1 , CALL TO ORDER
A regular meeting of the City Council was called to order by Mayor Thiel
at 8 : 07 p . m .
2 . INVOCATION
Need
Invocation was given by Rev . Everett Tande of the Ascension Lutheran
Church .
3 . ROLL CALL
The following Councilmen were present at roll call :
Murray Galins on
Richard Koch c
Robert Reynolds
Leonard Thiel
Also present were the Acting City Manager , City Attorney , Planning
Director , Director of Public Works and Secretary .
4 . MINUTES
On motion of Councilman Koch , seconded by Councilman Reynolds , the
minutes of the regular meeting held July 8 , 1968 , were approved by a
four yea vote .

Present -,vith questions concerning the traffic counts were Mr , Tsuchyia ,
9013 Minnehaha Circle N . and Murray Koritz , 9008 Minnehaha Circle S .
Mr . Fred Burstein , 3237 Cavell Lane , was present as a spokesman
representing the citize =; 4wvho favored the barricade . This group also
felt safety to be the main issue but that the groups should get together
with Safety Comm *.ttee and Cou. ^. . il and work out a solution to their
problems . Mr . Ernie Jacobsc -z , 3410 Aquila Lane , also spoke in favor
of the ba ; ricadc ,
Both groups agreed that meeting together seemed to be a satisfactory
way to wor'.- out a solutic -n, to the problem .
Commissioner Robb of I-:' ennepin County was present to explain that he
has requested the county staff to do a feasibility study on bringing County
Road 18 dwxorn to 36th St :.• eet . The date requested for the study to be
complete is August 1 .
Councilman Galinson moved that the barricade on 34th Street west of
the railroad tracks be removed immediately if within 24 hours suitable
means cannot be put in b;T the City Staff to allow for the emergency traffic
to come in and out of the area Councilman Reynolds seconded and the
motion carried with four yeas .
Councilman Reynolds moved that the barricade be removed a week from
Wednesday . Co��;�cilman Koch seconded and the motion was defeated
with a 3 to 1 vote : Mayor Thiel voting nay , four votes being required
to pass .
Councilman Reynolds moved that as soon as feasible after the barricade
is removed that an in - depth origin traffic study survey be done on
both 34th Street and Aquila Lane . Councilman Galinson seconded the
motion which carried 4 - 0o
Councilman Reynolds moved khat members of the of the Safety Committee Commission
Streets and Highways Committee be informedY
