49' MINUTES
On motion of Councilman Koch , seconded by Councilman Reynolds , the
minutes of the regular meeting held April 29 , 1968 were approved by a
seven yea vote as amended by adding the name " Howard " as seconding
the motion made by Councilman Galinson under item 6b .

8 . ( a ) REGARD TO STORM SEWER CAPITAL IMPROVEMENT PROGRAM .
It was moved by Councilman Heltzer , seconded by Councilman
Reynolds , that staff prepare a report on the cost of speeding up
the storm sewer program if a consulting engineering firm were
used . Motion passed by a seven yea vote .

It was moved by Councilman Heltzer , seconded by Councilman
Graves , to concur with the City Manager ' s recommendation that
Lloyd Bowers remain in the employ of the City until July 29 , 196990
Motion passed by a seven yea vote .
( c ) REPORT OF CIT Y MANAGER ( M . & C . NO , 68 - 16 ) CONCERN -
ING DOG CONTROL ,
Seymour Druskin , 4717 West 28th Street , requested that B & E
Patrol be authorized to increase the hours patrolled and rotate
them more . A motion was made by Councilman Koch , seconded
by Councilman Heltzer , that the City Manager direct preparation
of an ordinance permitting the Police Department to issue tickets
• under the Ordinance Violations Bureau . Motion passed by a vote
of six yeas and one nay , Councilman Howard voting nay .
A motion was made by Councilman Koch , seconded by Council -
man Graves , to authorize the City Manager to adopt the practice
of issuing warning tickets to owners of offending dogs as a pre -
liminary to actual citations for violations . Motion passed by a
vote of six yeas and one nay , Councilman I-Toward voting nay .
( d ) REPORT OF CITY ATTORNEY ON J . V . CLEASON MATTER ,
The City Attorney stated there are three law suits pending which
affect the City with relation to J . V . Gleason , Inc . One is a law
suit in St . Paul to enjoin the railroad from complying with the
court order , the second is an appeal from Council action deny -
ing the Gleason application for special permit at hurst Street
location and the third is an action - to requi � e the City to permit
operation of an asphalt plant at the Gleason Virginia Avenue loca -
tion . The City Attorney recommended the retaining of Ken Green
as counsel to handle this litigation . A motion was made by Council -
man Howard , seconded by Councilman Reynolds , that the City author -
ize retaining Ken Green as counsel in the Gleason law suits . Motion
passed by a seven yea vote .

( a ) PROGRESS REPORT PARK 1 ACILI
AVENUE AND 117EST 14TH STREET ( REQUESTED APRIL 15 , 1968 .
The City Manager stated the Park Department will be cleaning and
draining the area in order to have a playground ready by June 8 .
(b ) REPORT OF CITY MANAGER ( M . & C . NO . 68 - 12 ) ON ACTIVI -
TIES OF THE DEPARTMENT OF PROTECTIVE INSPECTION
( DEFERRED FROM APRIL 29 , 1968 ) .
A motion was made by Councilman Koch , seconded by Councilman
Reynolds , that if it can be legally done , to direct the City Attorney
to prepare an ordinance amendment by May 20 , 1968 to include the
sentence " failure to comply with a legal written notice " as suggested
by the Supervisor of Zoning Inspection . Motion passed by a seven
yea vote . It was suggested that Councilmen Heltzer and Howard
explore the area of policy on tickets and their issuance process
for the Department of Protective Inspection , and report to Council .
( c ) TRAFFIC STUDY ON CAMBRIDGE AVENUE AND DIVISION
STREET ( REQUESTED BY COUNCILMAN HELTZER ) , I
Walter Goodlund , 7833 Cambridge Street , requested that traffic
be slowed on Cambridge Street , Council discussed various ways
of solving the problem . It was moved by Councilman Reynolds ,
seconded by Councilman Galinson , to refer the matter to the
Planning Commission Highway Committee for a complete review
and study of the traffic patterns of the entire area . Motion passed
by a seven yea vote .

Committee for Community Improvement members . It was sug -

12 . CLAIMS , APPROPRIATIONS AND CONTRACT PA YrMENTS
( a ) VERIFIED CLAIMS .
On motion of Councilman Graves , seconded by Councilman
Heltzer , the lists of verified claims prepared by the Director
of Finance and presented to the Council dated May 6 , 1968 in
the total amounts of $ 2 ; 633 . 89 for payroll , and $ 62 , 375 . 04 for
vendors were approved with the deletion of $ 1 , 280 . 09 to J . V.
Gleason Co . and the amount to Twin City Disposal Co . , Inc .
changed to $ 11 , x'- 57 . 10 , and the City Manager , City Clerk and
City Treasurer were authorized to issue checks covering same
by a seven yea vote . The motion made by Councilman
Galinson , seconded by Councilman Reynolds , to deleted the
claim for J . V . Gleason Co . passed by a vote of six yeas and
one nay , Councilman Heltzer voting nay .
(b ) CONTRACT PAYMENTS ,

66 - 02 . Contractor , Beatson & Kelly , Inc . Amount ,

On motion of Councilman Graves , seconded by Councilman Koch ,
the above payment on contract work presented by the City Engineer
was approved and the City Manager , City Clerk and City Treasurer
were authorized to issue a check by a seven yea vote .
