Of the regular meeting held June 3 , 1968 , were approved by a six yea vote.

Curtis Pearson , Attorney, 2200 First National Bank Building , was
present representing Home Federal Savings and Loan. He explained
the request for B - 1 zoning and the need for an amendment to the text
of the zoning ordinance to include savings institutions in the B - 1 zone.
He presented a letter of intent to the Council .
Leland Gottstein , president of the Fern Hill Improvement Associahoai
Herbert Steffens , president of the Park Hill Improvem"t Ass "" a�
Howard V. George , president of the Lake Forest Association , weree, '. ;
present in opposition to the rezoning and issued the following statem
" That , as residents of St. Louis Park , we are vitally concerned
with the orderly and controlled development of the commercial
areas in close proximity to the residential areas in which we live
and , especially , ulev '
the control of the areas along Minnetonka Bo
and , further ,
That we are not in favor of changing theresent E - 1 zoning areas

5 . ( c ) to a B - 2 zoning , or any other zoning that , in effect , will :
10 permit an expanded commercial usage not in
keeping with the service needs of our area ;
2 * generate an undue increase in traffic flow
on our presently overtaxed streets that are
not designed to handle such present flow :
3 . encourage an expanded and further usage , on a
7 - day - a _ week basis , of any present commercial
area ;
4e permit or make possible expanded parking
facilities that will further encroach into
the present R - type zoning districts ,
5 . allow the establishment of any on - sale liquor
facilities in the iViinnetonka Boulevard area ,
such usage not being in keeping with the concept
of service to our immediate area or as a "best
use " for the commercial area designed to serve
our local needs ;
and , further ,
That the R - type zoning districts in our area be maintained
as presently designated ; and , further ,
That we encourage the maintenance of present barriers of
zoning in order to maintain and to ensure the residential
atmosphere in which we live and in which our money is invested . "
Seymour Druskin , 4717 West 28th Street , was also present in
opposition to the rezoning .
Councilman Galinson moved to refer this matter to the Planning
Commission for advice and recommendation for use of a bank in
B - 1 District. This motion was withdrawn. Councilman Galinson
moved that the Planning Commission be directed at their June 18
meeting to make a recommendation on the B - 1 zoning in the area
from Joppa Avenue to France Avenue ._ The motion was seconded by
Councilman Howard and carried 5 - 2 , Councilmen Heltzer and
Koch voting nay.

It was moved by Councilman Galinson , seconded by Councilman

Mayor Thiel opened the hearing.
Kenneth Anderson , 3737 Cregon Avenue , was present in favor
of the rezoning but wants the area improved to look more residential,
Councilman Heltzer moved that the problem of industrial traffic
travel on the T - Alley between Oregon , Pennsylvania and Lake
Street be referred to the Department of Public Works for his
recommendation by June 24 , 1968 . Motion was seconded by
Councilman Graves and carried 7 - 0 .
Mayor Thiel declared the hearing closed.
It was moved by Councilman Heltzer , seconded by Councilman
Graves , to waive first reading of ordinance and set date for 1 � �6S1
second reading on June 17 , 1968 . Motion carried 7 - 0 ( amended 6 /

Councilman Galinson moved that Council initiate consideration

( a ) REPORT OF DEPARTMENT OF PROTECTIVE INSPECTION CN
LITTER IN TKE AREA OF MINNETONKA BOULEVARD AND
INGLEWOOD AVENUE AND THE ELIMINATION OF A PORTION
OF THE GREEN AREA NEAR THE LINCOLN DEL. - REQUESTED
BY COUNCIL JUNE 3 , 1968 ,
Richard Brooks , Supervisor of Zoning and Inspection , reported
that the landscaping at the Lincoln Del would be finished by
July 1 , 1968 .
After discuss ion of litter in the area , Councilman Galins on
moved that Staff take steps to finish and maintain the municipal
parking lot at 2922 Inglewood Avenue . Councilman Howard
seconded . After further discussion , Councilman Galinson
withdrew his motion and asked only that the high weeds in the
15 foot setback area be cut.

S . UNFINISHED BUSINESS
( a ) PROGRESS REPORT ON WORKABLE PR OCrRAM ( DEFERRED
FROM NviAY 20 AND JUNE 3 , 1968 ) .
William Thibault, Planning Director , gave an oral report indicating
which items were needed in order to complete the Workable ' Program'
Mayor Thiel requested that the Planning Director work out a
time table for this program to be presented on June 24 , 1968 .
(b ) GARBAGE PICK - UP
Acting City Managers Earl Hanson , reported that it had been
determined that the Staff will bring in , on June 17 , 1968 , a
Possibility of canceling the contract we have and recommending
a new corltract for the unexpired term. Negotiations have not
been completed , but will be by next week. Additional trucks
will be put on to clean up the garbage in the interim .

Councilman Galinson moved that the City Attorney be requested
to prepare a gun ordinance by June 24 , 196u . Councilman
Koch seconded the motion which carried 7 - 0 .
(d ) SCIL BORINGS FCR CAP, PENTER AND A � UILA PARKS
Councilman Howard moved that , if old borings which are
available are not adequate to make the decision on the
Community Center Site , the City be authorized to spend
$ 1 , 500 in order to obtain the necessary borings . Councilman
Galinson seconded and the motion carried 7 - 0 .
( e ) PARK TEEN SCENE , INC ., DANCE LICENSE
Councilman Howard moved that the City Attorney , this week ,
take whatever action is necessary to get money owed to
the City by Mrs . Jacoby. viotion was seconded by Councilman
Graves and carried 7 - 0 .
(f ) AREA BETWEEN WEST 38TH STREET , MONTEREY DRIVE
AND PRINCETON ,
Councilman Reynolds moved that West 38th Street between
Monterey Drive and Princeton be referred to the Highway &
Traffic Committee of the Planning Commission for advice
and recommendation , particularly to hold up the cutting down
of the hill until recommendation is received. Councilman
Howard seconded and the motion carried 7 - 0 .

It was moved by Councilman Reynolds , seconded by Councilman
Galinson , to approve the following appointments

Councilman Heltzer moved to direct the City 1vianager to survey/
all municipal parking lots/ to see if they are conforming to
setback requirements , Councilman Howard seconded and the

10 . ( c ) CLEAN - UP OF CAR LSON FIELD , LOUISIANA AVENUE
Councilman Fieltzer moved that the City 1wanager take action
to have the storm sewer contractor police the ground that he
is using for storage of project materials near Carlson Field.
Councilman Koch seconded and the motion carried 7 - 0 .
( d ) RESEARCH COIV.sMITTEE FOR CODE ENFOR CEMENT AND
PERSONNEL NEEDS
Councilman Graves moved that the City Manager draw up a
resolution forming a committee to study the status of code
enforcement within the departments of the city and personnel
needs and practices , making a review of those and report
back to the Council before budget time , committee to consist
of 2 councilmen , City Ivianager and two people experienced in
business management and personnel . Councilman Reynolds
seconded and the motion carried 6 - 1 , iViayor Thiel voting
nay.
( e ) SEMAPHORE AT 26T1Hr AND LOUISIANA AVENUE
Councilman heltzer moved that the Department of Public
Works study the intersection with regard to traffic lights or
any solution that might be desirable . Councilman Howard
seconded and the motion carried 7 - 0 . f
