1 . CALL TO ORDER
A regular mg
eetin of the City Council was called to order by Mayor
Thiel at 8 : 08 P . m .

2 . INVOCATION
Invocation was given by Councilman Howard .
3 . ROLL CALL
The following Councilmen were present at roll call :
James Heltzer
Frank Howard
Richard Koch
Robert Reynolds
Leonard Thiel
Councilman Galinson arrived at 8 : 20 p . m . and Councilman Graves at
11 : 00 p . m . Councilman Galinson left the meeting at 11 : 25 p . m .
Also present were the Acting City Manager , Assistant City Manager ,
City Attorney , Planning Director , Director of Public Works , City
Assessor and Secretary.
4 . MINUTES
On motion of Councilman Heltzer , seconded by Councilman Reynolds
the minutes of the regular meeting held August 12 , 1968 , were approved
by a five yea vote .

It was moved by Councilman Heltzer , seconded by Councilman
Howard to deny the requested change in zoning . The motion
carried with six yeas . (Councilman Graves was not present ) .

Commission for a recommendation as to whether this land should
be acquired for recreation purposes . Councilman Reynolds seconded
and the motion carried with six yeas . ( Councilman Graves was not

The Planning Director described the zoning change requested , showing
its location and explaining the zoning now existing in the area .
Mr . Robert L. Johnson , 7325 Wayzata Boulevard , indicated that
he would like to amend his request to coincide with the Planning
Commission ' s recommendation to change the zoning to RB instead
. of R - 4 . Mayor Thiel declared the hearing closed.
After some discussion as to whether Texas Avenue would be
extended north at this point , Councilman Heltzer moved to table
the request until Council adopts an Official Map .

The Planning Director explained the request , using a combination
topographical and land use map ,
Melvin Harris , 2231 South Hill Lane ; Dr . Douglas V� , Yock , 2300
Parkwoods Road ; and Mr . Rufus Webster , 2218 South Hill Lane
were present to ask questions concerning the variance . They
expressed their desire that only one house be placed on the lot and '
were interested in the placement of the house on the lot .
Mr . Scott Wilson was present representing the applicant.
Mayor Thiel declared the hearing closed .
Councilman Howard moved to continue to September 9 at which time
the applicant should present a set of plans showing the placement
of the house on the lot and facts to substantiate the need for the
requested variance . Councilman Koch seconded and the motion
carried with six yeas . ( Councilman Graves was not presents )

present representing the applicant .
After discussion as to whether there should be a public park and
public access to the pond in the area , Councilman Galinson moved
to continue to September 9 . Councilman Koch seconded and the motion
carried with six yeas . ( Councilman Graves was not present ) .

The Planning Director described the plat indicating its location ,
size and the zoning . He stated that there are a number of unresolved
things in connection with this plat , as it involves other governmental
units .
Sam Kaplan , representing Shelard Development Co . , was present.
He agreed that there should be more time to meet with the planners .
Councilman Koch moved to continue to September 23 and that it
be referred to the Planning Commission . Councilman Reynolds
seconded and the motion carried with six yeas . ( Councilman
Graves was not present . )

There was discussion as to overlapping of duties of the Mayor ' s s
Safety Committee , the Planning Commis ' on Streets. h will Highways
Committee and the Citizens Advisory Committee which
have a Streets and highways Committee .
The following studies were referred to the Mayor ' s Safety Committee :
Criteria for installing stop signs ; Fire alarm systems for apartment
buildings ; Sidewalks as a factor in pedestrian safety ; and Mother
Guards for school crossings .
(c ) REPORT OF CITY ATTORNEY REGARDING GUN ORDINANCE
( DEFERRED FROM JULY 29 , 1968 ) .
It was suggested that Council have a Special meeting on this matter ,
inviting Alderman McGregor of Minneapolis .
Councilman Howard moved to defer to September 9 , 1968 , Councilman

Councilman Reynolds moved that staff be directed to investigate
and negotiate the purchase of the Jackley property for a sum not to
exceed $ 10 , 000 . Councilman Koch seconded . Councilman Reynolds
amended his motion to name the park Jackley Park . Motion carried
with seven yeas .
Councilman Galinson requested Ford Park and allocation of money
for the immediate improvement of the park be put on the agenda for
next week ' s meeting . Councilman Koch seconded and the motion
carried with seven yeas .
(b ) OFFICIAL MAPS
Councilman Heltzer asked that staff prepare a report in regard to
the official map concept including such things as street locations
and other public uses and submit it to Council by December 2 , 1968 .
There was discussion concerning the need for more north - south
thoroughfares .
(c ) LAW SUIT - KE LBER VS CITY OF ST . LOUIS PARK
The City Attorney recommended that Council authorize him to sign
the stipulation which provides for entry of judgment against the City
recommending rezoning from R - 3 to R - 4 .
Councilman Koch moved to put this stipulation on the agenda for
