1 . CALL TO ORDER

A regular meeting of the City Council was called to order by Mayor Thiel
at 8 : 10 p . rn .
2 . INVOCATION
Invocation was given by Rev . Arthur M . Jothen of the Westwood Lutheran
Church .
3 . ROLL CALL
The following Councilmen were present at roll call :
Murray Galinson
James Heltzer
Frank Howard
Richard Koch
Robert Reynolds
Leonard Thiel
Also present were the Acting City Manager , Assistant City Manager ,
City Attorney, City Assessor , Planning Director , Director of Public
Works and Secretary.
Mayor Thiel left the meeting at 9 : 00 p . m. Councilman Graves arrived
at 9 : 10 p . m .
4 . MINUTES
On motion of Councilman Koch , secaued N Councilman Howard , the
minutes of the regular meeting held 9JAy IC, 1964 were approved by
a six yea vote amended as follows .& Page 166 , Item 7c . . . Motion
carried 5 - 2 , Councilman Heltzer and Koch voting nay . " Page 169 ► ;
Item 9a - Resolution No . 3350 . . " Motion carried 7 - 0 . It Omit portion
regarding Councilman Heltzer ' s absence . Page 169 , Item 9c " . . •
Councilman Galinson seconded and the motion carried 6 - 1 , Councilman
Heltzer voting nay . " Page 169 , Item 9c . . . The motion was seconded by
Councilman Galinson and carried 4 - 3 , Councilmen Heltzer , Koch and
Graves voting nayll Page 171 , Item I Oe Add. . The Council was of the
unanimous opinion that Staff be directed in this regard . "

BOARD OF REVIEW MEETING
The Board of Review of the assessment district of St . Louis Park
8 :30 A . M . June 26 , 1968 , continued from June �4 convened at
, 1968 .
Councilmen present : Frank Howard and Jim Heltzer
Mr . Wayne Johnson , County Assessor of Hen
nfp4n County attended the meeting .
Also present : Robert Locky , City Assessor
Earl Hanson , City Clerk
Complainant : Alois Lampe , present
Complaint : Valuation of property
Discussion : Mr . Lampe complained to the Board that the Assessor raised
all of his land values on his property . He cited that he
owned several double bungalows , apartment buildings and office
buildings . He explained that he paid less for the land than
what the Assessor assessed them .
Mr . Lampe appeared to be quite concerned over Lots 11 , 12 and
173 Block 23 Knollwood Terrace , where one parcel the Assessor
raised the value of the land from $4400 to $8130 . The Assessor
explained , that due to the revaluation of the land , the values
increased considerably . However , he pointed out that total
valuation of these properties were lower than they were last
year , due to adjustments on the building value .
Mr . Wayne Johnson attempted to explain to Mr . Lampe that land
value went up due to inflation trends and the Assessor reduced
the building value on the apartments , wherein the resulting
total was lower this year than last year .
Mr . Lampe pointed out that his lots abutting Minnehaha Creek
were not as valuable , due to swampy conditions and debris in
the water .
Meeting was recessed .

5 . ( a ) ( HEARING CONTINUED FROM MAy 13 AND JUNE 10 , 1968 ) .
Mr . Martin C . Graning , 3220 Aquila Lane , representing a delegation
from his neighborhood , spoke of the need for traffic control on Aquila
Lane ,
Mr . Folland , Director of Public Works , displayed maps of all side -
walks in the City and a traffic study map of this area in particular .
Mr . Sherman Friedman , 3219 Aquila Lane , as well as Mr . Graning ,
was opposed to sidewalks but felt a temporary solution is needed for
the traffic control problem .
Mayor Thiel left the meeting at 9 : 00 p . m . Councilman Graves
ar rived at 9 : 10 p . m .
President Pro Tem Howard assumed the chair .
There was discussion regarding the feasibility of closing off traffic
on 34th Street at the railroad tracks . There was some concern ex -
pressed by Staff and Council regarding entrance of safety vehicles
if barricades are erected .
President Pro Tem Howard declared the hearing closed .
Mr . Folland voiced his objections to the street closing and requested
that further study be made before this action be taken .
Councilman Galinson moved that Staff be instructed to immediately
place such barriers as necessary to close 34th Street at the railroad
tracks , with the understanding that it be closed temporarily , and
that this matter be referred to the Safety Committee with reports
by the Engineering Department and reports from the neighborhood by
August 5 , 1968 .
Councilman Heltzer seconded and the motion carried 6 - 0 .
It was moved by Councilman Galinson to defer action on the Improvement
No . 67 - 52 until August 51 1968 . Councilman Reynolds seconded and the
motion carried 6 - 0 .

It was moved by Councilman Heltzer , seconded by Councilman Galinson,
toIdirect Staff to take steps necessary to get the hedge trimmed and
get traffic count necessary at this intersection . Motion carried 6 - 0 .
(b ) REPORT FROM PARKS AND RECREATION AND POLICE DEPART -
MENTS RECOMMENDING SOLUTION TO OAK HILL PATH ( REQUESTED
BY COUNCIL JUNE 24 , 1968 ) o - M . & C . No . 68 -- 20 .
Mr . Gerald McCourtney , 3150 Pennsylvania Avenue , representing
some of the neighbors of the area , was present in favor • of the
recommendations of the Acting City Manager . -
Mr . Dale Johnson , 3217 Sumter Avenue , was present in opposition
toclearing of underbrush but wanted the park kept in its natural
state .
Councilman Heltzer moved to direct staff to clear undergrowth of dead
limbs at . ' Pennsylvania Avenue and 32nd Street _ and to clean up the
, north end of the park at 32 #1 Street and Rhode Island Avenue . Couno "man

It was moved by Councilman Koch , seconded by Councilman Galinson ,

Councilman Koch moved to authorize Assistant City Manager salary -
of $ 800 per month and provide the appropriation . Councilman
Galinson seconded and the motion carried 6 - 0 .
(b ) PROPOSED CHANGE ORDER NO. 1 TO PAVING CONTRACT WITH
BURY & CARLSON , INC . , PROJ . NOe 60 - 39 , TO ADD $ 941 . 30 .
It was moved by Councilman Reynolds , seconded by Councilman
Graves , to approve and to authorize the City Manager to execute .
Motion carried 6 - 0 .
(c ) PROPOSED CHANGE ORDER NO. 2 TO PAVING CONTRACT WITH
BURY & CARLSON , INC . TO ADD $ 3 , 385 . 60 .
It was moved by Councilman Galinson , seconded by Councilman Graves ,
to approve and to authorize the City Manager to execute . Motion
carried 6 - 0 .
(d ) PROPOSED CHANGE ORDER NO, 2 TO PAVING CONTRACT WITH

It was moved by Councilman Galinson , seconded by Councilman Graves ,

Council requested this matter be referred to Safety Committee for advice ,
(f ) REQUEST FOR SPECIAL PERMIT FOR TENT SALE - SHOPPERS '
CITY .
Mr . Leon Sward , representing Shoppers ' City , 3700 Highway 100 ,
presented his request to erect a tent in the parking lot area for the
purpose of an outside sales event .
Councilman Koch moved to refer this request to the Planning Commission
for their July 10 meeting and to come back to Council July 15 , 1968 •
Councilman Graves seconded and the motion carried 6 - 0 .

the lists of verified claims prepared by the Director of Finance and 1
presented to the Council dated July 1 , 1968 in the total amounts of
$ 8 , 831 . 68 for payroll , and $ 146 , 967 . 05 for vendors were approyed ,
and the City Manager , City Clerk , and City Treasurer were authorized
