CALL TO ORDER A regular mg eetin of the City Council was called to order by Mayor Thiel at 8 : 08 P . m . t 2 . INVOCATION Invocation was given by Councilman Howard . 3 . ROLL CALL The following Councilmen were present at roll call : James Heltzer Frank Howard Richard Koch Robert Reynolds Leonard Thiel Councilman Galinson arrived at 8 : 20 p . m . and Councilman Graves at 11 : 00 p . m . Councilman Galinson left the meeting at 11 : 25 p . m . Also present were the Acting City Manager , Assistant City Manager , City Attorney , Planning Director , Director of Public Works , City Assessor and Secretary. 4 . MINUTES On motion of Councilman Heltzer , seconded by Councilman Reynolds the minutes of the regular meeting held August 12 , 1968 , were approved by a five yea vote . 5 . The Planning Director described the zoning change requested , showing its location and explaining the zoning now existing in the area . Mr . Robert L. Johnson , 7325 Wayzata Boulevard , indicated that he would like to amend his request to coincide with the Planning Commission ' s recommendation to change the zoning to RB instead . of R - 4 . Mayor Thiel declared the hearing closed. After some discussion as to whether Texas Avenue would be extended north at this point , Councilman Heltzer moved to table the request until Council adopts an Official Map . Douglas V� , Yock , 2300 Parkwoods Road ; and Mr . Rufus Webster , 2218 South Hill Lane were present to ask questions concerning the variance . They expressed their desire that only one house be placed on the lot and ' were interested in the placement of the house on the lot . Mr . Scott Wilson was present representing the applicant. Mayor Thiel declared the hearing closed . Councilman Howard moved to continue to September 9 at which time the applicant should present a set of plans showing the placement of the house on the lot and facts to substantiate the need for the requested variance . He agreed that there should be more time to meet with the planners . Councilman Koch moved to continue to September 23 and that it be referred to the Planning Commission . Councilman Reynolds seconded and the motion carried with six yeas . LOUIS PARK The City Attorney recommended that Council authorize him to sign the stipulation which provides for entry of judgment against the City recommending rezoning from R - 3 to R - 4 .
