST SIDE AQUILA LANE FROM MINNEFIAhA CREEK TO BOONE AVENUE , AS DESCRIBED IN NOTICE OF HEARING PUBLISHED MA Y 2 AND MAY 99 1968 ( CONTINUED FROM MAY 13 , JUNE 10 , JULY 1 , AND AUGUST 5 , 1968 ) . Mr . Fred Burstein , 3237 Cavell Lane , as spokesman for a group present , indicated that he did not feel sidewalks would be a solution to the traffic problem in this area . Mr . Jerry Rotman , 9 009 Minnehaha Circle South , was also present representing a group present , He stated that if a barricade at Aquila and 36th Street does not help alleviate the traffic problem , sidewalks might be an alternative . ` 228 � - "� Council Minutes , August 26 , 1968 Mayor Thiel closed the hearing . 5 . ( a ) Councilman Galinson moved that Staff , as soon as they can , close Aquila Avenue at 36th Street with a permanent type structure ; that a sign be posted on Aquila Avenue just south of Minnetonka Boulevard stating that Aquila is closed at 36th Street and is not a through street to Knollwood and Targets that all other barricades be removed after the sign has been posted ; that traffic counts be made when Staff feels the proper time has elapsed ; that police be asked to enforce traffic laws on 34th Street and Aquila Avenue and Aquila Lane south of Minnetonka Boulevard ; that immediately we begin plans to extend 36th Street to County Road 18 and Flag Avenue to 36th Street ; that Staff study the problems at the intersection of Minnetonka Boulevard and Texas Avenue ; RESOLUTION NO. 3579 and that Council waive reading and adopt Resolution No . 3579 entitled , " Resolution Ordering Improvement No . 67 - 52 Be Not Made . " Councilman Heltzer seconded and the motion carried with seven yeas . (b ) IMPROVEMENT NO, 68 - 23 , SIDEWALK , WEST SIDE OF DAKOTA AVENUE FROM WEST 26TH STREET TO WEST 27TH STREET , AS DESCRIBED IN NOTICE OF HEARING PUBLISHED JULY 25 AND AUGUST 1 , 1968 . ( HEARING CONTINUED FROM AUGUST 59 1968 ) o Mayor Thiel closed the hearing . RESOLUTION NO. 3 580 It was moved by Councilman Graves , seconded by Councilman Koch , to waive reading and adopt Resolution No . 3580 entitled " Resolution Ordering Improvement and Ordering Preparation of Plans Improvement No . 68 - 23 , 11 Motion carried with six yeas . ( Councilman Heltzer was out of the room ) . (c ) IMPROVEMENT NO. 66 - 06 , ALLEY GRADING AND PAVING , OREGON , PENNSYLVANIA AND LAKE, STREET , AS DESCRIBED IN NOTICE OF DARING PUBLISHEL JULY 25 AND AUGUST 1 , 1968 . ( CONTINUED FROM AUGUST 5 , 1968 ) . Mr . Ken Anderson , 3737 Oregon Avenue , was present requesting a change in the improvement . Mayor Thiel declared the hearing closed . RESOLUTION No . 3581 It was moved by Councilman Heltzer , seconded by Councilman Gra`'esR to waive reading and adopt Resolution No . 3581 entitled , " Resolution Ordering Improvement and Ordering Preparation of Plans Improven, ent 229 council Minutes , August 26 , 1968 5 . (c ) No , 66 - 06 . Motion carried with seven yeas . 6o PETITIONS REQUESTS AND COMMUNICATIONS None 7 . RESOLUTIONS AND ORDINANCES ( a ) RESOLUTION EXTENDING EXPIRATION DATE BY NINETY DAYS UNDER SECTION 6 : 205 , 5 OF THE ZONING ORDINANCE FOR SPECIAL PIRIMIT3 RIDGWAY CONSTRUCTION CCMPANY , GRANTED BY RESOLUTION NO, 2896 , SEPTEMBER 20 , 1965 AND FURTHER EXTENDED BY RESOLUTION NOS , 3129 , 32049 32771 33359 3362 , 3428 , 3476 AND 3539 , ( CASE NO. 65 - 20 - S . P . ) RESOLUTION NO, 3582 It was moved by Councilman Reynolds , seconded by Councilman Graves , to waive reading and adopt Resolution No . 3582 entitled , " Resolution Extending Expiration Date by Ninety Days Under Section 6 : 205 . 5 of the Zoning Ordinance for Special Permit , Ridgway Construc - tion Company , Granted by Resolution No . 2896 , September 20 , 1965 and Further Extended by Resolution Nos . 3129 , 3204 , 3277 , 3335 , 3362 , 3428 , 3476 and 3539 . " Motion carried with seven yeas . (b ) RESOLUTION DECLARING NECESSITY FOR LEVYING A TAX AGAINST REAL AND PERSONAL PROP ,1TY FOR PARK PURPOSES IN EXCESS OF THE THIRTY MILL LIMIT PURSUANT TO SECTION 6 : 02 OF THE CITY CHARTER AND CALLING PUBLIC HEARING THEREON . It was moved by Councilman Reynolds , seconded by Councilman Graves , to defer this matter for two we - : ks and at that time to have a report from the City Manager .
