1 . CALL TO ORDER
A regular meeting of the City Council was called to order by Mayor Thiel r .
at 8 : 04 p . m .
2 . INVOCATION
Invocation was given by Councilman Howard in absence of a member
of the clergy .
3 . ROLL CALL
The following Councilmen were present at roll call :
Murray Galinson
Richard Graves
Frank Howard
Richard Koch
Robert Reynolds
Leonard Thiel
Also present were the Acting City Manager , City Attorney , Planning
Director , Director of Public Works , City Assessor and Secretary,
Councilman Heltzer arrived at 8 : 22 pm .
4 . MINUTES
On motion of Councilman Galinson , seconded by Councilman Graves , the
minutes of the regular meeting held June 17 , 1968 , were approved by a
six yea vote .

CALL TO ORDER
The Board of Review of the Assessment District of St . Louis Park was
called to order by Mayor Thiel at 10 : 00 o ' clock A . M . Monday , June 24 , 1968 .
ROLL CALL
The following members were present : Mayor Leonard Thiel , Councilmen
Frank Howard , James Heltzer and
Richard Graves .
Mr . Wayne Johnson , County Assessor
of Hennepin County attended the meeting .
At 10 : 20 A . M . Mr . Alois W . Lampi , who resides at 3524 Dakota Avenue ,
registered appeals on the following properties of which he is the owner :
350143 Aquila Ave . , 3525 - 27 Aquila Ave . , 3560 Aquila Circle , 3552 Aquila
Circle , 3544 Aquila Circle , 8701 W . 35th St . ( 3560 Aquila Circle ) , and
3544 Aquila Circle .

Mr . Lampi pointed out to the Board that the Assessor raised the land
values on all of his properties a substantial amount over last year ' s
figures ; one of his double bungalows located on a corner required a 35 foot
set back from both streets , resulting in a limited rear yard ; the Assessor
assessed R 3 and R 4 zoned land for 901 per square foot , raising a doubt
as to whether R 4 should be higher than R 3 or vice versa ; he sold a corner
of his land near the creek , to the City for 251 per square foot ; the land
value of one eleven unit apartment was considerably higher than his other
eleve :. unit apartment ; land abutting the creek was waste land on one
apartment site and an elongated piece of land was of no use to him , because w _,
a neighbor was using it for his driveway .
The Cha.-rman of the Board requested the Assessor to prepare an illustrative
map showing the County Auditor the described tract of land and Mr . Lampi ' s
description on this map , so that the Board could ascertain whether there is
a significant difference in land area between the two apartment sites .
The Chairman advised Mr . Lampi that his grievances will be taken under
advisement by the Board .
The meeting was recessed until 8 : 30 A . M . Wednesday June 26 , wherein
the subject matter will be on the agenda for final consideration .
The Clerk was instructed to notify those members present , including Mr .
1-aYr•pi , of the 8 : 30 A . M . Wednesday meeting .

� (aj It was mooted by Councilman Galinson to waive reading and adopt
resolution , The motion lost for want of a second . Councilman
Galinson then moved to notify the Police Department that they should
enforce the state laws . Councilman Koch seconded . After discussion
as to the need for such a motion , Councilman Cralinson withdrew the
motion and Councilman Koch his second ,
RESOLUTION NO, 3548
It was moved by Councilman Calinson , seconded by CouncilmanKoch to waive reading and adopt Resolution No . 3548 entitled ,
" Resolution Objecting to Conducting of Bingo Game . " Notion
carried 6 - 0 ( Councilman tleltzer was not present ) .
(b ) RESOLUTION OBJECTING TO CONDUCTING OF BINGO GAME MINNEAPOLIS C OLF CLUB ,
RESOLUTION NO, 3549
It was moved by Councilman Galinson , seconded by Councilman Howard ,
to waive reading and adopt =resolution No . 3549 entitled , " Resolution
Objecting to Conducting of Binno Came . " Motion carried 6 - 0 .

( ) = SECOND READING OF PROPOSED ORDINANCE CHANGING BOUN -
DAR 4 S 0 F BONING DISTRIC 'T'S ( JOPPA. AVENUE A. ND • MINNETONKA
BOULEVARD - CASE NO. 68 - 16 - Z , )
Councilman Reynolds moved to waive second reading and adopt the
ordinance - changing the boundaries of the zoning district . Council -
man Graves seconded but after some discussion Councilman
Reynolds changed his motion to a motion to table the matter .
Councilman Graves seconded but the motion was withdrawn by
Councilman Reynolds .
Mr . Curt Pearson , 2200 First National Bank ' Building , representing
Home Federal Savings & Loan , - asked for one week ' s deferment to
clarify the position of the people in the neighborhood . It was then
moved by C;ouncilman Graves , seconded by Councilman Howard , to
table the matter . Motion - car ried 5 - 2 . ( Councilmen Heltzer and
Koch voting nay . amended 7 - 1 - 68 )
Mr . Stedman , 3307 Monterey , representing the three neighborhood
associations , was present to reiterate the statement given to the
Council at the meeting of June 10 , 1958 . Mr . Leland Gottstein;
4123 Sunset ' Blvd . , Howard Cfeorce of the Lake Forest Association
� and Seymour Druskin , 4717 Best 28th Street , were also present

7 . ( c ) to indicate their opposition to the zoning change or to any
additions to uses permitted in this district
After further discussion , it was moved by Councilman Galinson '
seconded by Councilman Graves to remove the matter from m the
table , Motion carried 7 - 0 .
Mr . Pearson , after discussion with neighborhoodst representatives
( during which time Council went to other matters on the agenda ,
said that , since the neighborhood was against the rezoning , he
would like to have Council consider a textual change adding banks
and savings institutions to uses permitted in the B - 1 District ,
It was moved by Councilman Galinson , seconded by Councilman
Heltzer , to deny the zoning change changing boundaries of the
district in question. Motion carried 7 - 0 .,
Motion was made by Councilman Heltzer , seconded by Councilman
Graves
to deny the text change adding banks and savings institutions
to the B - 1 District . Motion carried 4 - 3 , Councilmen Howard ,
Reynolds , and Thiel voting nay,
8 . REPORTS OF OFFICERS , BOARDS AND COMMITTEES
( a ) REPORT OF CITY ATTORNEY ON JOINT USE OF POLICE
PERSONNEL AND EQUIPMENT ,
The City Attorney gave an oral report on the proposed joint use
of police personnel and equipment .
Councilman Reynolds moved to approve in principle a joint cooperative
act of use of police personnel and equipment . Motion was seconded
by Councilman Howard and carried 7 - 0 .
Councilman Heltzer moved to direct the City Attorney to inform the
parties preparing the resolution that this Council is not interested
in multi - lateral riot control . Councilman Koch seconded and the
motion lost 5 - 2 , Councilmen Galinson , Graves , Howard , Reynolds
and Mayor Thiel voting nay ,
Councilman Howard moved that the City Manager bring in a complete
report on joint use of police personnel and equipment , indicating its f.
origin , present status and the needs and recommendations of the Staf
Councilman Reynolds seconded and the motion carried 7 - 0 •

(d ) MINUTES OF THE PARKS AND RECREATION COMMISSION
MEETING HELD JUNE 123 1968 ,
Upon hearing no objection , the minutes were ordered by the
Mayor to be received for filing ,
Councilman Reynolds moved that Council approve , in principle ,
the idea of the Veterans of Foreign Wars beautifying part of Wolfe
Park to erect a flag pole in that area and ask that the Veterans of
Foreign Wars submit a plan to the Parks and Recreation Commission .
Motion was seconded by Councilman Galinson and carried 7 - 0 .
(e ) REPORT OF CITY ENGINEER CONCERNING THE T - ALLEY AT
OREGON , PENNSYLVANIA AND LAKE STREET - REQUESTED BY
COUNCIL JUNE 100. ^ 968 .
It was moved by Councilman Galinson , seconded by Councilman
Howard , to defer to July 15 , 1968 . Motion carried 7 - 0 .
(f ) REPORT OF LAND ACQUISITION - CONVEYANCE OF TAX
FORFEITED LANDS

It was moved by Councilman Galinson , seconded by Councilman Graves ,
to defer this matter to July 15 , 1968 . Motion carried 7 - 0 .

INC . , 7204 MINNE TONKA BOULEVARD ( CASE NO. 67 - 41 - VAR . ) -
REPORT OF CITY ATTORNEY .
Councilman Reynolds moved to otable the matter until later in the
evening . Councilman Graves seconded and the motion carried
6 - 0 . ( Councilman Heltzer was not present ) .
Later in the meeting Councilman Reynolds moved to take the
item from the table . Councilman Galinson seconded and the
motion carried 6 - 10 JCouncilman Heltzer voting nay - amended 7 /1 /68)
Mr . Leo Dorfman , 203 Minnesota Federal Building , representing
the Boulevard Del , Inc . was present to speak in favor of the
granting of the variance .
Councilman Howard moved to reconsider

(d ) PROPOSED DEPARTMENT HEADS ' JUSTIFICATION OF BUDGET
LETTERS - REQUESTED BY COUNCILMAN KOCH ON JUNE 17 ,
1968 .
Councilman Koch moved that each Department Head submit ,
along with his budget a justification which is in effect a summary
statement , and that this go to the City Manager and Finance Director
along with the budget . Motion was seconded by Councilman Galinson ,
Councilman Koch withdrew his motion and Councilman Galinson his
second when it was resolved that this information would be available
through the City Manager ,
(e ) PATH TO OAK HILL PARK FROM PENNSYLVANIA AVENUE
Mrs . J . Aubrey Smith , 3101 Nevada Avenue and Mrs . Gerald Hamlin ,
3140 Pennsylvania Avenue were present to speak in favor of the
clearing of the underbrush.
Mrs . Gordon Johnson , 3154 Pennsylvania Avenue , was present
in opposition to the clearing of the underbrush as she would
like to see the park left in its natural state .
Councilman Heltzer moved that the City Manager be directed to
submit a report from Parks and Recreation Department and the
Police Department recommending a solution to this problem ,
by July 1 , 1968 , Councilman Galinson seconded and the motion
carried 7 - 0 .

( a ) APPLICATION AND PERMIT FOR DISPLAY OF FIREWORKS
BY VFW AT AQ UILA PARK ON JULY 4 OR 5 , 1968 .
It was moved by Councilman Galinson , seconded by Councilman
Howard , to approve issuance of the permit . Motion carried 7 - 0 .

It was moved by Councilman Graves , seconded by Councilman
Koch , to approve the following appointments :
Marjorie Shields , Permanent , Clerk I , GC5 E to Probationary
Clerk II , GC7 B -- to fill vacancy in Planning Department .
Catherine Garvey , Provisional Clerk I , GC5 A to Probationary
Clerk , GC5 A - to f ill vacancy in City Manager ' s Office .

It was moved by Councilman Graves , seconded by Councilman
Reynolds , to rescind previous action of the Council making Earl
Hanson Acting City Manager and to make Robert Martin Acting City
Manager and Earl Hanson Assistant City Manager . Motion carried
7 - 0 .
(c ) PURCHASE OF BUILDING BY HENNEPIN COUNTY LIBRARY
Councilman Howard moved to put this item on the agenda for
July 15 with a report from the City Manager , Councilman
Reynolds seconded . Motion carried 7 We 0 .
( d ) REQUEST TO REOPEN DENIED ZONING REQUEST -
CEDAR LAKE ROAD AND EDGEWOOD AVENUE .
Councilman Graves moved to refer this matter back to the Planning
Commission and notify the applicant of this action . Councilman
Howard seconded and the motion carried 6 - 1 , Councilman
Koch voting nay .
( e ) BASEMENT HOUSE -- 34TH STREET AND RHODE ISLAND AVENUE
Councilman Heltzer moved that staff be directed to bring in a
date for action on the basement house at 34th and Rhode Island .
Councilman Galinson seconded the motion . No vote was taken °n
this motion . ( amended 7 - 1 - 68 - Addeo , but Staff was of the
unanimous opinion that Staff _f_=be directed in this regard .
